CAREY Intelligence Subject Matter Expert Mr.  Carey  has  forty  years  of  professional  experience  and  has  held  positions  at  the  highest  levels  of  the  Central  Intelligence  Agency.    His  expertise  includes  a  formidable  combination  of  Intelligence,  Security,  Information  Technology,  and  Management.    He  has received numerous awards from the CIA, DIA, FBI, and DEA.    David W. Carey, LLC: August 2008 –Present President Provide consulting services to government and private sector entities regarding strategic planning, business development and intelligence-related activities. Blackbird Technologies, Inc.: May 2005 –August 2008 Executive Director Mr. Carey developed strategic planning initiatives relating to state-of-the-art information technologydriven products for the Intelligence Community and the Department of Defense. Information Assurance, Oracle Corporation: September 2001 - April 2005 Vice President Mr. Carey built and ran Oracle’s Information Assurance Center in Reston, Virginia. The facility was designed to showcase Oracle security and business continuity related technology and to demonstrate related partner technologies including a broad range of biometrics. In addition, it was used to develop prototypes to meet customer needs. Mr. Carey also worked with customers throughout the Intelligence Community and the Department of Defense to apply Oracle technology to a wide range of programs. Central Intelligence Agency: March - August 2001 Counselor to the Director Advised the Director on managerial, administrative, analytic and operational matters Central Intelligence Agency: July 1997 - March 2001 Executive Director Mr. Carey was the CIA’s third-ranking official, and the Agency’s Chief Operating Officer. He led a strategic planning effort that identified future challenges, created a resource reallocation/investment strategy to meet those challenges and obtained support for budget increases from the Administration and Congress for the first time in a decade. He created the CIA’s first Chief Financial Officer position and initiated a new approach to budget execution and fostered business transformation efforts via CIA’s first use of Working Capital Funds and e-business techniques. Mr. Carey introduced new perspectives on information and personnel security. He reoriented recruitment activities and streamlined security processing resulting in the most successful hiring drive since the mid1980s. Mr. Carey also strengthened the role of the Chief Information Officer and dealt with Congressional oversight and appropriations committees and supervised day-to-day activities in the four CIA directorates. He was selected for a series of leadership and managerial positions of greater responsibility including

Director, DCI Crime and Narcotics Center; Director, Office of Near Eastern and South Asian Analysis; and Deputy Director, Office of Global Issues. Mr. Carey managed analytic efforts on international economics, energy, narcotics, terrorism, political instability and Soviet activities in the Third World. He also represented CIA analytic views as the senior analytic representative in an overseas post.
