Welcome from the chairs Dear Colleagues and Friends, On behalf of the Programme Committee of the Bilbao AAL Summit, we would like to extend a very warm welcome to all of you, to a meeting which we hope will be historic, during this European Year for Active Ageing and Solidarity between Generations. The AAL Joint Programme is a initiative supported by three Associate and 20 EU Member States, among which Spain is a key member. We have made a conscientious effort to set up the ideal conditions so that in these three days of meeting, dialogue and learning we can advance towards defining paths of action which will enable us to develop the necessary policies and markets for an aging society which is also facing an unprecedented financial and budgetary crisis. These conditions include a wide and diverse mix of participants, adding greater depth to the usual AAL fellowship and including the active presence of users and prescribers, with particular focus on health and social care managers, as well as investors who have seen the huge opportunities in a growing market, capable of generating employment, wealth and competitiveness. We also have, of course, all the visionaries, entrepreneurs and promoters behind the new AAL products and services which will enable us to tackle this huge problem in a way which is humane, healthy, effective and efficient, and we would like to encourage all of you to put your ideas forward, to seek progress in the business models which will foster a better approach to the challenges facing us under the current economic and financial situation. To this end we have defined a programme which will inspire ideas and create energy, enabling us to overcome the hurdles which currently hinder our progress; a programme which we hope will be interesting and challenging for everyone. From the plenary sessions to the parallel sessions we will not only be asking questions, but also proposing paths along which to advance which we hope to convert, with your help, into paths towards solutions. I would like to thank all the Programme Committee members for having contributed to its definition and having filled it with life. The Basque Country provides the backdrop to this AAL Summit programme, presenting its experience in the design of a health and social care policy which is developing the market of aging and chronicity as a challenge to be met by science, technology and innovation, but also, at the

same time by industry and citizens. It is a success story which is currently “under construction” among many others which are still to be developed and constructed in other European regions which will also be given their opportunity here during this summit. To all those who believe that this ecosystem known as AAL will only flourish with new paths of dialogue and interaction between agents, arenas and different regions, the Bilbao AAL Summit offers you a forum which previously had not existed and one which is going to be around for a long time; to those of you who may have a different opinion, we hope to both surprise you and, of course, to be surprised ourselves. OFFICIAL DINNER The official dinner will take place on Thursday June 28 at the iconic Palacio San Joseren, located in the Biscayan municipality of Getxo, only 20 minutes from Bilbao. The Palacio San Joseren is a former mansion dating back to the start of the 20th century, recently remodeled while retaining all its details and original style. Exceptionally located next to the Bilbao Abra, it provides the perfect setting to celebrate this event. To make travel easier for attendees, the organization will provide buses from two of the Summit’s official hotels. Objectives The motto of the conference is “New Avenues to fill the gap between health and Welfare Demands and Effective ICT Solutions”. Its main objective is to address the mismatches between Policy and Technology in order to drive investment and to enable the deployment of AAL solutions at scale. Our purpose is to attain the following goals: To provide a detailed identification of the different market barriers that currently impede AAL solutions from being deployed and used by those who really need them. To find new ways and procedures to overcome the current market barriers. To address the need to drive AAL products and solutions to being commercially available as mainstream products. To tackle the need for the design of new policies in order to remove current constraints. To analyze the real needs of potential buyers and end-users to avoid mismatches between offer and demand. The rationale behind this meeting is to address the central role that public policies and investments should play in the creation and development of a global Ageing Market. Therefore, mechanisms to guarantee a stronger liaison between these key players will be discussed in order to satisfy current social health care market demands. The AAL Summit 2012 will serve as a needed bridge between Health Care, Social Services and Industry with the goal of obtaining products and services capable of responding to the needs of and increasingly aged population, as well as to facilitate the needed transformation of the health and social assistance model to respond to current challenges of sustainability. This congress will produce and open dialogue between all the agents involved, interchanging knowledge and best practices in order to promote investment and unable the roll-out of solutions on a large scale. It will bring together all the stakeholders in the AAL domain, such as investors, entrepreneurs, industry, innovators, health-care providers, health-care professionals, associations, social workers, formal and informal caregivers, elderly associations, medical industry, end-users (older adults and other citizens), researchers and policy makers. This conference will provide them with a forum to exchange best practices and knowledge and to discuss the way to develop further and faster the emerging market of products and services for an active and healthy ageing.

Investment activities will have a central position at the AAL Summit 2012. The general objective of the Conference will be to bring to light the valuable points of view of the Investors and entrepreneurs in the AAL domain:

• how they face this market, • how they create solid business plans, • how they compete with emerging international markets such as China, Brazil, Japan, • and how they innovate using the best practices from other countries such as USA, Canada and Israel, etc. Innovation should cover not only technology, but also the organizational requisites to achieve the adequate scale in sellers and prescriptors, within a context of social changes directed towards the empowerment of citizens. This new scenario would integrate the home as a care centre, changing the conventional social health care model, and enabling elderly people to become familiar with the new AAL technologies. Integrated care should be the scenario in which the citizen is the main actor, supported by AAL technological solutions covering his/her needs. It should also enable a more efficient use of funds, which is a critical issue in places where resources are scarce/limited or in those where sustainability is crucial. This is the reason why the Health Technology Assessment (HTA) plays an important role in ensuring that the health technologies involved (methods, devices and systems of organization) are properly evaluated. HTA provides information to decision makers on the health, social, ethical and economic consequences of the development, dissemination and use of such technologies. Finally, this conference will present the progress and results of the Active and Healthy Ageing European Innovation Partnership. This is particularly timely given that 2012 is the European Year for Active Ageing and Solidarity between Generations.

AIM The aim of this session will be to point out the present situation of the AAL solutions and its relationship to different user expectations. To really build a flourishing AAL industry requires envisioning together which market place should emerge in order to meet the real needs of different buyers and end-users. DESCRIPTION Nowadays more and more welfare and health systems are becoming aware about the possibilities of AAL solutions to solve the needs of people in a more accurate, comfortable, and cost-effective way. But, paradoxically, the market does not advance at the required rate to deploy those solutions on a sufficient scale. Integrated care should be the scenario in which the citizen is the main protagonist, supported by AAL technological solutions that meet his/her needs. It should also enable a more efficient use of funding which is a critical issue in places where resources are scarce and limited or where sustainability is crucial. There are, nonetheless, a number of open questions regarding whether social requirements are adequately and sufficiently met by current national strategies and current competitive commercial strategies. AIM This workshop will address the issue of how to develop a sustainable business from AAL project results. The main goal of the workshop is to cover business development activities during the whole life-cycle of AAL projects, so participants are welcome from projects in all phases (from AAL Call 1 to Call 4). DESCRIPTION Some of the elements discussed by participants include: • Discussion of and training in methods, tools, and supporting services available for business development in AAL JP projects. • Developing business models of AAL solutions in small groups together with business experts, who will provide support and mentoring during the group work. • Exchange of experiences related to AAL business development among AAL projects. • Sharing challenges and best practices in business development. AAL2Business is an action financed by the AAL Joint Programme to help AAL projects reach the market with their products or services. AAL2Business will be implemented in several steps. During the current pilot phase the AAL JP is helping AAL projects to formulate their business case and develop their business model in collaboration with business experts. This experience will show what works best for AAL projects and what are the practical needs of individual partners and AAL consortia in future steps of the action. 48

INVESTORS FORUM * Participation only with invitation. Restricted audience. AIM The purpose of the event is to offer a scenario for visionary technological projects to be presented to investors and find the financial backing to become a business reality. DESCRIPTION The Matchmaking investors-entrepreneurs session will host an event where entrepreneurs, previously selected, will present their projects and investors previously briefed, will attend their presentations with the intention of identifying investment opportunities. The projects selected will have an innovative edge, represent the state of the art in respect of aging population needs and be “investment ready”. Entrepreneurial projects will come from the medical device and health ICT sectors. Investors registered for the session will receive an executive summary on each project two weeks prior to the start of the conference.

During the afternoon of June 28th, from 15.00 to 16.30, between 6 and 9 projects will be presented to the audience with the possibility of taking questions. At the entrance, attendees will receive a feedback form where they can indicate their preliminary and general interest on studying each opportunity in more detail.

Level -2 After the presentations, there will be an open area where each project will be located so that investors can have tête a tête conversations with the entrepreneurs. During the following days after the Conference, the session organisers will also work on the feedback forms, confirming those preliminary interests on the investor side and ensuring any matching possibility is explored.
