Definitions 1.1. Race Meeting 1.1.1. A meeting organized by the Promotional Team at a specified venue in which entrants compete for purse money in accordance with the rules and procedures established in the CILTRAK Event Administration Manual 1.2. Promotional Team (Promoter) 1.2.1. The entity referred to as Last Chance Promotions / CILTRAK – officers include Tom Casson, Ken Dobson, Mike Wankel 1.3. Venue 1.3.1. Any facility that hosts a Race Meeting organized by CILTRAK 1.4. Restricted Area 1.4.1. A designated limited access area in which Race Meeting Participants enter to prepare entries for competition – commonly referred to as the “Pit Area” 1.5. Pit Credential 1.5.1. A purchased and/or issued voucher that allows access into the Restricted Area – by obtaining said voucher, the issued party agrees to abide by all rules and regulations set forth herein and understands that a certain level of risk is assumed 1.5.2. Pit Credentials are not guaranteed and may be revoked at any time for any reason by the Promotional Team of CILTRAK 1.6. Insurance Waiver 1.6.1. Document signed by all individuals that enter the Restricted Area and is provided by the Promotional Team at the place of purchase of the Pit Credential that details the insurance coverage during the Race Meeting 1.6.2. All individuals that enter the Restricted Area must sign the Insurance Waiver 1.6.3. All individuals that enter the Restricted Area accept all terms and conditions of the Insurance Waiver 1.7. Event Staff 1.7.1. Those individuals that are appointed by the Promotional Team to administer all parts of the Race Meeting 1.8. Race Meeting Participant 1.8.1. Race Team 1.8.1.1. The combination of driver, team owner, and/or crew member(s) that present a legal vehicle to compete in any CILTRAK Race Meeting 1.8.2. Driver 1.8.2.1. The responsible party for all other members of the Race Team 1.8.3. Team Owner 1.8.3.1. An owner of a legal vehicle that is presented to compete in a CILTRAK Race Meeting 1.8.4. Crew member 1.8.4.1. A member of a Race Team that is responsible for the preparation of the entry or any other person that obtains a pit credential and is affiliated with a Race Team 1.9. Sanctioning Body 1.9.1. An organization from which CILTRAK adopts procedures and technical specifications to further local short track racing such as DIRTcar and/or IMCA 1.10. CILTRAK-approved rule book 1.10.1. Any set of regulations adopted by CILTRAK for the specific class of entrants such as the DIRTcar, IMCA or venue-specific rule book

1.11. Working Media 1.11.1. Any member of the media that is granted access to the Restricted Area for the purposes of event coverage for a local, regional, or national print, audio, video, or web publication that is not part of the Event Staff 1.12. Event Schedule 1.12.1. The breakdown of a Race Meeting that includes start times, running order of classes, etc. 1.13. Qualifying Event 1.13.1. Any and all parts of a Race Meeting that lead up to the Main Event, including Practice/Hot Laps, Time Trials, Heat Races, Fast Dashes, Lower Mains (alphabet mains), and/or Consolation Races 1.14. Main Event 1.14.1. The featured event of a Race Meeting, commonly referred to herein as the “A-Main” 1.15. A-Main Work Area 1.15.1. A designated area at a CILTRAK venue used during the Main Event to facilitate the controlled servicing of qualified A-Main entries Insurance 2.1. All participants must sign Insurance Waiver to enter any Restricted Area 2.2. All participants that enter the Restricted Area, even without signing the Insurance Waiver, hereby accept that he or she will abide by the CILTRAK Event Administration Manual and will abide by the terms of the Insurance Waiver 2.3. Said Insurance Waiver shall have similar language to the following: 2.3.1. IN CONSIDERATION of being permitted to compete, officiate, observe, work, or participate in any way in the EVENT(S) or being permitted to enter for any purpose any RESTRICTED AREA (defined as any area requiring special authorization, credentials, or permission to enter or any area to which admission by the general public is restricted or prohibited), EACH OF THE UNDERSIGNED, for him/herself, his or her personal representatives, heirs, and next of kin: 2.3.1.1. Acknowledges, agrees, and represents that he or she has or will immediately upon entering any such RESTRICTED AREAS, and will continuously thereafter, inspect the RESTRICTED AREAS which he or she enters, and he or she further agrees and warrants that, if at any time, he or she is in or about RESTRICTED AREAS and he or she feels anything to be unsafe, he or she will immediately advise the officials of such and if necessary will leave the RESTRICTED AREAS and/or refuse to participate further in the EVENT(S) 2.3.1.2. HEREBY RELEASES, WAIVES, DISCHARGES AND COVENANTS NOT TO SUE the promoters, participants, racing associations, sanctioning organizations or any subdivision thereof, track operators, track owners, officials, competition vehicle owners, drivers, pit crews, rescue personnel, any persons in any RESTRICTED AREA, promoters, sponsors, advertisers, owners, and lessees of premises used to conduct the EVENT(S), premises and event inspectors, surveyors, underwriters, consultants, and others who give recommendations, directions, or instructions or engage in risk evaluation or loss control activities regarding the premises or EVENT(S) and each of them, their directors, officers, agents and employees, all for the purposes herein referred to as “Releasees,” FROM ALL LIABILITY TO THE UNDERSIGNED, his or her personal representatives, assigns, heirs, and next of kin FOR ANY AND ALL LOSS OR DAMAGE, AND ANY CLAIM OR DEMANDS THEREFOR ON OF OR RELATED TO THE EVENT(S), WHETHER CAUSED BY THE NEGLIGENCE OF RELEASEES OR OTHERWISE 2.3.1.3. HEREBY AGREES TO INDEMNIFY AND SAVE AND HOLD HARMLESS the Releasees and each of them FROM ANY LOSS, LIABILITY, DAMAGE, OR COST they may incur arising out of or related

CILTRAK Event Administration Manual - 4 to the UNDERSIGNED’S INJURY OR DEATH, WHETHER CAUSED BY THE NEGLIGENCE OF THE RELEASEES OR OTHERWISE 2.3.1.4. HEREBY ASSUMES FULL RESPONSIBILITY FOR ANY RISK OF BODILY INJURY, DEATH OR PROPERTY DAMAGE arising out of or related to the EVENT(S) whether caused by the NEGLIGENCE OF RELEASEES or otherwise 2.3.1.5. HEREBY acknowledges that THE ACTIVITIES OF THE EVENT(S) ARE VERY DANGEROUS and involve the risk of serious injury and/or death and/or property damage – Each of the undersigned also expressly acknowledges that INURIES RECEIVED MAY BE COMPOUNDED OR INCREASED BY NEGLIGENT RESCURE OPERATIONS OR PROCEDURES OF THE RELEASEES 2.3.1.6. HEREBY agrees that this Release and Waiver of Liability, Assumption of Risk and Indemnity Agreement extends to all acts of negligence by the Releasees, INCLUDING NEGLIGENT RESCURE OPERATIONS and is intended to be as broad and inclusive as is permitted by the laws of the State or Province in which the Event(s) is/are conducted and that if any portion thereof is held invalid, it is agreed that the balance shall, notwithstanding, continue in full legal force and effect 2.3.1.7. I HAVE READ THIS RELEASE AND WAIVER OR LIABILITY, ASSUMPTION OF RISK AND INDEMNITY AGREEMENT, UNDERSTAND ITS TERMS, UNDERSTAND THAT I HAVE GIVEN UP SUBSTANTIAL RIGHTS BY SIGNING IT, AND HAVE SIGNED IT FREELY AND VOLUNTARILY WITHOUT ANY INDUCEMENT, ASSURANCE, OR GUARANTEE BEING MADE TO ME AND INTEND MY SIGNATURE TO BE A COMPLETE AND UNCONDITIONAL RELEASE OF ALL LIABILITY TO THE GREATEST EXTENT ALLOWED BY LAW 2.4. Damage Liability 2.4.1. When in a Restricted Area at any CILTRAK venue, the venue nor CILTRAK’s insurance company assumes any responsibility for damage to and/or loss of your racing equipment, miscellaneous parts, and/or your tow vehicle regardless of the cause 2.5. Minors 2.5.1. See CILTRAK Promotional Team well in advance so we may prepare the necessary releases for your parents’ or guardians’ signatures – DO NOT wait until race day!!! 2.5.2. A DRIVER MUST BE A MINIMUM OR 14 YEARS OLD TO PARTICIPATE IN ANY CILTRAK-endorsed DIVISION 2.5.3. CILTRAK-endorsed rule books will prevail in sanctioned competition 2.5.4. Any driver not yet 18 years of age must have a minor release with parents’ signatures on file with CILTRAK management 2.5.5. All minor drivers without a valid driver’s license must submit a certified copy of their birth certificate to verify their age for admittance to any Restricted Area 2.5.6. Children will be admitted to the pit area at CILTRAK venues provided they purchase a Pit Credential 2.5.7. All children under 14 must be accompanied by an adult at all times in the pit area 2.5.7.1. If a child is found running about without adult supervision, they will be asked to leave the pit area and return to the grandstand without a refund 2.5.7.2. All children admitted to the pit area must have a signed Minor Release Form signed by the parents on file with CILTRAK management before admission to the Restricted Area is granted 2.5.7.3. It is the parent’s responsibility to remember that the pit area is a dangerous place and to keep their children supervised and safe at all times 2.6. Injury Claim information and/or injury information 2.6.1. When involved in an accident involving an injury to you, advise the paramedics immediately so the necessary insurance reporting will be accomplished

2.6.2. No claims will be considered unless reported to CILTRAK management prior to leaving a CILTRAK venue on the day of the Race Meeting Race Meeting 3.1. Event Procedures 3.1.1. Unforeseen Events 3.1.1.1. Changes and alterations to these procedures may be made on race night as necessary by CILTRAK-appointed Event Staff to address any unexpected situations or when car counts, weather, curfews, delays or unforeseen events require such action 3.1.2. Registration 3.1.2.1. Car Entry 3.1.2.1.1. Once a driver attempts to qualify through a preliminary event (Time Trial or Heat Race), that car/driver combination is deemed to be entered into competition 3.1.2.2. Backup Cars 3.1.2.2.1. If a Race Team is forced to withdraw an entered car due to mechanical failure, a Race Team that carries more than one car may withdraw the original entry and enter the backup car so long as the change is immediately reported to CILTRAK-appointed Event Staff 3.1.2.2.2. The driver must start the backup car at the rear of his or her next assigned event 3.1.2.3. Borrowed Cars 3.1.2.3.1. If a Race Team is forced to withdraw an entered car due to mechanical failure, a Race Team may obtain a borrowed car from another Race Team so long as the change is immediately reported to CILTRAK-appointed Event Staff 3.1.2.3.2. The driver must start the borrowed car at the rear of his or her next assigned event 3.1.2.3.3. The originally entered driver of the borrowed car is considered to have withdrawn (or scratched) and is given credit for actual results achieved in the Race Meeting 3.1.3. Payout of Race Meeting points/purse 3.1.3.1. All points shall be earned by the starting driver 3.1.3.2. All winnings will be made payable to the starting driver or car owner registered with scoring prior to the event based on the completed number of laps in completed events during a Race Meeting 3.1.3.3. A Race Meeting is considered a “complete show” if all preliminary events are scored complete 3.1.3.3.1. Except in rare instances, it is not preferred that any payout be distributed based on time trials, line-ups according to heat results or any other devises 3.1.3.3.2. Any event that is interrupted prior to the completion of one-half of the scheduled race distance will be restarted from that exact point at the next opportunity 3.1.3.3.3. Any event that is interrupted at or after the completion of one-half of the scheduled race distance will be scored complete 3.1.3.3.4. Any event that is unable to be started due to weather or other circumstances will be rescheduled as part of a “double feature” night at the next opportunity 3.1.3.4. All winnings will be paid at an area designated by the CILTRAK-appointed Event Payout Coordinator

CILTRAK Event Administration Manual - 6 3.1.4. Curfew 3.1.4.1. It is the racetrack’s discretion to run past curfew but, EIRI (except in rare instances), Event Staff will make every effort to complete the full Event Schedule well ahead of the CILTRAK venue’s posted curfew 3.1.4.2. Any race unable to be started and/or completed would follow the general Payout guidelines in this manual 3.1.5. Conduct 3.1.5.1. Any driver who stops his car on the track to protest or initiate an argument will be disqualified 3.1.5.2. Physical confrontation on the premises of any CILTRAK venue will not be tolerated 3.1.5.2.1. Any person landing a punch observed by Event Staff will be ejected/disqualified from competition and will be subjected to any additional penalties prescribed by the Competition Director and/or Promotional Team 3.1.5.3. Verbal abuse of CILTRAK Event Staff will not be tolerated 3.1.5.3.1. Repeated offenders will be ejected from any and/or all future CILTRAK events 3.1.5.4. Blatant incidents of rough driving will be subject to penalty, disqualification and/or suspension from any and/or all future CILTRAK events 3.1.5.5. Any person who destroys CILTRAK property, abuses or threatens CILTRAK Event Staff, and/or enters any restricted area (such as a scoring tower or a flagstand) to debate a decision is subject to penalty, disqualification and/or suspension from any and/or all future CILTRAK events 3.1.6. Order of Events 3.1.6.1. Warm-ups 3.1.6.1.1. Firing of the motors will generally occur 30 minutes prior to the Driver’s Meeting 3.1.6.1.2. Drivers are strongly encouraged to wear all safety equipment during the Warm-up session 3.1.6.2. Driver’s Meeting 3.1.6.2.1. The Driver’s Meeting will generally occur 15 minutes prior to Practice / Hot Laps 3.1.6.2.2. Pill Draw cutoff time is generally the designated time for the Driver’s Meeting 3.1.6.2.2.1. Competitors are able to call ahead and enter prior to cutoff time to avoid being left out Registration 3.1.6.2.3. Driver’s Meeting attendance is highly recommended – ignorance does not serve as an excuse for intended or unintended violations of any part of this manual 3.1.6.2.4. The Competition Director reserves the right to post a “written” Driver’s Meeting at the line-up board in lieu of holding a traditional Group Driver’s Meeting 3.1.6.3. Practice / Hot Laps 3.1.6.3.1. Drivers are allowed only one (1) Practice / Hot Lap Session per Race Meeting 3.1.6.3.1.1. In special instances, an inexperienced competitor may request an additional session to be approved at the discretion of the Competition Director 3.1.6.4. Time Trials 3.1.6.4.1. Single-car Time Trials (used without transponders) 3.1.6.4.1.1.1. Competitors will draw for time trial position 3.1.6.4.1.1.2. Competitors will receive one (1) or two (2) laps on the clock during an assigned single-car Time Trial Session 3.1.6.4.1.1.3. Competitors that miss their spot in the Time Trial order may be given one (1) lap at the end of the session

CILTRAK Event Administration Manual - 7 3.1.6.4.2. Multiple Car Time Trials (used with transponders) 3.1.6.4.2.1. Assigned Session 3.1.6.4.2.1.1. Competitors will draw for time trial position 3.1.6.4.2.1.2. Competitors will be split into groups of three (3) based on the time trial draw, with the lowest numbers going out in the first session, etc. 3.1.6.4.2.1.3. Competitors will receive two (2) laps on the clock during an assigned Multiple Car Time Trial Session 3.1.6.4.2.2. Format 3.1.6.4.2.2.1. Competitors are encouraged to spread out to allow for the best chance at a clean session 3.1.6.4.2.2.2. Each session will be directed over the One-Way Radio by the Competition Director or Chief Steward to enter the track for their time trial attempt 3.1.6.4.2.2.3. The first time under the flagstand, the transponders will read 3.1.6.4.2.2.3.1. It is the competitor’s responsibility to have a working transponder installed when making a time trial attempt 3.1.6.4.2.2.3.2. If there is a transponder issue that is caused by the track, the attempt does not count against the driver and the driver will still receive two (2) laps 3.1.6.4.2.2.3.3. If there is a transponder issue that is caused by the race team, the driver will be reassigned to the Penalty Session (see below) 3.1.6.4.2.2.4. The next time under the flagstand, the two (2) lap time trial attempt will begin 3.1.6.4.2.3. Penalty Session 3.1.6.4.2.3.1. Any competitor that misses their assigned session for any reason (mechanical, transponder not working, late to staging, etc.) will receive one (1) lap on the clock in a final “penalty session” at the end of time trials 3.1.6.4.2.3.2. Penalty Session will begin no more than two (2) minutes after the final regularly scheduled session is complete 3.1.6.4.2.3.3. Once the “Two (2) Minute Clock” expires, the track is closed to time trial attempts and those not taking to the track will receive NO TIME 3.1.6.4.2.3.4. The Competition Director and/or Chief Steward reserve the right to exclude any car from a time trial attempt that repeatedly competes in the Penalty Session 3.1.6.4.2.4. Special consideration will be given by the Chief Steward for any session that is impeded in any way (i.e. a caution flag period or a slow car impeding another competitor’s lap) 3.1.6.4.2.4.1. In the case of a Caution Period, competitors will remain on the track and be granted an uninterrupted two (2) lap session – all laps registered on the transponder system will count 3.1.6.4.2.4.2. Any competitor that causes two (2) interruptions in any one (1) session will be excluded and receive NO TIME 3.1.6.4.2.4.3. In the case of a slower car impeding a faster car, the Chief Steward may or may not award another lap at the end of the assigned session 3.1.6.4.2.4.3.1. If an additional lap is awarded, the driver will be directed to remain on the racing surface over the One-Way Radio

CILTRAK Event Administration Manual - 8 3.1.6.5. Other Qualifying Formats 3.1.6.5.1. Possible Race Meeting qualifying formats include Modified Passing Points, Progressive, Time Trial – Fast 6, Time Trial – Qualifier, IMCA Draw/Redraw, and/or IMCA Inverted Point Average 3.1.6.5.1.1. For Race Meeting qualifying formats, see later appendixes for Standard Event Breakdown 3.1.6.5.2. Sanctioned DIRTcar and/or IMCA Race Procedures always take precedence over CILTRAK Event Administration Manual 3.1.6.6. A-Main 3.1.6.6.1. Number of cars that will start the A-Main will be 20 3.1.6.6.1.1. Track has discretion to start more cars based on car count, time and/or other circumstances 3.1.6.6.1.2. As a general rule, the track will use the “Rule of 23” – a B-Main will be scheduled if the maximum A-Feature field plus three (3) register for competition 3.1.6.6.2. A-Main Alternates 3.1.6.6.2.1. The alternate for the A-Main will only be allowed to compete if a car already in the A-Main has scratched prior to the A-Main’s initial green flag 3.1.6.6.2.2. If one (1) B-Main is scheduled the alternate for the A-Main is the first nonqualifier from the B-Main 3.1.6.6.2.3. If two (2) or more B-Mains are scheduled the alternate for the A-Main is the highest non-qualifier in season point standings at that CILTRAK venue 3.1.6.6.2.4. If the alternate is used, the rows would move up to fill the vacancy and the alternate would start on the last row, either inside or outside, depending which row the scratched car was scheduled to start 3.1.6.7. Provisional starters 3.1.6.7.1. Generally, CILTRAK-endorsed events will not add provisional starters to the A-Main starting field 3.1.6.7.2. In the event that provisional starters are added to the A-Main starting field, notice must be given at the Driver’s Meeting and two (2) provisionals must be added 3.1.6.7.2.1. The first provisional is the highest non-qualified car in the current CILTRAK venue point standings 3.1.6.7.2.2. The second provisional is the fastest non-qualified car from Time Trials (if held) or the highest non-qualified car in Passing Points from the Heat Races 3.2. Race Procedures 3.2.1. One-Way Radio (Raceceiver) 3.2.1.1. All drivers must wear as part of his or her safety equipment a Raceceiver or suitable one-way radio tuned to channel 454.0000 3.2.1.2. Generally, Event Staff will make every attempt to accommodate a driver that does not have a working One-Way Radio if that driver is up front in relaying the message to Event Staff that they are having One-Way Radio issues 3.2.1.3. Any driver that continuously ignores direction over the One-Way Radio that disrupts the flow of the event may be disqualified at any time by the Competition Director and/or the Chief Steward 3.2.2. Staging 3.2.2.1. All drivers must present their cars ready for competition prior to the event ahead of them on the event schedule

CILTRAK Event Administration Manual - 9 3.2.2.2. Any driver that is not present when the field rolls from staging for their assigned event will start at the rear of the field 3.2.3. Green Flag (the track is clear, start or restart the race) 3.2.3.1. Go-Zone 3.2.3.1.1. Each CILTRAK venue will have a marked area near the fourth turn designated as the “Go-Zone” 3.2.3.1.2. The “Go-Zone” is a controlled area where the front row and/or the race leader must fire to legally and properly start a qualifying or main event 3.2.3.2. Initial Start 3.2.3.2.1. The driver of the pole car sets the pace – it is the job of the driver of the outside car to keep pace with the driver of the pole car 3.2.3.2.2. It is the responsibility of the driver of the pole car to maintain a reasonable and constant pace until reaching the “Go-Zone” 3.2.3.2.3. The pole car may fire at, within, or at the exit of the “Go-Zone” 3.2.3.2.4. Once the pole car fires or exits the “Go-Zone,” the green flag/light will be displayed and the race is on through the field 3.2.3.2.5. It is the responsibility of all other cars to remain in line and in double file order until the green flag/light is displayed 3.2.3.2.6. Aborted Start Violation 3.2.3.2.6.1. Each Initial Start is allowed one (1) “free” Aborted Start Violation 3.2.3.2.6.2. After the first aborted Initial Start, any offending driver/car combination will be immediately moved back one (1) row 3.2.3.2.6.3. Any driver/car combination that is assessed more than one (1) violation in any one (1) event will be disqualified 3.2.3.2.6.4. Aborted Start Violations are assessed by the Chief Starter and/or the Competition Director and examples are as follows: 3.2.3.2.6.4.1. Any front row car/driver combination that fails to maintain a reasonable and constant pace 3.2.3.2.6.4.2. Any front row car/driver combination that fails to fire within the “GoZone” 3.2.3.2.6.4.3. Any non-front row car/driver combination that attempts to pass prior to the display of the green flag/light 3.2.3.3. Preliminary Event Restarts 3.2.3.3.1. All preliminary event restarts are single-file and nose-to-tail 3.2.3.3.2. The race leader sets the pace – it is the job of the remainder of the field to remain nose-to-tail in tight formation 3.2.3.3.3. It is the responsibility of the race leader to maintain a reasonable and constant pace until reaching the “Go-Zone” 3.2.3.3.4. The race leader may fire at, within, or at the exit of the “Go-Zone” 3.2.3.3.5. Once the race leader fires or exits the “Go-Zone,” the green flag/light will be displayed and the race is on through the field 3.2.3.3.6. It is the responsibility of all other cars to remain in line and nose-to-tail until the green flag/light is displayed 3.2.3.3.7. Aborted Start Violation 3.2.3.3.7.1. There are no “free” Aborted Start Violations for a Preliminary Event Restart

CILTRAK Event Administration Manual - 10 3.2.3.3.7.2. Any driver/car combination that is assessed an Aborted Start Violation will be immediately moved back one (1) position 3.2.3.3.7.3. Any driver/car combination that is assessed more than one (1) violation in any one (1) event will be disqualified 3.2.3.3.7.4. Aborted Start Violations are assessed by the Chief Starter and/or the Competition Director and examples are as follows: 3.2.3.3.7.4.1. Any race leader that fails to maintain a reasonable and constant pace 3.2.3.3.7.4.2. Any race leader that fails to fire within the “Go-Zone” 3.2.3.3.7.4.3. Any driver that attempts to pass prior to the display of the green flag/light 3.2.3.3.7.4.3.1. “Attempting to pass” is defined as the front bumper drawing even with the rear tire of the car ahead 3.2.3.3.8. Restart Cone 3.2.3.3.8.1. If a Restart Cone is used, all above procedures apply with the following exceptions: 3.2.3.3.8.1.1. Aborted Start Violations include any car that attempts to pass prior to, hits, or moves to the left of the Restart Cone 3.2.3.3.8.1.2. “Attempting to pass” is defined as breaking the plane of the rear bumper prior to the Restart Cone 3.2.3.3.8.2. Generally, open wheeled classes (Neal Tire Sprint Cars) will utilize a Restart Cone 3.2.3.4. A-Main Restarts 3.2.3.4.1. Generally, CILTRAK venues will utilize Delaware Double File Restarts 3.2.3.4.1.1. The race leader is in a row alone 3.2.3.4.1.2. The second place driver has choice of inside row or outside row 3.2.3.4.1.3. The third place driver fills the open spot left by the second place driver 3.2.3.4.1.4. The fourth place driver begins an inside-outside criss-cross through the remainder of the restart field 3.2.3.4.2. The race leader sets the pace – it is the job of the remainder of the field to remain sideby-side and nose-to-tail in tight formation 3.2.3.4.3. It is the responsibility of the race leader to maintain a reasonable and constant pace until reaching the “Go-Zone” 3.2.3.4.4. The race leader may fire at, within, or at the exit of the “Go-Zone” 3.2.3.4.5. Once the race leader fires or exits the “Go-Zone,” the green flag/light will be displayed and the race is on through the field 3.2.3.4.6. It is the responsibility of all other cars to remain in line and nose-to-tail until the green flag/light is displayed 3.2.3.4.7. Aborted Start Violation 3.2.3.4.7.1. There are no “free” Aborted Start Violations for A-Main Restarts 3.2.3.4.7.2. Any driver/car combination that is assessed an Aborted Start Violation will be immediately moved back one (1) row 3.2.3.4.7.3. Any driver/car combination that is assessed more than one (1) violation in any one (1) event will be disqualified 3.2.3.4.7.4. Aborted Start Violations are assessed by the Chief Starter and/or the Competition Director and examples are as follows: 3.2.3.4.7.4.1. Any race leader that fails to maintain a reasonable and constant pace 3.2.3.4.7.4.2. Any race leader that fails to fire within the “Go-Zone” 3.2.3.4.7.4.3. Any driver that attempts to pass prior to the display of the green flag/light

If a Restart Cone is used, all above procedures apply with the following exceptions: 3.2.3.4.8.1.1. Aborted Start Violations include any car that attempts to pass prior to, hits, or moves to the left of the Restart Cone 3.2.3.4.8.1.2. “Attempting to pass” is defined as breaking the plane of the rear bumper prior to the Restart Cone 3.2.3.4.8.1.3. In the event that the official assigned to the Restart Cone pulls the Restart Cone early, no Aborted Start Violations will be assessed 3.2.3.4.8.2. Generally, open wheeled classes (Neal Tire Sprint Cars) will utilize a Restart Cone 3.2.4. Yellow Flag (potential hazard – slow down and get single file until directed by race officials) 3.2.4.1. Sportsmanship – keep the show moving! 3.2.4.1.1. Drivers that have problems on the racetrack are highly encouraged to do everything possible to not interrupt the natural flow of the race 3.2.4.1.1.1. Event Staff will allow for every opportunity to re-fire a disabled car and keep the show moving – drivers that know they cannot continue due to terminal issues are strongly encouraged to exit the racing surface as quickly and as safely as possible whenever possible 3.2.4.1.2. If Event Staff determines that a car is safely on the infield, we will keep racing 3.2.4.1.3. If Event Staff determines that a car is safely off the racing surface and observe that it creeps back onto the racing surface, forcing Event Staff to display the yellow flag, the offending car will be disqualified 3.2.4.2. Caution Rules 3.2.4.2.1. Any car that stops as part of the accident will restart at the rear of the field 3.2.4.2.2. Any car that is observed by Event Staff to make front-to-rear contact (PUNT) with another car that causes the yellow flag to be displayed, both cars will restart at the rear of the field with the offending car restarting behind the offended car 3.2.4.2.3. Any car that spins to avoid an in-progress accident and DOES NOT MAKE CONTACT with the accident scene will be awarded its spot back as it was running on the prior lap 3.2.4.2.3.1. If another competitor parks on your hood, sorry, you didn’t avoid the accident 3.2.4.2.4. SOLO AND UNASSISTED SPINS 3.2.4.2.4.1. Any drivers that are a part of two (2) solo and unassisted caution periods in any one (1) Preliminary or Main Event will be disqualified 3.2.4.2.4.2. In order for the caution period to count toward a driver’s two (2) solo and unassisted total, the driver must be the only car on the track at the time of caution and may not have had any contact that resulted in the incident 3.2.4.2.5. Debris 3.2.4.2.5.1. Any car that loses parts that cause the yellow flag/light to be displayed will not be charged 3.2.4.2.6. Racing and/or Restarting on a Flat Tire 3.2.4.2.6.1. A car will be allowed to continue racing on a flat left front tire (left rear tire for front-wheel-drive cars) provided the driver, in the opinion of the Chief Steward and/or Competition Director, maintains safe and acceptable control of his or her racing line

Once a caution is displayed, CILTRAK Event Staff will send any car with a flat tire to the A-Main Work Area (or if during a preliminary event, to the pit area) 3.2.5. Red Flag (any dangerous condition – car upside down, fire, grandstand emergency, track is blocked) 3.2.5.1. Drivers are strongly encouraged to stop safely and immediately! – Do not drive past the accident scene if at all possible 3.2.5.2. Drivers must wait for Event Staff to direct them to move – this will allow Event Staff to efficiently achieve the restart line-up 3.2.5.3. All Red Flags are CLOSED – work may only be performed in the A-Main Work Area 3.2.5.3.1. Drivers may be allowed to exit their car at the direction of the Competition Director and/or Chief Steward 3.2.5.3.2. If any work is done to a car during a Closed Red Flag, the offending car will restart at the rear of the field and the offending crew member will be ejected from the A-Main Work Area 3.2.6. White Flag (one lap remaining) 3.2.7. Checkered Flag (race is scored complete) 3.2.7.1. Once the race leader crosses the start/finish line under the checkered flag, the race is scored complete 3.2.7.2. In the event the caution is displayed prior to the leader taking the checkered flag, a race not under time limit will have a One-Scored-Lap Finish (Green and white together, then checkered) 3.2.7.3. If the caution is displayed after the leader crosses the start/finish line under the checkered flag, all other drivers are split scored with drivers taking the checkered first, drivers not crossing the start/finish line under the checkered flag but taking the white flag next, caution cars next, and drivers two or more laps down last 3.2.7.4. Time Limit 3.2.7.4.1. Generally, all CILTRAK venues will use a Time Limit 3.2.7.4.2. The Time Limit is defined as the “number of laps plus (5) – not including Red Flags” 3.2.7.4.3. If the time limit expires, the race will be restarted and conclude at the next caution period or at the end of the scheduled distance – whichever happens first 3.2.8. Black Flag (Consultation) 3.2.8.1. Unsportsmanlike Conduct 3.2.8.1.1. Any driver black flagged for unsportsmanlike conduct will be scored last, receive last place pay, and could be subject to additional penalties at the discretion of the Competition Director and/or CILTRAK-approved rule book 3.2.8.2. Mechanical 3.2.8.2.1. Any driver black flagged for consultation due to safety concerns such as hanging sheet metal/bumpers, open hoods, fuel leaks or loose fuel caps, excessive smoke, flat tires, etc. will be scored in the position they left the track 3.2.8.2.2. Consideration will be given to the rest of the field if CILTRAK Event Staff feels that the signal could cause another driver to misinterpret and mistakenly leave the racing surface 3.2.8.3. Unsafe Speed or Racing Line 3.2.8.3.1. Consideration will be given to all new or rookie competitors in the interest that they gain experience by staying on the racetrack, entering into new opportunities to learn

Any driver that is deemed to maintain an unsafe speed or is unable to demonstrate a consistent racing line will be black flagged for consultation with the Chief Steward and/or Competition Director 3.2.9. Scoring 3.2.9.1. Serial Scoring 3.2.9.1.1. Completed Lap 3.2.9.1.1.1. If 75% of the field crosses the start/finish line, the lap is scored complete (this is always within the discretion of the Director of Timing & Scoring) 3.2.9.1.1.2. Any car that did not cross the start/finish line gets credit for the lap and is scored behind the cars that did cross the start finish line 3.2.9.1.2. Restart Order 3.2.9.1.2.1. Lead-lap cars as they crossed the start/finish line on the last fully-completed lap 3.2.9.1.2.2. Any lapped cars as they crossed the start/finish line on the last fully-completed lap ranked by total laps completed 3.2.9.1.2.3. Any cars penalized by the Chief Steward for contact or any cars that were charged as being a part of the caution period 3.2.9.1.2.4. Any cars that return from the A-Main Work Area 3.2.10. A-Main Work Area 3.2.10.1. Generally, all CILTRAK venues will have a designated area where race teams may complete minor servicing during the A-Main 3.2.10.2. Only two (2) crew members are allowed in the A-Main Work Area 3.2.10.3. Any crew member that goes onto the track will be ejected from the A-Main Work Area 3.2.10.3.1. Any crew member ejected from the A-Main Work Area is subject to additional penalties as prescribed by the Competition Director and/or Chief Steward 3.2.10.4. Any car that is not serviced in the A-Main Work Area and/or any driver that returns to his or her own pit area will be disqualified from the remainder of the event 3.2.10.5. Crash Damage and Hanging Parts 3.2.10.5.1. Generally, all work must be performed in the A-Main Work Area 3.2.10.5.2. Event Staff MAY attempt to remove hanging body panels 3.2.10.5.2.1. As a general rule, if the official is not successful within three (3) tugs, the car will be sent to the A-Main Work Area (or off the racetrack in a preliminary event) 3.2.10.6. Courtesy Laps 3.2.10.6.1. Once the line-up is corrected by Timing & Scoring, there will be two (2) Courtesy Laps awarded for cars present in the A-Main Work Area 3.2.10.6.2. The Courtesy Laps are awarded one (1) time per caution period and do not restart if additional cars enter the A-Main Work Area 3.2.10.6.3. Once the one-to-go signal is displayed to the field, the A-Main Work Area exit will close and no cars may return to the track until the next available race stoppage 3.2.10.6.4. Any car that returns to the track while the A-Main Work Area is closed will be disqualified

CILTRAK Event Administration Manual - 14 3.3. Technical Procedures 3.3.1. Pre-Race Inspection 3.3.1.1. All cars entered and present at any CILTRAK Race Meeting that are intended to compete in the racing event must pass pre-race inspection prior to any on-track activity. Pre-race inspection may take place in a specified area and/or in the regards of space directly at the team’s transporter and/or at the discretion of the CILTRAK-appointed Event Staff. Refusal to present vehicle or preventing CILTRAK-appointed Event Staff from completing pre-race inspection may result in disqualification from that event in addition to potential penalties, suspension and/or fines. (DIRTcar General Rules 5.1.A) 3.3.2. Inspection Procedures / Legality 3.3.2.1. Engines, fuel and sound/mufflers may be inspected at any time (DIRTcar General Rules 5.3.A) 3.3.2.2. CILTRAK-appointed Event Staff may at their discretion, inspect any car entered for competition in any racing event at any time (DIRTcar General Rules 5.3.B) 3.3.2.3. CILTRAK-appointed Event Staff may at their discretion, impound a part/component, engine and/or any other components and/or the complete car for competitive analysis (DIRTcar General Rules 5.3.C) 3.3.3. Inspection Area 3.3.3.1. The following individuals are allowed in the Inspection Area 3.3.3.1.1. Speedway Management 3.3.3.1.2. Competition Director 3.3.3.1.3. CILTRAK-appointed Event Staff 3.3.3.1.4. Driver 3.3.3.1.5. Car Owner (if applicable) 3.3.3.1.6. Any Competition Director-approved crewman to assist in inspection procedure 3.3.3.2. Any member who fails to stop for and/or allow post-race inspection will be subject to disqualification and/or fine and/or suspension and/or any other action deemed appropriate by CILTRAK-appointed Event Staff (DIRTcar General Rules 11.1.E) 3.3.3.3. Any non-member who attempts to interfere with inspection procedure will be ejected from the premises and/or any other action deemed appropriate by CILTRAK-appointed Event Staff 3.3.4. Obligations of the competitor 3.3.4.1. A competitor must take whatever steps are required, including teardown of the car, as requested by CILTRAK Event Staff to facilitate inspection of the car 3.3.4.2. Failure to submit to inspection, or take all steps requested of inspection shall result in immediate disqualification, suspension of the driver and car owner and/or a cash fine 3.3.4.3. All competing cars will be subject to technical inspections at any time throughout the season at a time and interval determined by the Competition Director – No forewarning will be made 3.3.4.4. All cars are subject to material inspection by CILTRAK-appointed Event Staff – Workmanship and appearance shall be determining factor to whether CILTRAK-appointed Event Staff permits the car to enter competition 3.3.4.5. All parts declared illegal by inspection or protest may be confiscated by CILTRAK-appointed Event Staff and disposed of at their discretion 3.3.4.6. As an alternative to confiscation of the item, a cash fine may be imposed 3.3.4.7. On all inspections, it is the driver’s duty to prove his legality, not CILTRAK-appointed Event Staff to prove the violation 3.3.4.8. Inspection by CILTRAK-appointed Technical Inspectors shall be for the sole purpose of rules infractions

3.3.4.9. Any car that passes inspection shall not be construed that the car is safe to race 3.3.4.9.1. That decision rests alone with the driver and car owner and not CILTRAK-appointed Event Staff and/or management 3.3.4.10. CILTRAK-appointed Event Staff and/or management may not be held liable for accidents and/or injuries resulting from unsafe cars 3.4. Preferred Procedure and CILTRAK Inspection Decal Program 3.4.1. All cars must pass standard CILTRAK inspection prior to collecting race-night earnings (inspection may occur pre- or post-race) 3.4.2. All CILTRAK-endorsed classes are subject to passing a predetermined and standardized (but not allinclusive) checklist (herein referred to as “Standard Technical Inspection Checklist”) 3.4.3. Competitors are encouraged to arrive at the race track early on race night and/or attend a preseason practice night to complete an initial inspection 3.5. Once a car has been certified as meeting standard inspection requirements the car will receive a CILTRAK Inspection Sticker and will thus be eligible to collect race-night earnings 3.6. All cars with CILTRAK Inspection Decals will be certified as passing Standard Technical Inspection and will be subjected to a less intense, spot-check style inspection for the remainder of the season 3.6.1. A CILTRAK Inspection Decal does not certify that a car is legal in every capacity of a CILTRAKendorsed Rule Book and the car could be penalized for other infractions either not part of the Standard Technical Inspection Checklist or due to replacement of parts after date of original inspection 3.7. Any car that finishes in the top three (3) of the Unofficial A-Feature Finish that does not have a CILTRAK Inspection Decal, even if that car has competed during the race night, must pass the Standard Technical Inspection Checklist prior to collecting race-night earnings 3.7.1. This allows a driver, that perhaps travelled a long distance, to compete if there is not sufficient time for pre-race technical inspection prior to the beginning of competition, but still ensures that the competitor is held to the same inspection standards as all other regular CILTRAK competitors 3.7.2. The post-race inspection period for non-stickered cars will take place after all other on-track racing events are complete – so plan to stay late Penalties 4.1. Minor Infraction – Integral Component (M1A) 4.1.1. Infraction is relatively cosmetic and provides no significant performance advantage and relates to a component of the car or engine requiring major modification at a significant effort and/or expense to comply with CILTRAK-endorsed rule book 4.1.1.1. Infraction logged in Technical Manual 4.1.1.2. Competitor is notified of infraction 4.1.1.3. A long term plan for compliance is adopted by the competitor in consultation with officials which may include a temporary grandfathering of the offending part or component with the understanding that the competitor will make efforts to rectify the violation over a period of time or when alteration or replacement is feasible 4.1.1.4. Officials may impose an appropriate weight or other handicap during the period of noncompliance 4.1.1.5. It is intended that this category (M1A) will phase-out at a later date or in subsequent seasons as infractions of this nature are rectified at which time there will only be three classifications (M1, M2, M3). All newly constructed cars or those that have undergone a major alteration should be presented for inspection free from infractions of this category and in full compliance with CILTRAK-endorsed rule book

Driver’s Meeting (15-minutes prior to Time Trials) 11.1.3. Time Trials (30-minutes prior to Race) 11.1.4. Pre-race and Gridding Ceremony (5-minutes prior to Race) 11.2. Race 11.2.1. 50-Lap Segment 11.2.2. Half-way break for fuel – 10 minutes 11.2.3. 50-lap Segment or total of one (1) hour from Initial Green Flag 11.3. Car Specifications 11.3.1. Any 4-cylinder Hornet / Sport Compact / 4-Banger / Amateur Hornet / Stock Hornet / Pro Hornet, etc. 11.3.2. Driver must have helmet and safety equipment (long sleeves and jeans OK) 11.3.3. Yellow flags are local to the area they are displayed – USE CAUTION 11.6.2. Any obstacles that are on the track are just that – obstacles – find your way safely around it 11.7. Green flag / light 11.7.1. Signifies the start of the race 11.7.2. Signifies any restart after a Red Flag condition 11.7.2.1. There are no controlled restarts – once the track is green, continue from where you left off – PAY ATTENTION 11.8. Black Flag 11.8.1. Any member of the media that is granted access to the Restricted Area for the purposes of event coverage for a local, regional, or national print, audio, video, or web publication that is not part of the Event Staff 12.2. Working Media Policy 12.2.1. Members of the Working Media will be afforded a complementary Pit Credential provided that any or all of the following criteria are met: 12.2.1.1. A letter from the editor of the media member’s publication indicating intent to cover the specified event on the publication’s letterhead is submitted to CILTRAK Event Staff at least 24 hours prior to the advertised event start time 12.2.1.2. A confirmed phone call to CILTRAK Event Staff in charge of the Media Pass List indicating intent to cover the specified event at least 24 hours prior to the advertised event start time 12.2.2. In the event that any of the prior conditions are not met, a member of the Working Media may be required to purchase a Pit Credential 12.2.2.1. Any member of the Working Media that is required to purchase a Pit Credential may submit to CILTRAK Event Staff either proof of printed local or national coverage or acceptable released sampling of still photography or video footage for use by CILTRAK Event Staff in any manner they choose, including but not limited to promotional and/or any other use deemed fit by CILTRAK Promotional Team in exchange for proper credit to the creator of the work and refund of purchased Pit Credential 12.2.3.
