PROGRAMA PARA EL SEMINARIO « LECCIONES APRENDIDAS DE LAS ACCIONES COFINANCIADAS CON LAS ONG » LIMA, PERU, 29 Y 30 DE MARZO DEL 2004

CONTEXTO Y OBJETIVOS: Este seminario, organizado por la Comisión Europea, EuropeAid/F/2, en el marco de la gestión del programa ‘Cofinanciación de acciones con las ONG en los países en vías de desarrollo’ (línea presupuestaria 21 02 03, ex B7-6000), pretende brindar una ocasión para intercambiar experiencias y reflexión conjuntamente sobre la gestión y el impacto del programa en la región, con la finalidad de identificar recomendaciones tendientes a mejorar las intervenciones futuras. Este seminario tratará a la vez cuestiones de orden estratégico y aspectos más prácticos de tipo administrativo, contractual y financiero particularmente, aquellos que tienen que ver con la aplicación del proceso de descentralización de la gestión de la línea presupuestaria. A nivel estratégico, la reflexión se centrará sobre temas tales como el valor añadido de la línea presupuestaria en la región, cómo afinar la definición de las prioridades estratégicas e incrementar el impacto de la línea, cómo mejorar la calidad del partenariado entre las ONG europeas y sus socios locales. Con la perspectiva de conocer las experiencias de las ONG, de manera a identificar recomendaciones que puedan contribuir a mejorar las intervenciones futuras de la línea presupuestaria, tres objetivos han sido propuestos para este seminario: •

Analizar, profundizar y clarificar los aspectos relacionados con la gestión administrativa, financiera y logística en el marco de los cambios implementados en la Línea presupuestaria 21 02 03 (ex B7-6000), particularmente aquellos que conciernen en la aplicación del proceso de descentralización. Conocer las prácticas de las ONG y de los partenaires locales, relativas a la ejecución de la Línea presupuestaria para identificar sugerencias y propuestas, especialmente las relacionadas con los instrumentos de cofinanciación utilizados, la consolidación del partenariado entre las ONG europeas y las del Sur, la ejecución de los proyectos, los resultados alcanzados y las dificultades encontradas. Intercambiar experiencias y aportes sobre cuestiones estratégicas, aspectos innovadores, valor añadido, seguimiento y evaluación, buscando identificar nuevos enfoques y útiles de trabajo para optimizar el impacto del programa en la región.

PARTICIPANTES : El seminario reunirá a unos 120 representantes de: la Comisión europea, provenientes de Bruselas y de las Delegaciones de América del Sur, - CONCORD, Confederación Europea de ONG de desarrollo, - Plataformas de ONG de América del Sur, - Representantes de ONG Europeas que tienen proyectos en países de América del Sur cofinanciados por la línea B7-6000 - ONG de Perú

METODOLOGIA DE TRABAJO: El seminario se desarrollará en sesiones plenarias y grupos de trabajo. Con la finalidad de favorecer la participación activa, se organizarán en grupos de trabajo que funcionarán en paralelo, durante todo el seminario. Antes de iniciar cada sesión de trabajo en grupos, los participantes recibirán indicaciones precisas en relación con la modalidad de funcionamiento y la preparación de la puesta en común de los resultados de los grupos. Las lenguas de trabajo serán el español y el inglés.

CONTRATO DE SUBVENCIÓN - AYUDAS EXTERIORES de la COMUNIDAD EUROPEA [número de identificación del Contrato de subvención]

Condiciones Particulares

Artículo 1 - Objeto 1.1

El presente Contrato tiene por objeto la concesión, por parte de la Administración Contratante, de una subvención para la ejecución de la acción denominada: [denominación de la acción] ("la Acción").

La ejecución de la Acción comenzará el: inclúyase una de las opciones siguientes: - "primer día siguiente a la fecha de la última firma de las dos partes"; o - "primer día del mes siguiente a la fecha del pago de prefinanciación por la Administración Contratante"; o - [una fecha posterior]; o - [excepcionalmente, una fecha anterior a la firma del Contrato pero no a la solicitud de subvención por el Beneficiario ni, en su caso, a la firma del Convenio de Financiación pertinente entre la Comisión Europea y el país beneficiario].

Basic principles of budget line - Directly accessible exclusively to European NGOs - European NGOs have the exclusive right of initiative to identify projects for funding under this budget line - Local development projects aiming at poverty reduction in developing countries: meet basic needs of disadvantaged people and reinforce their own development capacities. ENGO must work w/ local organisations (normally local NGOs) - Projects in Europe to raise the awareness of European citizens to development issues: EC co-finances this type of actions since 1979 (takes normally 10% of budget line)

Strategic focus of budget line Very wide: local development operations basically in all developing countries: no clear thematic or geographical priorities. Support to sustainable social, human and economic development processes, institutional support and capacity building for local development structures. For 2004/2005 priorities will be narrowed to give preference, in thematical terms, to operations mainstreaming capacity building and in geographical terms to Least Developed and Low Income Countries (priority 1) and countries ranked above 100 in the Human Development Index; however, all developing countries remain eligible. Operations must be consistent with EC development policy.

Dialogue with stakeholders – the Palermo process During 2003 – process of dialogue/consultation w/ ENGOs (through CONCORD, representing around 1200 rehabilitation and development ENGOs) and MS; started in April; seminar in late October in Palermo; Consensus reached on fundamental review of NGO co-financing scheme within the existing legal framework, namely on the following points: - To sharpen the identity of the budget line: more weight to quality of North/South partnerships, empowerment of civil society in public policy processes, build effective synergies w/ other actors, promote more integrated approaches to development and more innovation. - Strengthen the European Dimension of NGO co-financing ; - Increasing the focus and outreach of Development Education and Awareness raising, by promoting namely complementarity between DE/DA and NGO activities in developing countries; involve more systematically Southern civil society actors in DE/DA activities. - Develop new approaches and tools to assess impact; sharing of best practices; more investment on evaluation and impact studies; - Change modalities of management of budget line: adapt the evaluation grid to integrate new qualitative criteria, separate eligibility screening from project appraisal, test « concept notes » in 2005; evaluate impact of devolution on management of projects under this budget line, explore the scope for dialogue between EC and NGOs; take into account realities and added-value of NGOs from new MS during the eligibility and appraisal processes.

THE MAIN PROBLEMS ENCOUNTERED IN MONITORING THE PROJECT(S) MONITORING TOOLS / INDICATORS - to define specific and appropriate indicators to monitor results and objectives; lack of adequate baseline - too much information gathered without clear relationship to key milestone or not enough pertinent information raised - incomplete or imprecise logical framework - lack of experience of partner in using logical framework - financial constraints to keep the local NGO permanently updated and trained about project planning, monitoring & evaluation tools TECHNICAL CONSTRAINTS - timing of the monitoring visits limited to the dry season - external conditions impeding on site visits (routes, etc.) - difficult to visit a whole project - difficult to have truthful interviews and data collected - no clear separation between projects implemented in partnership and others - difficult to find capable staff able to make a useful report (capacity to understand the project, etc.) - time constraints, field staff workload - administrative procedures are slow - content has priority in the monitoring but for EC, detailed administrative and financial questions receive priority. THE TYPE OF PROJECT AND THE METHODOLOGY USED TO MEASURE THE IMPACT

TIMING OF EVALUATION – IMRPOVEMENT OF THE EVALUATION SYSTEM - evaluation of the impact of the project all along the project - mid-term and final evaluations based on the objectives put forward in the Logical Framework - at the end of each single project/ programme, before its closure, quality evaluation where the impact assessment is one of the main point of evaluation. Aspects evaluated: social spread of the results, impact obtained on key elements - post-monitoring evaluations carried out; partners send report 2 year after project end - design of an impact monitoring system clearly separating the impact of the project from other internal and external influences - self-evaluation workshops + final evaluation and audit to measure the possible impact of the action on the environment where they are implemented - increase involvement of head quarters staff in evaluation - monitoring of the management books of the institutions, with specific attention to the financial sustainability and the financial state QUALITATIVE DATA / PARTICIPATIVE APPROACH - improve the Logical Framework, including more qualitative indicators explaining the expected impact on target groups - participatory evaluations and planning meetings carried out with representatives of the communities/ beneficiaries - enquiry sent to beneficiaries - visits to the projects - intent to constantly measure the impact on the basis of participative studies, monitoring and evaluation moments

INFORMATION ON THE EVALUATION TECHNICS & RESULTS - concept of impact oriented evaluation internally published by the organisation - spreading the lessons learnt within the organisation and between the stakeholders - systematising/ compiling all experiences and evaluations carried out by the organisation, classified by area or type of actions OTHER ASPECTS - no budget line for impact evaluation at an appropriate time after programme implementation Proposal: creating a specific budget line in the E.C. dedicated to finance the impact evaluations, two or three years after intervention closure (similar to the MAE in France). This type of evaluation is interesting and makes it possible to check, in a long term perspective, the importance an action could have had in a specific context.

IMPROVEMENT OF THE MANAGEMENT OF THE BUDGET LINE - mechanisms to speed up appraisal process, approval and contract - mechanisms to simplify procedures - mechanisms available to make the EC more transparent and open to suggestions from the NGOs - the functioning of EC system for financing international development - how to furthermore improve the quality of project planning documents in Latin America? POLICY FOR THE BUDGET LINE - geographic, sectoral and thematic priorities of the European Union for future funding - the future of the funding line - the strategies and the functioning of EC system for financing international development - the need for the NGOs to work together to broaden the funding available for NGOs under B7 – 6000 and other lines - relevance and future (from the point of view of the EC) of Contract-programmes for Latin America: will this instrument be used in the forthcoming Call for Proposals 2004 and later ? Priorities ? - is the EC interested in developing a more content-driven approach? How is it going to stimulate multiactor approaches and innovation? - how to ensure ex-post evaluations after the contract with the EU has finished?
