ICAT VISION Dr. Amir Al-Khafaji ICAT Chair, Bradley University The task of serving as the founding chair of the ICAT was truly daunting because of its remarkable vision to bring prominent leaders and decision makers from across the globe to Peoria, Illinois. Over the past 30 years, the ICAT conference took on many conference titles and started with fewer than 40 attendees in 1987 to being sold out since 2009. The past 16 years, the ICAT centered on bringing leaders from government, legislators, scholars, and business executives to solve major problems facing our industry through dialogue and candid discussions using more than 20 VIP events annually. Leadership is not about speeches and grandiose ideas but about producing results that achieve their vision and help their constituents create a better future. Great leaders should have a sense of humor, are never tamed by small misfortunes, make promises sparingly but keep them faithfully, they search for the best in others, their dreams are never totally fulfilled, recognize that if all is important then nothing is important, that people of character can bend circumstances to their will, and realize that no one person is good enough to succeed alone. The theme of our 30th anniversary is sustainable funding of infrastructure. Thus, we have assembled some of the finest minds from across the world, not as Republicans or Democrats, but as wise men and women who share the passion to create a better business climate for our state and world. We intend to have candid conversations to push for a sustainable capital bill for infrastructure in Illinois and to examine sustainable revenue sources and options. We seek to find solutions to problems facing major businesses, disadvantaged businesses, and promote better opportunities for decision makers to partner with prominent leaders from infrastructure to help build a better Illinois.

The ICAT objectives are to promote business partnerships, align and leverage new alliances, explore creative funding sources, and address challenges facing the infrastructure industry. The uncertainties presented by the global economy will drive revolutionary business developments and innovation on a greater scale than ever before. We must seize the moment to bring people together to build a great State, a nobler America, and a better world through honest dialogues and cooperation. Special thanks to the few who helped with the ICAT with dedication and distinction. I also acknowledge the many prominent leaders whose wisdom and presence brought class and prestige to the ICAT. Honorary Chairs The Honorable Raymond H. “Ray” LaHood, Former U.S. Secretary of Transportation The Honorable LaHood served as U.S. Secretary of Transportation from 2009-2013 and was the Guest of Honor at the ICAT 2010-2013. He represented Illinois’s 18th congressional district in the U.S. House of Representatives from 1995 to 2009. In 2015, LaHood’s book, Seeking Bipartisanship: My Life in Politics, coauthored with Frank H. Mackaman of The Dirksen Congressional Center, was published by Cambria Press. In 2013 he joined DLA Piper, a global law firm, and was named a Lincoln Laureate in 2016 in the area of Government & Law. The international terminal at General Wayne A. Downing Peoria International Airport, was named after him in April 2016. Simon Shaer, President, Cedar Hills Construction & Development Co., Lebanon Mr. Shaer is a major developer and manages the largest metal recycling company in Saudi Arabia, CBC International. He is the President of Cedar Hills Construction and Development Company, and owns and operates business in Egypt, Lebanon and Saudi Arabia. In 1982, he established a recycling metal company, CBC Metal International, in Jeddah Saudi Arabia. He formed CBC International Development and Construction Co. in Beirut, Lebanon in 1990 and has developed many high rise residential and commercial buildings. This company is one of the leading companies in Lebanon in the development and construction business. Robert Schillerstrom, Chairman, Illinois Tollway Board Mr. Schillerstrom is a partner at Ice Miller. He has more than 30 years of experience counseling clients on matters relating to local and state governments. He previously served three terms as chairman of the DuPage County Board. He earned a reputation for reducing property taxes, lowering county property taxes nine out of 12 years and consistently doing more for DuPage County taxpayers with less money. Mr. Schillerstrom has been active in DuPage County politics for three decades. He earned his bachelor’s degree at Illinois College and his law degree at Chicago-Kent College of Law.
Ahmad Fakhro, Chairman and CEO, Ibrahim Fakhro and Sons, Qatar Mr. Fakhro worked for the Ministry of Public Works in Qatar for 23 years and managed the construction of many building projects in the civil and military fields. As the Head of Building division and Director of Building Engineering Department, he was involved in the hospitality industry for 15 years as Deputy Chairman of the Board and Managing Director of Qatar National Hotels Company. He was a member of Youth Welfare Supreme Council for 6 years under the presidency of H.H. Shiekh Hamad Bin Khalifa Al-Thani, the last Emir of Qatar.
Mike Acott, President, National Asphalt Pavement Association (NAPA) Mr. Acott is the President of NAPA, the national trade association for hot-mix asphalt (HMA) producers and paving contractors. Mike helped launch national initiatives on perpetual pavements, stone matrix asphalt, large stone mixtures, field management, and rubblizing. He also helped create the strategic partnership between NAPA, the Asphalt Institute, and the State Asphalt Pavement Associations known as the Asphalt Pavement Alliance. Mike has encouraged proactive strategies that included initiatives on engineering controls for pavers, odor and emission reductions, Diamond Achievement Commendation for plants/sites, warm mix, and the development of best practice guidelines. The Honorable Fakheri Rashan, Former Minister of Trades, Iraq Dr. Rashan had a distinguished career in the Government of Iraq, and has undertaken overseas assignments on multilateral and bilateral trade and economic missions and negotiations. Dr. Rashan has played a significant role, including leading the first Iraqi and Coalition Provisional Authority delegation to negotiate Iraq’s access to the World Trade Organization. He has led and participated in concluding major contracts on strategic development projects with business and government leaders throughout the Middle East Organization. As Vice President at Gallagher Asphalt and one of the third generation owners, Mr. Gallagher oversees commercial and industrial sales. Founded in 1928, Gallagher Asphalt has paved or resurfaced literally thousands of miles of pavement, under challenging conditions. Mr. Gallagher serves as the Vice Chair of the Sustainable Funding of Infrastructure Group ($FIG).
Mr. Pecori is President and CEO of Hanson Professional Services in Illinois. He is active on ACEC’s Planning Cabinet, Int’l Committee and Design Professionals Coalition. He has served previously on the Exec. Committee as Senior Vice Chair & Treasurer. He holds a BSCE & MSCE from University of Illinois, Urbana-Champaign.

Mr. Plant is an accomplished Project Manager with over thirty years of transportation, environmental and building project experience for a variety of clients including numerous public agencies, international financial institutions, design-build contractors, private developers, first nations, and industries.
Mr. Jack is a recognized expert in complex reconstruction and expansion projects, with special concentration on large-scale institutional and private complexes. Brian currently serves as Project Manager for the Kingdom Tower, the soon-to-be tallest building in the world, located in Jeddah, Saudi Arabia.

Ramboll Denmark is an organization with 650 experts within planning, design, supervision, operation and management of Transport and Infrastructure. Mr. Brøndum is broadly experienced in managing and planning of large multidisciplinary construction projects with staff up to 100, over a long period.
In addition to his current position, Dr. Salama is the Chairman of the Mgt. Engineering Society and the Chairman of the Board of Trustees and the President of the Executive Bureau of 57357 Foundation (Children Cancer Hospital), and the Chairman of the Council of Housing and Building of Academy of Scientific Research & Technology.

Dr. West directs NCAT faculty and research engineers to develop and evaluate new products, design technologies, and construction methods that lead to asphalt pavement improvements. NCAT is one of the world’s leading institutions for asphalt pavement research and testing. He earned his PhD from University of Florida.

CHAIR, Jodi Golden, Executive Director, Capital Development Board Jodi Golden is the executive director and chief of staff of the Illinois Capital Development Board. Prior to this appointment, she was the chief of staff at the CDB. Jodi worked in Indiana state government for almost a decade before she returned to Illinois to work with the administration of Governor Bruce Rauner. She earned her bachelor’s and master’s degree from Southern Illinois University-Carbondale in finance and public administration.
VICE CHAIR, Dennis Larson, P.E., Executive Vice President, Central Illinois Builders of AGC Dennis Larson has been with CIB since 1985, serving as executive vice president since 1991. Prior to that, he was with the State of Illinois Capital Development Board. Dennis is responsible for the overall operation and daily affairs of the association. He holds a bachelor’s degree in civil engineering from the University of Missouri-Rolla.

Asphalt Board CHAIR, Omer Osman, P.E., Deputy Secretary of Transportation, IDOT Omer Osman is the deputy director, region one engineer for the Illinois Department of Transportation. Prior to this position, Omer was the Director and Chief of Engineer of IDOT Division of Highways, and the chair of the Qualification Based Selection Committee. Omer is a graduate of Southern University, Baton Rouge, La. with a B.S. in Civil Engineering. He has an M.S. in Civil Engineering (Construction Management) from Bradley University. VICE CHAIR, William Frey, Executive Director, AGCI William Frey is the executive director of the Associated General Contractors of Illinois. In the past, William worked for IDOT for over 29 years and retired in 2013. He held positions in District 6 and the Central Office, from Resident Engineer to Deputy Director of Highways. William graduated with a B.S. in Civil Engineering from Purdue University.

CHAIR, Paul Kovacs, P.E., Chief Engineer, Illinois Tollway Paul is responsible for planning, design, construction, operations, and maintenance of Office of Planning & Programming for the Tollway. Prior to that, he was the chief engineer for the Illinois Tollway, where he helped deliver the first year of the Illinois Tollway’s 15-year, $12 billion capital program, Move Illinois: The Illinois Tollway Driving the Future.
VICE CHAIR, Roger Driskell, P.E., Director, Innovative Project Delivery, CMT Roger joined Crawford, Murphy & Tilly after nearly 32 years at the Illinois Department of Transportation. He is leading CMT’s efforts in Innovative Project Delivery continuing the firm’s tradition of providing innovation solutions while maintaining a focus on value. Roger was recipient of the Outstanding Leadership Award bestowed by the Advisory Board of the Civil Engineering and Construction Dept. at Bradley University.

Operations Board CHAIR, Paul Loete, P.E., Director of Highways Project Implementation, IDOT Paul Loete has over twenty years of experience in private practice and state government in the environmental, civil, and transportation markets. At IDOT he is accountable for the implementation of programs to accomplish the annual highway work program in conjunction with the coordination of the state’s highway activities with local and regional agencies. This encompasses the safe, efficient and sustainable delivery of the state’s highway construction program as well as maintenance and operations of the state highway system through effective engineering activities of the districts and central bureaus with 4,616 full – time employees and over $1 billion in annual construction programs. Paul is a graduate of University of Illinois at Urbana Champaign with a degree in Civil Engineering. VICE CHAIR, Shane Larson, P.E., Vice President, Hutchison Engineering Shane is the vice president for Hutchison Engineering, Inc. Prior to this he was with IDOT for 17 years working in Studies and Plans, and Construction and Operations. Shane graduated with a B.S. in Civil Engineering from the University of Illinois.
VICE CHAIR, Patrick Urich, City Manager, City of Peoria Patrick is responsible for overseeing the day-to-day activities of the City of Peoria, including the $199 million budget, 14 departments, and approximately 766 full-time and part-time employees. His primary mission is to instill the value of excellence in public service within the organization. After 17 years in county government, the last 10 as Peoria County Administrator, Patrick became Peoria City Manager in 2011. Patrick graduated from Illinois Wesleyan University and the University of Illinois at Chicago.

Claire joined Environmental Design International Inc. (EDI) in 1996 where she’s gained experience in all aspects of managing an engineering firm with a diverse portfolio of transportation infrastructure projects. Over the last decade, Claire took the lead for the firm’s daily operations and business development strategy to expand EDI’s private sector client base. As President and COO, she handles daily operations, and provides strategic guidance for EDI’s teaming and project execution, while working closely with technical managers. Claire holds a B.A. in Biology from Rutgers, and an M.S.A. in Health Science Administration from Central Michigan University.

Speed Networking We pull participants away from their phones and LinkedIn apps to generate conversation, starting with an actual handshake. The ICAT Disadvantage Business Enterprises (DBE) Focus Board continues to look for opportunities to highlight the many high quality DBE firms in Illinois. With its successful launch in 2016, the Focus Board is continuing the networking tradition. They will be hosting the second speed dating networking event to allow DBE/Veteran Owned Small Businesses (VOSB) firms the opportunity to network with major Illinois, national and prime consultant/contractors. This year, construction firms will be added to the list of 25 participants. Much like “speed dating,” the invited DBE/VOSB firms will have five minutes to share information about their company with each participating prime. The forum offers many benefits to its participants. We are a relationship business, and through this event, newer small firms are able to network to lay the foundation in order to build a strong partnership that benefits both the DBE/VOSB firms and the prime firms. It also gives the DBE/VOSB firms the opportunity to highlight their primary skill sets, differentiators and recent successes in a way that an email or website visit never could. While limited to invitation-only this year, if this program continues to prove successful, we will look for opportunities to expand the event in the coming years. Our hope is that it will become an annual opportunity for attendees to form new relationships.

Mayor Ardis participates in several community activities including the Memphis to Peoria Run to benefit the St. Jude Children’s Hospital where he has raised over $45.5 million dollars. He is also the Founder and Chairman of the Board for the Peoria Promise. Since its establishment the Peoria Promise board has raised over $4 million private dollars and over 2,000 students have been given the opportunity to further develop their education at Illinois Central College.
Mayor Ardis also created the Commission on Sustainable Development and Green Technology. With the assistance of the U.S. EPA, Mayor Ardis and the city team have advocated for the first 100% green solution to the Combined Sewer Overflow in the country with a price tag between $200$350 million.

The 2017 Deborah Sawyer Diversity Award is presented to Cook County Board President Toni Preckwinkle for making a positive impact on MBE/WBE/DBE entrepreneurs.
Cook County Board President Toni Preckwinkle has been a dedicated leader for over two decades. She has worked with the Board of Commissioners, elected officials and County employees to implement major reform and reshape County government through fiscal responsibility, innovative leadership, transparency and accountability, and improved services.
The late Deb Sawyer was an example of what can be achieved regardless of obstacles that are faced.
Since taking office in 2010, President Preckwinkle has rebuilt the credibility of County government, solving for more than $1.6 billion in budget deficits. She established the County’s first performance management initiative to demand more accountability from County operations and employees. President Preckwinkle has a broad policy agenda focusing on critical public safety reform, strengthening the County’s health care system, and increasing the capacity and capability of economic development efforts.
Despite all odds, a dream was lived out with great success. Deborah Sawyer, the late founder and CEO of Environmental Design International Inc. (EDI), inspired many along her journey in the engineering field. She left a legacy behind for many to look upon as an example of what can be achieved regardless of the obstacles that are faced.
President Preckwinkle is also president of the Forest Preserves of Cook County, a separate governmental body. The FPCC is one of the oldest and largest forest preserve districts in the country, spanning 69,000 acres, which comprise 11 percent of the County’s footprint. Before being elected Cook County Board President, Preckwinkle served 19 years as Alderman of the 4th Ward. Prior to holding elected office, President Preckwinkle taught high school history for 10 years.

The Sustainability Commission was formed in 2009 with the mission “to transform Peoria into a community that promotes social equity, green economy, and a healthy environment through policy development, incentives and initiatives to sustain a quality way of life.” This proclamation to acknowledge the work of the commission and its Chair Dr. Amir Al-Khafaji for a few of the Commission’s achievements to date: • The Commission presented established the Sustainability Award presented to Caterpillar’s CEO Oberhelman, US DOT Secretary LaHood, Gov. Pat Quinn, IDOT Secretary Ann Schneider, and others to recognize their contributions to our community. • The Sustainability Commission assisted in bringing a new recycling business to Peoria and developed partnerships between local African American firms and Primes. • Workshops were offered on the South Side and at the Gateway building to standing- room-only crowds to provide opportunities for minority and women-owned businesses. • The Commission sponsored Toys for Kids event at the Gateway Building for the past five years. Members of the commission participated the Illinois River clean up effort. • Over the past three years, the Commission formed the DBE Focus Group to help nurture collaboration between minority and women owned businesses and prime contractors. • Over the past five years, the Commission invited hundreds of middle school and high school students from the Peoria School District, Dunlap, and the Elite Program and provided sponsorships for students and community leaders to attend the ICAT. The commission will hold a special event at the ICAT to discuss a new strategy for the City of Peoria and help chart a new course towards prosperity and growth.

Sustainable Funding of Infrastructure The Illinois transportation system is vast and is considered by many as the transportation hub of North America. It has the third-largest road network in the United States with over 146,000 centerline miles, over 26,000 bridges, and the third largest interstate system in the US; is served by all seven Class 1 Railroads; has 1.26 billion tons of freight traveling though Illinois annually, the third most of any state; has 57 transit systems; serves over 2 million Amtrak customers; has over 800 aviation facilities; and has 1,118 miles of navigable waterways. At the present time, one of the main sources of funding transportation improvements in Illinois is the gas tax. Illinois’ gas tax, of 19 cents per gallon, has not been raised in over 25 years. The tax is not indexed, so as other prices have risen the gas tax has remained the same since 1990. This, combined with more fuel-efficient vehicles, along with the increase of hybrid and electric vehicles, has resulted in the state receiving less revenue per mile traveled. The needs of the transportation system are increasing at a rate greater than the state’s ability to address them. The situation will only get worse as the fuel efficiency of vehicle continues to increase and more vehicles utilize alternative fuel sources. The state is in need of sustainable funding for its transportation system. Not a one-time infusion of funding that is gone in a few years, but a funding mechanism that will continually provide the funds necessary to maintain and improve our transportation system. A Road User Fee or Vehicle Mile Tax has been discussed and presented as an alternative to the gas tax. This method would charge the vehicle by the mile driven, regardless of the fuel efficiency of the vehicle. While this idea is being researched, and investigated, it appears that acceptance and possible implementation is still years off. There are other options for sustainable funding that could be implemented sooner and should be reviewed and discussed. Tolling is used widely in the Chicago area but has not been used in other parts of the state. While the FHWA has restrictions on the use of tolls there may be situations, in Chicago and elsewhere, where tolls may be beneficial. Such as when adding capacity to an existing facility, a managed lane concept could be utilized where only the new capacity is tolled, or new bridges could be tolled. We need to continue to monitor what is going on in Washington DC, as there is considerable talk about expanding tolls and there are provisions to toll through a pilot program that we may wish to consider. User based fees need to be considered for transit, rail, and air to provide for continuous maintenance and improvements of these facilities. Another option is to look at increasing the gas tax to meet the cost of inflation over the past 25 years and indexing it to keep up with inflation in the future. This increase would go a long way to providing a sustainable revenue source for our transportation needs. As the graph indicates, the current transportation fees (Illinois motor fuel tax and vehicle registration fee) are relatively low compared to other monthly household expenditures. Other potential funding sources could include increasing vehicle registration fees and adjustments to fees for hybrid or electric vehicles that currently pay less or no gas tax. Other fees, such as permits could be raised to keep pace with the cost of doing business. To address the transportation needs of the state we need to look at a variety, or combination, of revenue sources. As we look toward the future we need to think about sustainable funding that will not have to be revisited every few year’s but will address our transportation needs well into the future.
