MY WAY PARTNERSHIP GROUP Minutes of the Meeting held on Thursday 15 November 2012 in the Barry MacKinnon Room, Level 2 146-160 Colin Street, West Perth at 10.30am 1. Attendance, apologies, welcome and opening of meeting 1.1 Present Robyn Massey, Marcus Stafford, Joanne Woolhouse, Anne Oliver, Annie Cohen, Peter Seaward, Taryn Harvey, Wendy Rose, Leticia Grant, Sue Davis, Debbie Karasinski, Andrew Jefferson, Ron Chalmers, Kylie Davis, Pamela Toster, Linda Higgie, Fleur Hill, Anita Peiris 1.2 Apologies An apology was noted from Charlie Rook and Darren Ginnelly. 1.3 In attendance Claire Harding, Richard Matthews, Alison Blake.

2. Project Update 2.1 Update

Refer to the project tasks and timelines document for details about this item. R Massey provided the Partnership Group with an update on the My Way project tasks and timelines and explained that project implementation officially commenced on 12 November 2012. Conversations with My Way Coordinators and people with disability, their families and carers who are currently accessing Local Area Coordination, have now begun. R Massey explained that people who reside in a My Way location who are currently in an Accommodation Services Directorate or Disability Sector Organisation accommodation option will be contacted from April 2013 when My Way Coordinators in community-based organisations have been established. T Harvey REQUESTED further information on partnership developments between My Way and various government organisations. Action: Further information on partnership developments to be provided at next meeting.

R Massey presented the Partnership Group with new project material (these have also been added to the My Way website. 2.3 Sector forum

R Massey provided an overview of the agenda for the sector forum which will take place on 20 November 2012. 2.4 My Way Coordinator role After discussion the Partnership Group AGREED that it was important for people with disability, their families and carers to fully understand what the My Way Coordinator role does and does not entail to ensure there is a common understanding and unrealistic expectations are not created. This will be monitored as part of the monitoring and evaluation process.

3. National Disability Insurance Scheme (NDIS)

R Chalmers

R Chalmers provided an update on the NDIS and NOTED there will be a Council of Australian Governments (COAG) meeting scheduled in December which will deal with funding and governance arrangements under the scheme. The Western Australian NDIS Reference Group continues to contribute to the overall design of the scheme. The Western Australian government continues to be committed to hosting an NDIS launch site and the My Way project offers an expedient opportunity.

4. Monitoring and evaluation 4.1 Update

Refer to the My Way Evaluation Plan for details about this item. R Matthews (Performance Reporting and Evaluation Manager) further explained the monitoring and evaluation process and methodology to be utilised in My Way. It was NOTED that any issues would be identified in first year of the project. Stage one of the project will focus on processes and stage two on whether outcomes for people with disability, their families and carers are being achieved. An external consultant will conduct an independent assessment of stage two. 4.2 Data collection After discussion the Partnership Group NOTED the importance of comparing outcomes achieved by people with disability within and outside the project and capturing the reasons why people choose not to participate. After discussion it was NOTED that data collection should not take precedence over the respectful relationship that My Way Coordinators develop with people 2

with disability, their family and carers. It was AGREED that My Way Coordinators will need to be up-front in their initial conversations with people around any commitment expected of them in terms of information-sharing. 4.3 Focus group After discussion the Partnership Group NOTED that it might be useful to assess what peoples’ current sense of choice and control involves in order to compare how this might differ under My Way. It was AGREED that a focus group could be convened to further explore monitoring and evaluation issues in My Way. Action: Partnership Group members who wish to participate in a Monitoring and Evaluation focus group meeting to register their interest with Claire Harding: [email protected]

5. ‘Moving to choice and independence’ - Simon Duffy

R Massey provided a one-page summary of the key comments/observations provided by Simon Duffy, the Director of The Centre for Welfare Reform in the United Kingdom. 6. Communications strategy

A Blake

Refer to the My Way communications strategy (abridged version) for details about this item. 6.1 Update A Blake provided the group with an update on the My Way communications strategy and noted that the Disability Services Commission will launch a new website in early December. 6.2 Feedback – Social Media A Blake invited feedback from the group on the My Way communications strategy. After discussion the Partnership Group NOTED the merits of using social media such as Facebook to further communicate information on the My Way project. A Blake explained that the Commission does not currently have a social media policy on Facebook but that external online communities could be better utilised. Action: My Way to send information to Partnership Group members for on-sending and posting on existing Facebook communities.

6.3 Issue of confidentiality

The Partnership Group DEBATED the merits of people with disability participating in My Way media opportunities versus invasion of privacy issues. The group NOTED that real life stories can help people understand the possibilities that My Way offers and that people with disability should be given the choice to decide on their level of engagement with the media. Action: My Way Communications Strategy to remain on agenda for future updates.

7. Other Business 7.1 My Way launch

R Massey informed the Partnership Group that the Minister will launch the implementation of the My Way project on Tuesday 11 December 2012 in the Cockburn/Kwinana area. Action: Partnership Group members will be invited to attend.

7.2 Grants tender process

R Massey NOTED that the My Way grants tender process closed on 16 November 2012 and the timeframe is available to view on the My Way website: http://www.disability.wa.gov.au/disability_reform/my_way.html 8. Next Meeting After discussion the Partnership Group AGREED to reconvene in mid-January 2013. Action: Invite for next meeting to be sent once date is confirmed.
