General

1.1

Governing Legislation The Arthur C Clarke Institute for Modern Technologies (ACCIMT) is a statutory corporation operating within the purview of the Ministry of Technology and Research. The ACCIMT was established on April 1, 1998 by the Science and Technology Development Act. No. 11 of 1994 of the Parliament of Sri Lanka, as successor to the Arthur C Clarke Centre for Modern Technologies (ACCMT) established by the Act No. 30 of 1984. The functions of the Arthur C Clarke Institute for Modern Technologies as specified in the Act are as follows: (a)

to accelerate the introduction of modern technologies to Sri Lanka by (i) initiating, promoting and conducting research and development in the application of modern technologies (ii) providing research and development support to the Government and private sector undertakings in the application of modern technologies and (iii) training of personnel in modern technologies to meet the needs of the Government and private sector undertakings and

(b)

to promote future studies

The areas of modern technologies include Communication and related Sciences, Information Technology, Electronics, Micro-electronics, Space Technologies, Robotics, Photonics and new materials. 1.2

The Vision of the Arthur C Clarke Institute for Modern Technologies is to achieve a status enabling it to evolve as a unique centre of excellence in modern technologies, inspired by Sri Lankabhimanya Sir Arthur C Clarke. 1.3

Mission

The Mission of the Arthur C Clarke Institute for Modern Technologies is to become a premier institute for exploration, technology transfer, research & development and human resource enhancement, enabling solutions in applications of modern technology to improve the capabilities of industries and commercial establishments and thereby enhancing national wealth.

1.4

Governing Ministry The ACCIMT, (formerly known as the ACCMT) which was under the purview of the Ministry of Higher Education in 1984 was brought under the purview of the Ministry of Industries, Science and Technology in 1990. It came under the purview of the Ministry of Science and Technology in August 1994. With the establishment of the new Ministry for Economic Reform, Science and Technology, in December 2000 the ACCIMT too was transferred under its purview. In 2004, the institute came under the purview of the newly constituted Ministry of Science and Technology. In 2010 The Ministry of Science & Technology has renamed as the Ministry of Technology & Research and the ACCIMT too function under the purview of this Ministry.

Executive Summary The institution made substantial progress in its overall performance in the areas of research and development, training and industrial services, as well as in internal capacity development activities during the year, viewed in relation to the two major continuing constraints, namely recruitment and retention of staff in the core technical disciplines, and the inadequate allocation and release of funds for capital expenditure. Most outstanding among the achievements amongst the activities undertaken by the institute during the year, viewed in terms of the direct, tangible, socio-economic impact, was the exceptional success that it had in the hardware recovery of the long inoperative railway locomotives and power coaches of Sri Lanka Railways. Initiated by a proposal made to the Sri Lanka Railways by the director ACCIMT in May 2010, to attempt in-country recovery of the microprocessor based advanced control systems of the inoperative Alstom AD 32C Class M9 Locomotives of Sri Lanka Railways, a project for the same was formulated and commenced soon thereafter. The ACCIMT engineers, through an intensive process of advanced diagnosis, which also involved a significant degree of reverse engineering (as no proper technology transfer had taken place from the French supplier at the time of procurement), managed to recover the first Alstom AD 32C Class M9 locomotive in 2010, and the project continued throughout the year 2011. By the end of the year 2011, this project undertaken by the ACCIMT had enabled Sri Lanka railways to increase the number of Alstom AD 32C Class M9 Locomotives in its operational fleet to six, and this was enabled by complete recovery of all micro- processor based control electronic systems of three locomotives that had 3

been out of service for over six years, and by recovering the critical failures of those locomotives that were in- service at the time. In addition, two Sifang Class S9 power coaches which had been out of service for a similar period due to failure in Control Electronics were completely recovered, while providing technical support to recover from failure and maintain in service six other power coaches that were in the operational fleet. The replacement cost of a locomotive is estimated to be around Rs 400 million, while that of a Power coach is estimated to be around Rs 300 million. Highlights of the new projects of R&D nature initiated during the year, other than those undertaken for Sri Lanka Railways and the Research projects of fundamental nature undertaken by the astronomy division, included ‘Development of a TeaQuality Grading and Colour Separating System’ and ‘Development of a stateoftheart Traffic Light Control System’. While the projects ‘PC based ECG Monitor’, ‘Solar Powered Street Lamp’, ‘Remote Street Light Controller’ , ‘RF-ID Readers for Automation’ and ‘Wireless Data Display Board’ were among those continued during the year with incremental developments, the Electronics Division fabricated and supplied on contract 10 Nos Solar Powered Street Lamps to a Construction Company for installing in a location in the Eastern Province. The information Technology projects continued during the year included those software and database development projects carried out mainly for Universities and several other agencies, and continuation of the translation of the latest versions of open source web browser and email software from Mozilla Corporation. During the year, the institute continued to have substantial demand for the industrial services including equipment calibration, performance testing of measuring instruments, testing and measurement of power electronics and surge protection devices, testing and measurement services for the communication and broadcast sectors, and other consultancy services offered by the institute to the industry. One highlight in the industrial services was the establishment of a new facility for providing comprehensive testing services to the industry for testing LeadAcid batteries for the assessment of conformity with the SLSI Standard 1126 under the Import Inspection Scheme of the Sri Lanka Standards Institution. On the training front, the Continuing Professional Development (CPD) Programmes on “Embedded Control Systems”, “Modern Electronic Test and Measuring Instruments”, ‘Modern Electronic Components”, “Programmable Logic Controllers” and “Advanced Computer Networking Solutions” were conducted for the engineers and technologists from the industry, and these courses continued to enjoy substantial demand from the industry. In addition, the Institute 4

conducted the two intermediate level training programmes on ‘Computer Hardware Engineering’ and on ‘Practical Electronics’. The self-employment oriented training workshops in the areas of ‘Mobile Phone Repairing’, “TV Antenna Designing” and “TV and Radio Repairing” were conducted under the Vidatha and Divi Neguma Programmes of the Government. In October 2011, The ACCIMT hosted on behalf of the Government of Sri Lanka, the 15th Intergovernmental Consultative Committee Meeting of Regional Space Application Programme of the United Nations Economic and Social Commission for Asia and The Pacific (UNESCAP), together with the back to back Consultative Meeting on the ‘Regional Cooperative Mechanisms’ on the subject. This provided an important opportunity for Sri Lanka, despite being a nation with no advanced space technology capabilities at present, to benefit for local capacity building in space technology applications through international collaboration.

In terms of internal capacity building, the Institute managed to expand its laboratory capabilities in the areas of Electronics, Communications as well as in Astronomy. Some important highlights being the acquisition of the Surge Tester for the Lightning and Surge Protection Device Testing Laboratory and Advanced Calibrator for the Industrial Services Division. The accreditation process for the Lightning and Surge Protection Facility initiated and the process made substantial progress during the year. The Institute also finalized the tendering process for the construction of an extension to the existing 4 storied laboratory building which would add an approximate floor area of 7000 sq. ft. Despite the fact that the process for granting the formal approval for the Schemes of Recruitment and Promotions for all categories of staff of the Institute remained yet to be finalized by the National Salaries and Cadre Commission and the Department of Management Services by the end of the year, the Institute nevertheless managed to get the approval for Schemes of Recruitment for the entry-level Engineer, Scientist and Systems Analyst positions, and recruited 05 Engineers, 01 Scientist and 01 System Analyst towards the end of the year. The government grants received during the year for capital and recurrent expenditure were Rs. 24 Million and Rs. 53 Million respectively. Total revenue generated by the Institute was Rs.18.4 Million which amounts to approximately 27% of the total recurrent expenditure.

3.0

Industry-Sponsored R&D Projects and Other Technical Services to the Industry The Institute has made substantial contributions to the industry through  R & D projects undertaken as per specific requests by the industry,  Test & Measurement Services  Equipment Calibration and Recovery Services  Information Systems Development Projects  Consultancy assignments, and  Contractual maintenance of systems and facilities.

3.1

Industry-Initiated Research & Development Activities

3.1.1

Recovery of Microprocessor/Digital Signal Processor based electronic control subsystems of the Class M9 Locomotives Alstom (France) AD32C

Sri Lanka Railways (SLR) had added 10 nos. Alstom model AD32C, Class M9 locomotives to their fleet, during the year 2000. Due to the limited know how on the advanced Microprocessor based electronics technology used in the control system design, the failures in maintenance level had not been recovery feasible for SLR. Later the locomotive engines had encountered with major breakdowns in Microprocessor Electronics control systems, but could not be recovered due to discontinuations in supplier’s after sales services and the engines have been left unattended for about 6 years. Only 3 engines could be kept functional by May 2010, by shuffling Microprocessor electronic sub systems from the rest of the 7 unused locomotive engines. The importance of recovering Locomotive engines is well understood due to the enormous (Rs. 200 Million to Rs. 400 Million) amount of money to be paid to international sources in getting new engines. It is especially true in this case where most of the Locomotives and Power Coach Engines had been imported around year 2000 and have been utilized only for one quarter of the expected life time, meaning their capability to be in-service if the critical advanced control electronics faults are properly recovered and maintained. Identifying the requirement of Sri Lanka Railways as a nationally important project, where such a service was rare within the island as well as in other countries due to non availability of mother company supports and literature (service manual etc.), ACCIMT explored the areas and the types of Locomotives of SLR which needed advanced recovery exercises, in May 2010 and continued during whole of year 2011. ACCIMT commenced the advanced diagnosis and recovery tasks from Alstom AD32C Class M9 locomotives, which are the most powerful locomotives in the SLR locomotive fleet with sophisticated controls and computer based diagnostic tools. Microprocessor based sub systems to be recovered in Class M9 locomotives were identified as listed below.

ACCIMT was successful in recovering all above Microprocessor based subsystems of Class M9 locomotives during the year 2011, which enabled Sri Lanka Railways to add the locomotive 864 and 867 into their operational fleet making a total of six operational class M9 locomotives including the locomotive recovered during 2010. Also, subsequent to the occurrence of failures in class M9 locomotives 866, 870 and 872 which were in-service, several of their backup sub-systems were recovered and handed over to SLR towards the latter part of the year. Also the fault diagnosis of all above types of faulty units for the recovery of a further class M9 locomotive, 871 is already commenced. 3.1.2

Recovery of Microprocessor based electronic control subsystems of the Class S9 Power Coaches (make Sefang) Subsequent to the successful recovery of Class M9 locomotive microprocessor based subsystems, Sri Lanka Railways requested ACCIMT to undertake the recovery of the following faulty processor based electronic subsystems in the Power Coach fleet of Class S9.

1. Car Control Systems (CCS) 2. Driver Display Consoles During the year 2000 SLR had procured 15 nos. Class S9 Power Coaches and 6 nos. out of them were out of service due to failures in the CCS. Also, the Driver Display consoles of nearly all Power Coaches (including the Coaches in service) were faulty or partially working. ACCIMT was successful in recovering one CCS unit and a Driver Display console which enabled Sri Lanka Railways to add the Power Coach 860 and 861 to their operational fleet towards during the year 2011. Also fifteen Driver Display consoles were recovered and submitted to be installed into their operational Power Coach fleet. The Institute is currently in the process of recovering two further CCS units. 3.1.3 Solar Powered Street Lamps Design and development of a solar powered street lamp with a 12V, 6W, DC energy-saving lamp using long-life white LEDs with a charge controller for 7

efficient charging of battery using solar energy captured from solar panels suitable for a 6m lamp post was carried out in 2008. The lamp has automatic on and off facility and the luminance is adjustable depending on customers’ specific requirements. In 2011, the LED lamp was further developed to incorporate automatic switching on of the lamp in three stages to save the energy of the battery. A customized 12V, 18W, white LED lamp was developed to suit the illumination required for the lamp post of 10m height, as requested by Sierra Construction (Pvt) Ltd., a leading company engaged in construction. Ten sets of solar street lamps were constructed and handed over to the client.

3.1.4

Play & Learn Maths Master for blind children “Maths Master” Play & Learn System for Visually Impaired Children, is an educational aide designed and developed at ACCIMT for the visually impaired children, facilitating them interactive self-learning of basic Arithmetic operations. The initial project was completed in 2006 and several units were donated. Further 05 units were donated to the blind school of Tangalle during 2011.

3.2

Information Systems Development Projects The Information Technology Division of the institute has been developing information systems solutions for the public and the private sector organizations on various organization-specific applications upon request. The main information system projects undertaken by the Institute during the year include the following: 

Development of Stores and Accounting System – Atomic Energy Authority(AEA) This is an on-line system for automating the library, stores (which includes both fixed assets and consumables), accounts division with invoicing, payments and receipts of AEA. Project was completed during the 1st quarter of 2011 and maintenance of the system commenced from September 2011.



Local Language Email and Internet The project was initially undertaken in collaboration with the University of Moratuwa, to localize the two open source software, Mozilla Thunderbird and Firefox Web Browser, and were officially released with application itself in December 2009. The Institute continued with regular updates of Sinhala and Sri Lankan Tamil versions of the above two applications. The following upgrades were localized and released during the year: * Thunderbird : TB 4.0 to TB 9.0 * Firefox : Firefox 4.0 to Firefox 9.0 Maintained the "mozilla.lk" tri-lingual web page (Tamil Translation to be done)



Life Insurance System – Sanasa Insurance (Pvt.) Ltd. This is an on-line system for maintaining of life insurance policies of the client. Initial system consisted of 7 policy products, namely, Senasiya, Pilsarana, Senehasa, Sithumina, Jayathura, Divithura and Janamithuru. The system included from application 8

to underwriting of a policy to payment of premium and finally payments of claims. It also includes commission calculation, reinsurance and other related calculations. The initial project was completed by end of 2010. Following new products were included to the existing Life Insurance System during the year 2011; Divithura Plus Divijaya Sensaiya Group (Loan Protection Scheme) Made facilities to accept policies in Tamil language to clients especially in the newly opened branched in North and East. Main correspondence documents were made available in Tamil.



Accounting System – Kotelawala Defence University, Ratmalana A system was developed to computerize the accounting transactions of the university in 2010. The system enables to maintain the three bank accounts separately with individual cashbooks. The warranty period maintenance of the above project was completed in 2011. Discussions are held whether maintenance of the system is required in the future years.



On-line Administration System – Buddhist & Pali University This is an on-line system for Administration divisions consisting of 07 modules, namely, Student Registration module (Internal & External), Examinations module (Internal & External), Employee Information module, Payroll & Accounts module, Library module, Stores module and the Official Web Site. The project was commenced in 2010. During the year 2011 the design and development of the Student Registration (Internal) module, Library module and Payroll System were completed after testing with real data and modifications including training of staff. The other modules have been installed at the client site for testing and data entry. Official web page of the Buddhist & Pali University was launched in July 2011.



Payroll & Accounting System – Postgraduate Institute of Management A project to computerize the functions of the Finance Division including the payroll was commenced in 2011. Data Entry module of Payroll System and relevant reports were installed at client’s site during the year.



‘Divi

Neguma’ Information System – Ministry of Traditional Industries and Small Enterprise Development Upon the request of Ministry of Traditional Industries and Small Enterprise Development, ACCIMT initiated design and develop of a Database to store information of the general public who have submitted EOI forms as ‘Divi Neguma’ exhibitions held in different districts. The Initial Data Entry module was installed at client’s site for testing and awaiting further comments/requests from client.

4.0

In-house R & D Projects, Research Activities on Space Sciences, and Internal Capacity Building

4.1

In-house R&D Projects

The in-house R & D projects which have been initiated and/or continued by the institute during the year include the following: 4.1.1

Reviving the Traffic Light Controller System Designed and Developed by ACCIMT

In early 1990s, ACCIMT developed a microcontroller based Traffic Light Control system with several features such as on line reconfiguration without interrupting operations, manual over riding facility and demand driven stages. The institute wishes to upgrade the DOS-based User Interface of the previously developed Traffic Light Controller to Windows version. It is also planned to change the hardware mainly to replace the microcontroller used in the previously developed version and also to incorporate features which do not exist in the existing version such as the countdown facility, pedestrian actuating and vehicle detection. In year 2011, started upgrading the DOS based user interface to windows version. Also, the previously developed system was studied and major components required were ordered. 4.1.2 Design and development of a PC based ECG monitor This is a project to design and develop of a low-cost PC based ECG Monitor which includes all features of a conventional ECG machine including necessary alarm facility & gain controlling at a much lower cost . Prototype of PC based ECG monitor with improvements requested by the Senior Cardiologist, Dr. Ruwan Ekanayake of the National Hospital, was completed in 2010. The unit can be developed to connect an external data base for data storage and re-viewing capability feature that is not incorporated in the conventional bed-side stand alone monitors. Initiating to have a preliminary discussion with the Ministry of Health in order to discuss the possibility of collaborating with the Ministry of Health in making the above technology available for national health care.

4.1.3 RF-ID Readers for Automation The product technology was proposed for a design development product for library automation as a pilot project to ACCIMT library and the equipment were received early 2009.

The project modules the book issuance desk, computer related interfacing, person identification modules were completed by the end of 2010. The tags to be embedded into the books were received during the 1st quarter of 2011 and tested in the existing systems. Due to tag standard variation than earlier tested samples some modifications done in the reader units. The proximity card used for the person identification reader module was tested and the modifications done.

4.1.4

E-Governance Project Discussions with the Department of Police have been initiated to implement an ‘On Site Payment System for Motor Traffic Offences’.

4.2

Research work in Astronomy

4.2.1 Study of Balmer discontinuity of B and A type stars in near UV spectroscopy For hot stars the electron temperature can be determined by the Balmer Discontinuity. In this research few selected B and A spectral type stars are to be observed in spectroscopy near the Balmer discontinuity at 3647Å using the 45cm telescope. A UV band CCD camera should be used to obtain a sufficient signal at 3647Å. UV band CCD camera and UV transmitting lens were procured. An optical adapter was constructed to mount UV band CCD camera to the spectrograph of 45cm telescope. Solar spectra was obtained in the near the Balmer discontinuity. Project will be continued to 2012.

4.2.2 Determination of Magnetic Field of Sun Spots using Zeeman Effect Energy levels of spectral lines split into sub levels in the presence of magnetic fields according to the Zeeman Effect in Quantum Mechanics. The magnetic field can be determined from the spectral line splitting Zeeman Effect. In the Sun, large sunspots have strong magnetic fields sufficient enough to split observed spectral lines resolvable on a high resolution spectrograph. Spectra of the Sunspot number 1131 and 1133 1263 1339 near Fe-6173Å & Fe-6302Å and sunspot number 1227 near Fe8468 Å &Fe-8688 Å were obtained at high resolution spectroscopy using 45cm telescope at ACCIMT. Observed spectra were wavelength calibrated and analyzed using IRAF to find any possible Zeeman splitting in the observed spectral lines. Possibility of Zeeman splitting was found on the spectra of sunspot number 1339 which was observed in 8th November, 2011. It was decided to continue the research in 2012. 4.2.3

Setting up CALLISTO (Compact Astronomical Low-cost Low-frequency Instrument for Spectroscopy and Transportable Observatory) at ACCIMT The radio emissions from solar flares can be studied using the Compact Astronomical Low-cost Low-frequency Instrument for Spectroscopy and Transportable Observatory (CALLISTO). A such instrument was received and tested as a result of participation in the Solar Radio Workshop held in India from 23rd to 25th November 2011.

The installation, configuration and data collection were done at the workshop. A logarithmic and periodic antenna has to be constructed locally to connect the spectrometer to observe the solar flares. Project will continue to 2012.

4.2.4

The collaborative research projects undertaken with the Physics Department of University of Peradeniya and Sabaragamuwa University in the year 2011 (i)

Spectral flux distribution of F and G type bright stars (In collaboration with the University of Peradeniya.) In this research, few bright stars of the spectral type F and G namely, HD22484, HD30652, HD36079 and HD48329 were observed through 45cm telescope in low resolution spectroscopy. The standard star HD30739 of spectral type A was observed along with the program stars. Observed spectra were wavelength calibrated and flux calibrated using IRAF (Image Reduction & Analysis Facility). Found the effective temperatures of the stars by fitting black body curve for the observed flux of the stars and using the Wien’s displacement law. Project report was submitted to the university.

(ii).

CCD photometry of the globular cluster M2 using 45cm telescope at ACCIMT, Sri Lanka. (In collaboration with the Sabaragamuwa University) Study of globular star clusters provides vital information about the star evolution. The globular star cluster M2 was observed through UBVRI filters using ST9 CCD on the 45cm telescope at ACCIMT at several nights. Using CCD Aperture photometry in IRAF the standard magnitudes of the standards stars of the M2 were determined. The magnitude color diagram of the globular cluster was constructed. Project report on the study was submitted to the university.

(iii). Determination of stellar parameters of main sequence stars using 45cm telescope at ACCIMT (In collaboration with the Sabaragamuwa University) In this research, theoretical spectra of observed stars were synthesized using a computer code call “Spectrum”. Spectrum synthesis is a technique where a theoretical spectrum is generated by computer using the known laws of physics. It is a computer intensive process which allows for a variety of inputs and allows one to match the obtained spectrum with the theoretical spectrum. Thereby various stellar parameters such as temperature, surface gravity, element abundances etc can be determined. Several bright stars namely HD 38771, HD 35468, HD 74280, HD 34085, HD 114330, HD 50019, HD 56986, HD 26574, HD 30652, HD 34029, HD 62345, HD 93813, HD 80493, HD 39801 were observed in medium resolution spectroscopy using the 45cm telescope at ACCIMT. Observed spectra were calibrated in the usual way using IRAF (Image Reduction and Analysis Facility).Using spectrum synthesis computer code with Kurucz model stellar atmospheres compare the observed spectra with the theoretical spectra and determined the stellar parameters of the observed stars. Research will continue to 2012. 16

4.3

Internal Capacity Building The following measures of internal capacity enhancement/improvement were carried out during the year.

4.3.1 Robotics Laboratory The development of the Robotics Laboratory was continued with the following activities currently in progress.  Development of a Controller and a new user-friendly interface for PUMA 562 six-axis robot manipulator: The six individual axis motor drive modules were successfully constructed and tested. The project progress was slowed down due to the resigning of the Engineer assigned to the project. An engineer with special expertise in electronics, mechanical systems and robotics applications is required to be recruited to continue the next phase of the project, that is, the integration of the systems to a central embedded system. 4.3.2

Improvements to Calibration Laboratory of Industrial Services Division Currently the facility for calibrating / testing the accuracy of electrical testers/ test tools such as Insulation Resistance Testers (megohm meters), Impedance Testers, Hipot Testers (ac and dc), Continuity Testers, Earth Resistance Testers, Ground Bond Testers, Leakage Current Testers, Circuit Breaker Testers is not available in Sri Lanka. Industrial Services Division initiated the procurement process for the procurement of a Multifunction Electrical Calibrator with the objective of making available the facility to calibrate / test the electrical testers/ test tools within Sri Lanka, for the benefit of the electrical and electronic industry and electrical service sector of the country. Technical evaluation and ordering of equipment is completed.

4.3.3

Improvements to Power Electronics Measurement Laboratory-Electronics & Microelectronics Division (i) Accreditation of the Surge Testing Facility In order to accreditate the surge simulation facility, the divisional staff familiarized with the International standard ISO/IEC 17025 (General Requirements for the Competence of Testing and Calibration Laboratories) and completed the documented quality system including the quality manual, test procedures and the formats. An application was submitted to Sri Lanka Accreditation Board for accrediting the surge testing facility with laboratory’s documented quality system and other requested documents and formats. Suitable remedial measures, for the non compliances in relation to documentation as raised by Sri Lanka Accreditation Board (SLAB), were taken. The pre assessment for accreditation will be conducted by SLAB in February 2012.

(ii) Development of battery testing facilities The division commenced testing of Lead- Acid Starter batteries in accordance with SLS 1126 under the Import Inspection Scheme as requested by Sri Lanka Standards Institution. In order to carry out the measurements the divisional staff studied the relevant standards and prepared the necessary testing procedures. Steps were taken to procure the necessary test equipment.

(iii) Procurement of a surge tester With the objective of enhancing the test & measurement services offered by the Division the Division procured a surge tester.

4.3.4 Improvements to Astronomy Facilities of Arthur C Clarke Institute An optical adapter to mount UV band CCD camera to the spectrograph of the 45cm telescope The most of the energy in hot stars emit in the near Ultra Violet region. In order to observe these stars in near UV wavelengths, UV sensitive CCD camera was procured. This CCD camera has to be coupled with the spectrograph of the 45cm telescope. For this purpose a UV transmitting camera lens was procured. UV transmitting lens system is used to collimate the diffracted light from the spectrograph on to the UV sensitive CCD camera.An optical adapter is needed to couple this CCD camera to spectrograph. Dimensions of the Optical adapter were calculated using the optical parameters such as focal lengths of the UV lens, CCD camera and the dimensions of the spectrograph camera housing etc. AutoCAD design of the adapter was done. Construction of the adapter was carried out in a local Lathe workshop. CCD camera was coupled with the spectrograph using this optical adapter. Finally, spectra of few hot stars were obtained successfully. Design and Construction of a Half Pillar the Vixen 103mm refractive telescope A 103mm aperture refractive telescope was procured to the space applications division. In order to use the telescope at our latitudes an extension to the telescope mount to be provided. A low cost half pillar was designed and constructed to mount the telescope at our latitudes, locally. 4.3.5

In-house Software Development The work undertaken by the IT division during the year to develop the in-house ICT facilities includes, - Maintenance of the Payroll System with upgrades as and when required. - Maintenance of the Attendance System with upgrades as and when required. - Maintenance of the Stores System with upgrades as and when required. - Maintenance of the Accounts System with upgrades as and when required. - Maintenance of the Vehicle Movement and Maintenance System with upgrades as and when required. - Maintenance of the Invoice System with upgrades as and when required. – Testing and minor modifications on the ‘On-line Library System’ with RFID tags. (Joint development with the Communication Division where the IT division is responsible for the web based software development.

Trouble-shooting and Repair Service for PCs/ Laptops/ Printers and UPSs of NonTechnical Divisions

Electronic & Microelectronic division provided trouble-shooting and repair support for office equipment used by non-technical divisions of ACCIMT by recovering 09nos. faulty PCs/ Laptops/ Printers and UPSs during the year.

5.0

Training Programmes Conducted by the Institute The institute during the year conducted a variety of training programmes ranging from Continuing Professional Development (CPD) programmes, conducted on several subjects for practicing engineers, technicians and other professionals in the industry, to the basic and intermediate level technical training programmes on electronics, computer hardware etc. A number of training workshops were also conducted under “Vidatha” technology transfer programme and “Divi Neguma” National Cottage Industry Programme.

5.1

Continuing Professional Development (CPD) Training Programmes for professionals

5.1.1

Embedded Control Systems

This Continuing Professional Development Course was conducted for two batches during the year for a total of about 72 participants from the industry. These participants on their return do their own design solutions for the industry requirements using the knowledge acquired and the development kits supplied to them. The resource personnel have continuous guidance after following the course for them since it’s an attempt to develop Sri Lankan products to the industry needs. The course is very much popular among the industry community today due to these special attributes. The institute also generated a revenue of Rs. 1,728,000/= from the above courses.

5.1.2 Specialized Embedded Control Systems course for Sri Lanka Railways On the request of Sri Lanka Railways, a course on special areas of embedded control systems relevant for railway applications, was successfully conducted for twenty participants. Two application oriented projects aimed for SLR was the major part of the practical exercises. The institute generated income through it was Rs. 400,000.00 5.1.3

Modern Electronic Test & Measuring Instruments with Digital Emphasis (CPD course) Two CPD courses were conducted for the benefit of the local industry, training 23 industry engineers/ technicians/ managers, earning an income over 345,000 rupees. The participants were given the knowledge and practical experience on usage, applications, advantages and limitations of modern electronic test and measuring instruments such as oscilloscopes, spectrum analyses, etc.

Modern Electronic Components (CPD course) One CPD course was conducted for the benefit of the local industry, training 11 industry engineers/ technicians/ managers, earning an income over 165,000 rupees. The participants were given the knowledge and practical experience on modern electronic component families both analog and digital together with data conversion components.

Two courses on the above topic were completed during the third and fourth quarters of the year. They were 14 day courses on advanced computer networking for the general community. The contents were from basics of networking to advanced components used in today’s wide area networks. Total of 45 participants successfully completed the course and ACCIMT generated an income of Rs. 900,000 from the two courses. 20

Basic and Intermediate Level Technical Training Programmes

5.2.1

Computer Hardware Engineering Course (CHEC-2010/2011) This course which was started towards the end of the year 2010 was successfully completed during year 2011. This was the seventh batch with 75 students and generated revenue was about Rs. 900,000.00. The course content was reviewed this year for the growing technology advances in computer hardware. The course participants were school leavers, enthusiastic, teachers and professional interested in learning computer hardware. After the completion of this course the participants were issued with certificates.

5.2.2

Practical Electronic Course (PEC-17)

For the 17th time, regular Practical Electronic Course was started with 103 participants during year 2010. The course participants were school leavers, enthusiastic, teachers and professional interested in learning electronics. The course was conducted successfully and the participants were issued with certificates. The revenue from the course was approximately Rs.1, 200,000/=. 5.2.3

Mobile Phone Repairing

This six-day technical courses was conducted for one batch during the year for a total of 21 participants engaged in repairing hand phones/ or interested in setting up their own mobile phone repair & service centers, earning an income over 129,000 rupees.

“Vidatha” Programmes In contributing to the Vidatha Programme initiated by the Ministry of Technology & Research, the ACCIMT conducted the following workshops and training programmes during the year 2011. A total of 405 potential entrepreneurs, channeled through the Ministry Technology and Research, received training under the said programmes during year 2011.

A five-day Workshop on introduction to Astronomy & Space Science was conducted from 15th to 18th December 2011. Dr. Chandana Jayaratna and the staff of Space Applications Division delivered lectures at this workshop. There were 37 participants for this workshop. Observing Sun in various filters, obtaining spectrum of Sun and bright stars, using CCD cameras, observing planets, nebulae, identifying constellations, making refractive telescopes, making sextant to measure angular separation of stars and making water boost rockets were some of the practical conducted during this workshop. Apart from the observational aspects in astronomy participants at this workshop were able to gain theoretical knowledge in astronomy through series of lectures. 5.5.2

A seminar on astronomy education for teachers and educators in Sri Lanka in collaboration with Sri Lanka National Commission for UNESCO A two-day seminar on astronomy education was organized in collaboration with Sri Lanka Commission for UNESCO. About 40 school teachers from all over the Island participated in the program. Introductory level lectures in astronomy and space science were delivered. Night sky observations through the 45cm telescope were carried out. Hands-on experience in using modern telescopes, CCD cameras, spectrographs etc was provided to the participants.

6.1.

Astronomy & Space science Popularization Programmes

6.1.1 Night Sky Observation Camps With a view to popularizing astronomy education in the country night sky observation programs are organized, especially at schools in rural areas where clear dark night skies are available. During the observation program the students will be able to view planets, nebulae, galaxies and deep sky objects through the modern astronomical telescope of ACCIMT taken to the observation site. An introductory level lectures in astronomy are also delivered during the program. The following night sky observation programs were organized. Swarnapali Balika Vidalaya Anuradapura, Asokamala Vidalaya, Anuradapura, Sidartha Maha Vidyalaya, Mahavilachchiya. About 1250 school children and their teachers participated in these programs. A one day seminar on astronomy education followed by a night sky observation was conducted for about 400 teachers at the Nilwala teacher training College. 6.1.2

Public Observation Sessions and Other Astronomy Popularization Programmes Public observation sessions on the Total lunar Eclipse 10th December, 2011 A total lunar eclipse was occurred on the 10th December, 2011. A public observation session was organized to view the eclipse. Made arrangements to update the ACCIMT web site with images taken at different phases of the eclipse. Due to the bad weather prevailed on the day only the ending of the penumbral eclipse were visible.

7th Annual Water Boost Rocket Competition With a view to selecting a student to nominate for the International water boost rocket competition to be held in Singapore, which is organized by APRASAF, the ACCIMT organized the annual water boost rocket competition at University of Moratuwa grounds in September 2011. 24

An automated water rocket launching mechanism was designed and constructed, locally.

18th session of APRSAF (Asia Pacific Regional Space Agency Forum) Participated in the eighteenth session of the Asia-Pacific Regional Space Agency Forum (APRSAF-18), under the main theme entitled "A regional collaboration for tomorrow's environment" from 6th to 9th December 2011, at Marina Mandarin Singapore.

ACCIMT Library ACCIMT Library and Information Division functions as a special library and consists a fair collection of books, periodicals and other educational materials in the fields of Communications, Information technology, Electronics, Photonics, Robotics Space Technology and Management. The aim of the library is to facilitate and provide information to professionals and personnel engaged in Research and Development projects, graduates and postgraduates students.

6.4.1 Arthur C Clarke Memorial Lecture- 2011 A memorial lecture was organized on the 04th of April 2011 at the Bandaranaike Center for International Studies to mark the third anniversary of the demise of Sri Lankabhimannya Sir Arthur C Clarke, the founder patron of the institution. The lecture was delivered by Dr. Mustafa Din Subari, an eminent Scientist of international repute and the Director General of National Space Agency, Malaysia. The lecture, entitled ““How to Get a Piece of the Space Cake: Perspective of a Developing Country- The Malaysian Experience”, was attended by a large audience of policy makers, senior public officials, Engineers, Scientists, academia and other professionals.

The 15th Session of the Intergovernmental Consultative Committee and the Consultative Meeting on Regional Cooperative Mechanisms of RESAPUNESCAP The two events organized by the United Nations- Economic and Social Commission for Asia and the Pacific (UNESCAP) and hosted by the Arthur C Clarke Institute for Modern Technologies (of the Ministry of Technology and Research) were held as back to back events during Oct. 25-27, in Colombo. The events were attended by delegates from 13 countries in the Asia and Pacific region and 02 related regional organizations. Regional Space Applications Programme for Sustainable Development (RESAP) is the UN-ESCAP’s regional programme for promoting the use of space technologies for sustainable development in the Asia-Pacific Region. The objective of the Intergovernmental Consultative Committee (ICC) session is to provide guidance to its member governments and the secretariat on the promotion of such mechanisms to ensure affordable access to and effective use of space-based tools and applications for disaster management and other development concerns based on the prepositions made by the Consultative Meeting on ‘Regional Cooperative Mechanisms on Space Applications for Effective Disaster Management and Sustainable Development’.

Publications The Space Application Division contributed a second research paper based on the observations at annular solar eclipse January 2010, to the International Journal of Research and Applications, Sun and Geosphere, as per following reference: Determination of Solar Radius based on the Annular Solar Eclipse 15 January 2010, J. Adassuriya, S. Gunasekera, Arthur C Clarke Institute for Modern Technologies, Katubedda, Moratuwa, Sri Lanka, N. Samarasinha, Planetary Science Institute, Tucson, AZ, USA, Sun and Geosphere volume 6 No.1 2011.

Internal Human Resource Development Staff Position

During the year under review six new appointments were done. They are four Research Engineers, one Systems Analyst and one Research Scientist. Six members of the staff were resigned. They are four Research Engineers, one Research Scientist and a Technical Officer. Total cadre for the year 2011 is 140. 73 positions were filled and 67 positions were vacant. Details were given in Annex I.
