Regional Workshop on Educating for Sustainable Futures through integration of values in school-based and community-based programs targeting young people 27 – 29 July 2016 Bangkok, Thailand
Background
“Education for sustainable futures through integration of values in school‐based and community‐based programs targeting young people: study of Cambodia, Lao PDR, and the Philippines” project, funded by Malaysian Funds in Trust (MFIT), started with concern that young people in South‐east Asia are increasingly facing challenges and dilemmas which they are not able to readily resolve, particularly in a globalized world where they often experience conflicting values from family, the media and other sources. While these dilemmas may be expressed in such behaviors as a lack of motivation or even violence and bullying, research on values‐based education (2010, p 7)1 shows that it can support youth to develop feelings of self‐worth, empathy, responsible personal behavior and engagement and to bring changes in students’ understanding of the impact of their actions on the wellbeing of others. There is a critical role for schools and communities to provide values education in order to support young people in making decisions and life choices in this increasingly complex and rapidly changing world. The project has aimed to investigate the current state of values education in three pilot countries (Cambodia, Lao PDR, and the Philippines) in ASEAN and ways to improve implementation of values education through effective entry points in respective country contexts. After individual mapping exercise conducted by three national consultants and in‐country consultation joined by a lead consultant and a project coordinator, UNESCO Bangkok is organizing a regional workshop on “State of Values Education in Cambodia, Lao PDR and the Philippines” from 27 – 29 July 2016 in Bangkok, Thailand to present research findings and to receive comments/suggestion on a proposal for toolkit development from participants.
Workshop objectives
The workshop aims to achieve two things. First, it aims to share the findings of the national mapping exercise which was conducted through desk research and interview by each national consultant and in‐ country visit of the research team. Second, it seeks to consider ways to support values integration programs in the region by receiving suggestions and recommendation from invited participants. By doing so, it aims to enable experts, stakeholders and those involved in education in the region to: 1) discuss the state of values education; 2) assess the challenges for values education; 3) identify possible pathways;

and 4) jointly develop a proposal for a toolkit for values education that can assist in improving values education in the region. The organizers hope that this pathway identification and toolkit proposal development initiative targeted for countries in the South East Asia will: a) provide a practical framework for integrating values through school‐based and/or community‐based programs for those involved in values education in the region; b) provide concrete ideas and guidelines for a toolkit for practical use; c) foster knowledge sharing and learning across countries in the region; and d) provide an opportunity for framing the development of a toolkit which is planned to be developed in stage two of the project.

The expected outcome is a proposal for a toolkit describing the form(s) of the toolkit in values education. This session requires groups to consider, the issue of toolkit raised in the report in session 1.4 and, the pathways identified in session 2.2. Based on this consideration, they are asked to share their experiences of issues/problems with toolkits in their respective countries aided by perspectives of experts.
