Making a Continuing Competency Assessment Reservation Candidates may make a reservation by either visiting www.pearsonvue.com or calling Pearson VUE.

Candidates should make a reservation online at least twenty-four (24) hours before the desired examination date (unless an electronic check is used for payment, as detailed on page 3). The Pearson VUE call center is open Monday through Friday from 6 am to 9 pm, Saturday from 6 am to 3 pm, and Sunday from 8 am to 2 pm (Mountain time).

Fees The assessment fee must be paid at the time of reservation by credit card, debit card, voucher, or electronic check. Payment will not be accepted at the test center. Assessment fees are non-refundable and non-transferable.

ASSESSMENT DAY What to bring to the assessment Candidates should bring to the assessment the confirmation number they received when they made the assessment reservation, proper identification and fees, and other materials listed in What to Bring (page 5).

Procedures Candidates should report to the test center at least thirty (30) minutes before the assessment begins. Candidates will also be presented with the opportunity to have a 15 minute tutorial. Each candidate will have one (1) hour to complete the assessment, and will leave the test center with an official score report in hand. Once the 1 hour has elapsed, the assessment will stop.

The candidate handbook is a useful tool in preparing for an assessment. It is important that the candidate use the most recent handbook because elements such as the content, format, and the edition of the National Electrical Code used for the Continuing Competency Assessment are subject to change. The most current version of this handbook can be found online at www.pearsonvue.com.

Licensees preparing to take any of the Board’s Continuing Competency Assessments must: 1. Make a reservation and pay the assessment fee. Make a reservation either online or by phone with Pearson VUE for the assessment. (See page 2) 2. Go to the test center. Go to the test center on the day of the assessment, bringing along all required materials. (See page 5) 3. Develop learning plan. After taking an assessment, candidates must complete all necessary continuing education requirements. (See page 1)

4. Document of Continuing Competency Activities. Candidates must provide documentation of compliance. (See page 1)

COLORADO LICENSURE INFORMATION INTRODUCTION The Colorado Electrical Board (Board) is responsible for protection of the public through the regulation of safe and effective electrical practices. Because best professional practices and National Electrical Code (NEC) change rapidly, entrylevel minimum competence can quickly become obsolete. As a result, safe practice is dependent upon the continuing competency of regulated professionals. The Board is committed to promoting the professional development of licensed electricians in the state of Colorado. After January 1, 2011, all electricians licensed in the state of Colorado must demonstrate continuing competency before being able to renew, reinstate or reactivate a license (pursuant to section 12-23-106(4)(d)(II), C.R.S.). The affected license types are Residential Wireman (RW), Journeyman Electrician (JW) and Master Electrician (ME). Electrician renewal cycles occur every three years to coincide with NEC updates. Continuing competency is an individualized program created by statute and the Board to help licensees assess their professional work, to identify areas of growth and to stay current with the profession. The Colorado approach to continuing competency for electricians has three components: 1. An Individual Assessment of knowledge and skills (CC Assessment). Pearson VUE is the vendor selected to administer the CC Assessment; 2. A Learning Plan containing Professional Development Units (PDU) designated to obtain required knowledge and skills; and 3. Documentation of completed PDU to demonstrate compliance with requirements. A licensee is required to demonstrate 24 PDU in order to renew a license. You can be awarded up to 24 PDU for your performance on the CC Assessment. If you are awarded fewer than 24 PDU, you will need to execute a Learning Plan (by completing continuing education activities) to accrue these PDU prior to the next license renewal. After completing your assigned PDU, you must document your completed PDU in DORA’s Continuing Competency Portal. ASSESSMENT RESERVATIONS MAKING A RESERVATION CANDIDATES MAY CLICK HERE TO MAKE AN EXAM RESERVATION.

Walk-in examinations are not available. Online reservations are the most efficient way for candidates to schedule their examination. Candidates must go to www.pearsonvue.com/co/electricians/ to make an online reservation for an examination. First-time users are required to create an account. The candidate will need to fill in all required fields, which are preceded by an asterisk (*), on the online form in order to create an ID and be assigned a password. Step-by-step instructions will lead the candidate through the rest of the examination reservation process. Our new website has been optimized to work on mobile devices such as phones and tablets as pictured below.

Candidates must make an online reservation at least twenty-four (24) hours before the desired examination date. Candidates who wish to make a phone reservation at (800) 275-8244 must do so at least twenty-four (24) hours before the desired examination date (unless an electronic check is used for payment, as detailed on page 3). You may make a phone reservation up to one (1) day before the assessment date that you want. Have available the following when you call: • Your full name, address, Social Security number (voluntary), daytime telephone number, and date of birth. • The assessment date and location of the test center you want (a list of test centers appears on the back cover of this handbook). • The name of the assessment(s) you want to take.

OUT-OF-STATE TESTING Licensees who are required to take the Continuing Competency Assessment and who would like to take the assessment outside of the State of Colorado, may do so by calling 800-275-8244 and requesting a reservation or by registering via the web at http://www.pearsonvue.com/co/electricians/. There are no special fees for administration of the assessment outside of the State of Colorado.

ASSESSMENT FEES The 2014 testing window for individuals renewing their license has expired. The following fees will be applied to the assessment:

ASSESSMENT FEE FEES $35

TIME PERIOD December 1, 2014 – June 30, 2017

Any assessment administered as a result of a reinstatement or reactivation for the period of December 1, 2014 through June 30, 2017 will be $35. The assessment fee MUST be made at the time of reservation by credit/debit card, electronic check or voucher. Payments will not be accepted at the Test Center. Assessment fees are non-refundable and non-transferable except as described in the Cancel/Change Policy (page 4). Electronic Checks If you want to pay the assessment fee by electronic check, you must have a personal checking account, and you must provide to Pearson VUE at the time of reservation the following: • Bank name • Account number • Social Security number or driver’s license number • Name and address on the account • Bank routing number Using this information, Pearson VUE can request payment from the candidate’s bank account just as if the candidate had submitted an actual paper check. Vouchers Vouchers offer another convenient way to pay for tests. Vouchers can be purchased online at www.pearsonvue.com/vouchers/pricelist/coelec.asp by credit card either singly or in volume. To redeem a voucher as payment when scheduling a test, simply indicate voucher as the payment method and provide the voucher number. All vouchers are pre-paid. Vouchers are non-refundable and non-returnable. Vouchers expire twelve (12) months from the date they are issued. Voucher expiration dates cannot be extended. The exam must be taken by the expiration date printed on the voucher.

ACCOMMODATIONS Pearson VUE complies with the provisions of the Americans with Disabilities Act as amended. The purpose of accommodations is to provide candidates with full access to the test. Accommodations are not a guarantee of improved performance or test completion. Pearson VUE provides reasonable and appropriate accommodations to individuals with documented disabilities who demonstrate a need for accommodations. Test accommodations may include things such as: • A separate testing room • Extra testing time • A Reader or Recorder, for individuals with mobility or vision impairments and cannot read or write on their own Test accommodations are individualized and considered on a case-by-case basis. All candidates who are requesting accommodations because of a disability must provide appropriate documentation of their condition and how it is expected to affect their ability to take the test under standard conditions. This may include: • Supporting documentation from the professional who diagnosed the condition, including the credentials that qualify the professional to make this diagnosis • A description of past accommodations the candidate has received The steps to follow when requesting test accommodations vary, depending on your test program sponsor. To begin, go to http://pearsonvue.com/accommodations, and then select your test program sponsor from the alphabetized list. Candidates who have additional questions concerning test accommodations may contact the ADA Coordinator at [email protected].

RETAKING AN ASSESSMENT You are only authorized to take the assessment one time and therefore, will not be permitted to retake the assessment until the next renewal period beginning July 1, 2017.

CANCEL/CHANGE POLICY Candidates should call Pearson VUE at (800) 275-8244 at least forty-eight (48) hours before the assessment to change or cancel a reservation. Candidates who change or cancel a reservation with proper notice may either transfer their fees to a new reservation or request a refund. Candidates who change or cancel their reservations without proper notice will forfeit the assessment fee. Refunds for credit/ debit cards are immediate, while refunds for electronic checks and vouchers will be processed in two to three (2-3) weeks. Candidates are individually liable for the full amount of the assessment fee once a reservation has been made, whether individually or by a third party.

WEATHER DELAYS AND CANCELLATIONS If severe weather or a natural disaster makes the test center inaccessible or unsafe, the assessment may be delayed or canceled. Pearson VUE will notify and reschedule candidates in the case of severe weather.

ABSENCE/LATENESS POLICY If you are absent from or late to an assessment, you may be excused for the following reasons: • Illness—yours, or that of an immediate family member • Death in the immediate family • Disabling traffic accident • Court appearance or jury duty • Military duty • Weather emergency If you are otherwise absent from or late to an assessment, and you have not changed or canceled the reservation according to Change/Cancel Policy, you will forfeit the assessment fee. All candidates seeking excused absences must submit written verification and supporting documentation of the situation to Pearson VUE within fourteen (14) days following the original assessment date.

ASSESSMENT DAY WHAT TO BRING On the day of the assessment you must bring with you to the test center two (2) forms of current signature identification. The name on the identification must exactly match the name on the registration. The primary identification must be government issued and photo-bearing with a signature, and the secondary identification must contain a valid signature. Identification must be in English.

PROCEDURES Candidates should report to the test center thirty (30) minutes before the assessment to check in with the test center administrator. The candidate’s identification and other documentation will be reviewed and you will be photographed. If the Candidate Rules Agreement is not followed and/or cheating or tampering with the assessment is suspected it will be reported as such, and the appropriate action will be taken. The assessment fee will not be refunded, the assessment may be determined invalid, and/or the state may take further action such as prohibiting candidates from retaking the assessment and/or denying registration. Candidates will have an opportunity to take a tutorial on the PC on which the assessment will be administered. The time spent on this tutorial will not reduce the assessment time. The administrators will answer questions, but candidates should be aware that the administrators are not familiar with the content of the assessment with the state’s registration requirements. Administrators have been instructed not to advise candidates on registration requirements. Once candidates are familiar with the PC, they may begin the assessment. The assessment begins the moment a candidate looks at the first assessment question. You will be provided 1 hour to complete the assessment. Once the 1 hour has elapsed, the assessment will stop. Once you have completed the assessment, raise your hand to alert the Administrator who will escort you from the testing room. Your assessment will be evaluated immediately and the results will be provided to you on a photo-bearing score report advising you of the competency determinations for each area as well as the next steps for Professional Development Units. If you finish early, you should alert the test center manager by raising your hand. Your assessment will be analyzed immediately after you finish (or when the allotted time has expired).

TEST CENTER POLICIES The following policies are observed at all Pearson VUE Test Centers. If you violate any of these policies, you may be dismissed from the test center. • No dictionaries, books, study materials, or notes of any kind are permitted in the assessment room, and you are strongly urged not to bring these types of materials to the test center. • For the Continuing Competency Assessment, you MUST bring your 2014 NEC Code Book and/or your 2014 NEC Handbook. You May Also bring a OHM LAW Wheel. No other study materials are permitted, such as dictionaries, books, study materials or notes of any kind. You are strongly encouraged NOT to bring these types of materials to the test center. If you are found with any unauthorized materials, you will be dismissed from the assessment and reported to the Colorado State Electrical Board. Lockers

are provided at most Pearson VUE test centers for the storage of personal belongings. Pearson VUE is not responsible for lost, misplaced or stolen items. No cellular phones, beepers, recording or photographic devices or any other electronic devices are permitted at the test center. No leaving the test center at any time during the assessment is permitted. You may use the restroom with the permission of a member of the test center staff, but you won’t receive any extra time for the assessment. No scratch paper may be brought into the assessment room. All scratch work must be done on the erasable noteboard provided at the test center, which will be collected at the end of the assessment. You may not take notes of any kind from the assessment room. No giving or receiving assistance is permitted during the assessment. If you do so, your materials will be confiscated and you will be dismissed from the test center. Your assessment will not be scored, and the incident will be reported to the Colorado State Electrical Board. No eating, drinking or smoking is permitted at the test center. No visitors, guests, or children are allowed at the test center. Calculators are permitted ONLY if they are silent, battery-operated, nonprinting, and without an alphabetic key pad. Use of any other calculator is not permitted. Calculator malfunctions are not grounds for challenging results or requesting additional assessment time. Pearson VUE will not provide calculators for the assessment.

• You May Also bring a OHM LAW Wheel. • NOTE: Your 2014 NEC Code Book and/or 2014 NEC Handbook, should be free from any handwritten notes, sticky notes or tabs/markers that are not permanently affixed. Your 2014 NEC Code Book and 2014 NEC Handbook will be examined by an Administrator and if it has any thing other than highlighting, you will be asked to erase the information and/or permanently affix the tabs. If you are unable to do so you, will be offered the opportunity to take the assessment without use of the NEC Code Book and/or NEC Handbook. If you decline to take the assessment, you will forfeit the assessment fee and you will need to contact the Colorado State Electrical Board to receive a new authorization to complete the assessment.

ABOUT THE ASSESSMENT SUMMARY OF CONTENT The Residential Wireman, Journeyman Electrician and Master Electrician Assessments contain 25 officially analyzed items and 1 “pre-test only” item. The pretest item will not be counted when analyzing competency in each of the content areas of the assessment. The time allotted for the assessment is sufficient to answer both analyzed and pre-test only items. The pre-test item will NOT be identifiable from an officially analyzed item. The Core Competency areas of the assessment are the same for all three licensure levels (residential wireman, journeyman electrician and master electrician) and are: I. Grounding and Bonding II. Code Changes III. Wiring Methods IV. Theory and Calculations Detailed content outlines of these areas appear in Continuing Competency Assessment Content Outlines beginning on page 11. You should review the outline carefully to properly prepare yourself for the assessment.

SOURCES FOR ASSESSMENT QUESTIONS AND ANSWERS The answers to all questions are consistent with the 2014 edition of the National Electrical Code, which the Board has officially adopted pursuant to its statutory authority to regulate the practice of electricians in Colorado. You are strongly encouraged to study the 2014 edition of the National Electrical Code in preparation for the assessment you will take. Even though the assessments are administered on an open-book basis (use of the National Electrical Code is allowed during the assessment), it is unlikely that you will be successful on the assessment if you have not studied the National Electrical Code well enough to be familiar with its content and to use it effectively as a reference source during the assessment.

MATHEMATICAL CALCULATIONS You will find it necessary to perform basic calculations to answer some assessment questions. In addition, one part of the assessment is devoted to calculations that are necessary in the work of safe, entry-level electricians.

JOB ANALYSIS NOTE This assessment is confidential under Colorado law (C.R.S. 1973, 24-72204) and is protected under copyright law. Any unauthorized attempt to reproduce all or part of the assessment or to compromise its security in any other way is strictly prohibited.

The content of the assessment is based upon information obtained from a job task analysis performed by Pearson VUE on behalf of the Colorado State Electrical Board and the Colorado Department of Regulatory Agencies. In the course of this job task analysis, representative licensed electricians in Colorado were surveyed about the job tasks they perform, the degree of harm that is likely to result if these tasks are performed incorrectly, and when these tasks are typically required. In addition, expert electricians evaluated the importance of particular job tasks to public protection. This job analysis information is the basis upon which the assessment questions are written. This approach to assessment development ensures that assessments properly reflect the safe practice of residential, journeyman or master electricians in the State of Colorado.

REVIEW OF THE ASSESSMENT The Colorado Public Records Act (C.R.S. 1973, 24-72-204) exempts assessment questions, scoring keys, and other assessment data from inspection. Because the Board may reuse questions, the state legislature has determined that allowing the public to review them would compromise assessment security and, therefore, be contrary to the public interest.

SCORING The Residential Wireman (RW), Journeyman Electrican (JW), and Master Electrician (ME) Continuing Competency Assessments are scored using a “component” approach in which a minimum number of scored items (non pretest) must be answered correctly in each of the four separate Core Competency areas. This scoring strategy requires four separate demonstrations of competency to determine the number of PDUs the licensee may earn. The “component” strategy does NOT allow superior performance in one Core Competency area to offset poor performance in another Core Competency area. For the Continuing Competency Assessment, the licensee will earn an Acceptable Level of Performance (ALP) and will be awarded PDUs if his/her final level of performance in each of the Core Competency areas meets or exceeds the minimum competency standard deemed for the safe practice for continued licensure. If a licensee does meet the minimum competency standards in one or more of the Core Competency areas deemed necessary for the safe practice for continued licensure, the analysis will advise the licensee of how many PDU’s will be required in each Core Competency area, not to exceed 24 PDU’s. These assigned PDU must be completed before a license can be renewed in the following renewal cycle.

PASS STANDARD REQUIRED FOR ENTRY-LEVEL COMPETENCE AND CONTINUED LICENSURE The Colorado State Electrical Board has set the minimum standard for each assessment type (RW, JW and ME) to represent the level of knowledge and skills necessary for a newly licensed practitioner and individuals renewing, reactivating or reinstating a license to know and follow proper electrical methods. The Board’s minimum standards for each licensing level (RW, JW and ME) are NOT set to regulate the number of persons who can become licensed and continue licensure in the state. Instead, all qualified practitioners who demonstrate that they have entrylevel knowledge and skills may become licensed or can renew a license. In addition, through the Continuing Competency Assessment, will ensure that all licensees maintain currency on the rapidly changing code requirements. Since the assessments are designed to determine pass/fail status only, they cannot be used to rank candidates or licensees. All passing candidates are assumed to be equally qualified within their licensing level (RW, JW, ME). Results Reporting The Continuing Competency Assessment is being used to determine competency in specific Core Competency areas. No numeric score will be provided. If a licensee is determined to be competent the report will indicate competency in each of the areas. If a licensee will need PDU’s in one or more of the Core Competency areas, that will be displayed on the report. No numeric score will be provided.

Duplicate results reports may be ordered using the form in the back of this handbook. Duplicate results reports for candidates who have passed the assessment will indicate “pass” only. The outline on the following pages shows the job task areas to be covered on all assessments and the approximate percentage of officially analyzed questions to be asked on each of these job task areas. Listed beneath each job task area heading are the electrician tasks that relate to that job task area. Assessment questions are related to these tasks and test whether a candidate can apply the 2014 National Electrical Code to the tasks. Several questions require candidates to use general electrical theory. To properly prepare for the assessment, you should become familiar with the 2014 National Electrical Code sections that pertain to each job task area. If you rely on this open-book feature and you are not sufficiently familiar with the National Electrical Code content and organization, you are unlikely to be successful on the assessment. All assessment questions are consistent with the 2014 National Electrical Code book. Candidates are encouraged to review the 2014 National Electrical Code book, especially in regard to those job task areas in which they need preparation. Also, review of electrical theory and common formulas is advised. Any of the several commonly used textbooks adopted by apprenticeship and community college training programs will be sufficient for this purpose. It is your responsibility to know and to be able to use basic electrical theory formulas since such knowledge may be required to work problems in the job task area of the assessment entitled “H (Calculations)” [or on the assessment, section IV, "Theory and Calculations.”] Formulas will not be provided to you at the test center. Be sure to review What to Bring and Test Center Policies for information on what materials you may and may not bring with you to the test center. The percentage emphasis on the core areas on the assessment are exactly the same for each licensure level. More specifically: I. Grounding and Bonding (28%) II. Code Changes (28%) III.
