BACKGROUND The advent of the bio-economy or knowledge-based economy increasingly driven by rapid advances in life sciences, especially biotechnology, offers Sabah and Malaysia as a whole, a fertile environment for the development and commercialisation of biotechnology, especially agro-biotechnology and agrobiopharmacy.

The Sabah Biodiversity Enactment (2000) defines biotechnology as: • The technological application that uses biological resources or derivatives thereof, to make or modify products or processes for specific use. • Biological resources – include genetic resources or material of plant, animal or microbial origin or any other biotic components of the ecosystem, with actual or potential use or value for humanity.

Project Description:HMKB This project aims to develop an integrated Herbal Medicinal Knowledge Base (HMKB). The knowledge base will be built utilising latest Semantic technologies that enable relationship and links between concepts to be formed within the knowledge base. Knowledge (or data) acquired and stored in the knowledge base would come from many sources within the herbal medicinal industry. Much of the information and data gathered in the early stages would come from current and new ethno-botanical knowledge of Sabah. Validated R & D based data, aliphatic medicines plus traditional knowledge by symptoms would also be included in the knowledge base. The primary objectives of the project are: • To have the most comprehensive knowledge base on herbal medicine and ethnobotanical in Sabah; • To create a mechanism to continuously enrich the knowledge base to include other relevant information acquired in Malaysia and world wide; • To develop mutually beneficial partnerships with all relevant stakeholders in the global herbal medicinal industry that can benefit through knowledge available in the HMKB; • To extract commercial potential and provide a materia medica for the Malay/Native Traditional Medicine in TCM ; and • Umbrella body, which at the moment is of non-existence compared to Ayurvedic, Shendong and Unanic medicine.

Strategy 15: Facilitate access to fiscal incentives and tax exemptions

Sabah needs to create greater awareness on the capability and capacity to make the transition from exporting raw and semiprocessed materials to exporting processed, high value-added products using biotechnology processes.

MEASURES TO DRIVE INVESTMENTS IN SDC • General Incentives: Projects in the key promoted sectors of SDC relating to manufacturing and manufacturing related services fall within the purview of MIDA; • Customised incentives within designated Strategic Development Ares/Clusters are also available to companies undertaking projects in the Sabah Development Corridor (case-by-case basis). Applications should be submitted to SEDIA; • Participation in Entry Point Projects under the Economic Transformation Programme; • Participation in Public-Partnership Programme; • Bio-Nexus Status for Biotech-related Industries under Biotechcorp; • Incentives for eligible SMEs: Income Tax and Facilitation Funds
