Aprotected area (PA) is dehned as "an area of land and/or sea especially dedicated to protection and n'raintenance of biologlcal diversity, and of natural and associated cultural resources, and managed through legal or other effective means." Protected areas have been established to achieve several goals including the preservation oi specics. conscrvation of gcnetic diversity. prest rvrtion of wilderness and natural and cultural fbatures, providing fbr tourism and recreation, supporting the sustainable use of resources, promoting education, and maintaining environmental services and cultural attributes. According to the World Database on Protected Areas. the number of terrestrial PAs is at least rz5,ooo, covering about 17 million kmt and more than rz.7 percent of global terrestrial area, although many of these PAs are multiple-Llse areas (tab1e 6.r). From a biological standpoint, the e{lbctiver-ress of PAs as a conservation tool depends on its ability to incorporate biodiversity and to buftbr plant and animal populations against anthropogenic fbrces (e.g., Brr-rner et al. zoor). Plant and animal populations inside PAs are not immune to these fbrces and are under threat everywhere. For example, mammal popr-rlations in
