Old Business  Open discussion regarding the amendment of the CSA bylaws

 I would like to suggest a discussion amending the current bylaws to include limitations on overall representation which are missing from ours. Typically the bylaws include a limitation to reduce the chance that a voting block will take control of the board by ensuring that there are no board members who are married/cohabitating, no more than 2 board members from each section or tenant agency, and that spouses of CSA managers cannot run for election. We can copy language from C&R to ensure that it remains fair and that community participation is still strongly encouraged. I also believe we should discuss the current requirement that 4 of the board members must be USDH, since that can lead to impasse when low numbers of USDH run for office. I am not certain why a majority of ‘employees’ is a supportable requirement. A popular vote should be sufficient to carry the day, unless there is specific C&R guidance suggesting/requiring a majority.

 Submitted from James McRea, CSA Vice Chair

New Business 

Purchase of small transport vehicle for the Siedlung

Vehicle Information Piaggio Ape TM Kastenwagen 703: One Cylinder, Electric Starter, 12V-130W, 4 gears plus reverse, Hydraulic shocks, front and back, Maximum speed, 60km, Maximum speed when loaded, 40km, tank holds 15 liters, able to transport up to 700kg

Company S&R Auto Freizeit GmbH LBS Frankfurt Live and Let Ride GVW Geräteverleih WETTERAU

Price €6,500.00 €7,438.69 €7,438.69

This vehicle would be used to deliver equipment for set up of telecommunication services for residents. Currently the employees can only take what they can carry, one resident and then back to the office. This would enable them to take all the equipment needed for the day and save a large amount of time. This vehicle would also be used for deliveries and pick up of rental items; Televisions, Steam Cleaners, Tables, Chairs, etc. Additionally CSA transports various equipment and furniture in and around the Siedlung. The photo above is in green, however the color of the vehicle has not been chosen. The preferred bid is S&R Auto Freizeit GmbH. They were willing to come down with their price and offer us a special offer reducing the price by almost €1,000.00. This vehicle would be depreciated in Cable at a monthly rate of approximately $145.00 and was calculated in the budget for Cable for 2013.

Carl Schurz School Curriculum

Please see attached proposal. A one page outline with information regarding the IB program is also attached. The preferred bid is Houghton Mifflin Harcourt.

(note: Public Notice Open Discussion on each new agenda proposal will be limit to Five minutes unless an exception is requested and granted)

____________________________ COMMUNITY CONCERNS THANK YOU FOR YOUR SUPPORT AND UNDERSTANDING

The CSA Board will use the following procedure to address community concerns during the monthly CSA General Meetings:

1. A community member with a concern to be brought before the CSA Board should send an email to CSA at [email protected]. The email should include a brief description of the concern, any background as needed, and a proposed solution (if appropriate). 2. The deadline for getting a concern on the agenda is Wednesday during the week prior to the general meeting. 3. The concern will be added to the agenda for the meeting, if the deadline is met.

We feel that this procedure will better enable us to address issues of concern within the community and will also allow us to run the general meetings more efficiently and effectively, for the benefit of all involved.
