Rookie drivers will be required to begin each race from the rear of the field until they have completed a minimum of three main events and the Oval Track Manager has deemed them to be qualified to start in position. At the Oval Track Manager’s discretion he/she may request the rookie driver to start from the rear of the field beyond the three race minimum until he/she is fully satisfied in the rookie driver’s ability to safely start in position. SAFETY: SPEED LIMIT IS 5 MPH IN THE PIT AREA. It is mandatory that all vehicles have steel roll cage 1-3/4" OD X .095 minimum wall tubing with proper bracing to protect the driver unless specific class rules state otherwise. (Modifieds see specific rules). See diagrams page 11-12. Roll bar padding mandatory. 2-1/2 lb. dry type on board fire extinguisher (current year certification) is required. Must be mounted within drivers reach, and mounted in a quick release bracket. On board "fire bottle", or similar system highly recommended. 5 lb. Fire extinguisher in pit area within easy reach mandatory. No ragged or spear-like devices (including jack posts) may protrude from the car body. Only aluminum seats with headrest 7

and leg restraints permitted, located a minimum of 8" from left side door bars to the side of the seat or a minimum of 16" from left side door bars to the center of the seat. Center top of steering post should be padded. Drivers side deflector plates are recommended for all divisions, located outside left door bars, minimum 1/8" steel plate welded to roll bars. Foot protection bars mandatory. A manual battery disconnect is required and must be mounted in the center of the dash. It is to be clearly marked "OFF "and" ON" and be within reach of driver and safety personal. Removable window nets are mandatory on all side window openings within drivers reach for all oval track vehicles. (Arm restraints are an acceptable alternative to nets on Figure 8 cars). Seat Belts A. Each car must be equipped with an SFI-approved seat belt restraint system date coded within 2 years including a 3” wide lap belt, two 3” wide over the shoulder straps plus an anti submarine crotch strap. Approved seat belt restraint systems must have a latching mechanism attached to the lap belt. B. See Hornet, Jr Stinger and Double Decker for their class seat belt rules. This latching mechanism must provide a common connection and release for the lap belt, shoulder harnesses and the anti-submarine belt(s), and should be designed with a quick and easy one-handed, gloved release of all belts in all conditions. It should have one (1) of two (2) approved release designs: (1) Latch/Lever: Utilizes a lever opening away from the body in a right to left hand movement, parallel to the lap belt with a complete release of all belts. The lever should have a provision to prevent an unintentional release. (2) Cam Lock: A circular handle or raised surface that turns in both directions for a motion of not less than 30 degrees before completely releasing all belts. A downward facing tab or toggle may be used, provided that its length does not extend more than 1/2 inch beyond the outer diameter of the release mechanism unless a provision to prevent unintentional rotation or release is provided. B. The seat belt restraint system should be installed in accordance with the directions provided by the system supplier and/or manufacturer. In addition, please note the following guidelines: (1) Lap belts should be installed and used in such a manner that, when secured to the latching mechanism, the seat belt webbing travels in a straight, clear and free path from the belt mount through the seat opening to the latching mechanism. When the driver is buckled in the seat, the free end of the seat belt webbing should rest in a position clearly aligned over the seat belt webbing entering any adjustment or latch release hardware. (2) On the left lap belt, if a roller adjuster is used, it must have tension springs installed and it should be attached to and be part of the latch release mechanism directly with no webbing loop. The roller adjuster should not be attached to the mounting tab. A 3-bar slider, threaded to the manufacturer’s instructions, may be used for the left lap belt length adjustment, in the absence of the roller adjuster. The 3-bar slider should be positioned outside the seat opening and as close to the mounting tab as possible. Wrap-around style lap belt mounts and hook/eyebolt style mounts will not be permitted; only tab style lap belt mounts secured with a nut and bolt should be permitted. 8

(3) Shoulder belts should mount to Bar (7) or (7B) only (as shown in the roll cage diagram). Only individual shoulder harness belts should be permitted. The seat opening should be a single or double open slot with a finished inside edge or grommet. Y-type shoulder harnesses will not be permitted. Wrap-around shoulder harness mounts will be permitted provided the belts do not cross behind the driver and the belts should be retained by a guide on Bar (7) or (7B) to prevent lateral movement. Shoulder belts may cross behind the driver provided they use a tab style mount and not a wrap-around mount. Each shoulder belt using a tab mount should use an individual mounting tab or a steel sleeve welded through Bar (7) or (7B) and be secured with a nut and bolt. The seat opening should be a single, open slot with a finished inside edge or grommet where the shoulder belts cross behind the driver. Roller adjusters on the shoulder harnesses should have tension springs installed. Sternum or cross belts using metal or hard surface hardware will not be permitted. (4) Approved 6-point anti-submarine belts should be mounted to the seat frame or a steel reinforced seat bottom mount. Either wrap-around or tab style anti-submarine belt mounts will be permitted on 5-point or 6-point belts. C. The manufacturer’s label should not be located under the adjusting mechanism when the driver is buckled in the seat and has tightened the seat belts and shoulder harness. If the label is under the adjusting mechanism, the label should be removed or relocated in a manner that does not affect the integrity of the belt material. The date of manufacture should remain visible on the belts at all times. D. The driver should use the seat belt restraint system at all times on the race track, in accordance with the instructions and/or recommendations of the system supplier and/or manufacturer, as set forth above. E. IT IS THE RESPONSIBILITY OF THE DRIVER, NOT THE TRACK OFFICIALS, OR THE PROMOTER TO INSURE THAT HIS/HER SEAT BELT RESTRAINT SYSTEM AND ALL COMPONENTS ARE CORRECTLY INSTALLED, MAINTAINED AND PROPERLY USED. It is mandatory that all times on the track a driver wear gloves, shoes, neck brace or helmet restraint system, suit of fire resistant material that effectively covers the body and have adequate eye protection. Helmets must meet or exceed Snell SA2005 or SA2010 ratings. No transmitting or listening devices in car with the exception of “Raceceiver” for officiating use. No electronic monitoring computer devices capable of storing or transmitting information except tachometers allowed on cars. Mirrors will not be allowed and must be removed during a race event including practice sessions. Competitors are solely and directly responsible for the safety of their racecars and racing equipment and are obligated to perform their duties (whether as a car owner, driver, or mechanic) in a manner designed to minimize to the best degree possible, the risk of injury to themselves and others. RMR, TRACK PROMOTERS, TRACK OFFICIALS, TRACK PERSONNEL ARE NOT RESPONSIBLE FOR ADEQUACY OF A COMPETITORS RACE CAR, RACING EQUIPMENT, OR RACING ACTIVITY TO ACCOMPLISH THIS.

Rocky Mountain Raceways 2014 Drug Testing/Alcohol Policy What: Rocky Mountain Raceways will conduct random drug/breathalyzer tests of both RMR competitors and RMR staff members. We will test an undetermined number of racers and employees picked at random on race day. All competitors, regardless of class, may be tested. We have a mobile testing company that will be at our facility. You will be notified which competitors will be tested on the day of the event. You will have until the scheduled deadline to complete your test (trains and double decker’s must meet the deadline; both drivers must test). If you fail to report to the testing station before the deadline, you will not be allowed to compete that evening. It will also be considered a failed test. There will be no refunds given for a “failure to report” situation. Why: Motorsports involves inherent risk. I need to make sure that I am providing the safest possible platform for all of you to perform. If one of you is under the influence of illegal, mind-altering substances while behind the wheel of a racecar, then I am failing the entire group in providing a safe place to race. All of you should be at your full faculties when sitting behind the wheel. It only takes a small slip up by someone not in the correct frame of mind to cause a major incident and thousands of dollars in unnecessary damages, meanwhile risking the safety of the racers, the patrons, and the RMR staff. Penalty: Upon a confirmed failed test, your racing privileges will be immediately suspended for the next 3 events for your class. After the three race suspension, you will need to provide a negative test back to RMR by the same testing company that will perform our tests on site to regain racing eligibility. The cost for the follow up testing will be incurred by the driver in violation. In the event of a failed test, information will be given to the responsible party to make arrangements for further testing. We will have the full results of the tests within 3-5 business days of the test being administered. Appeal: If you are found with a positive test, you may appeal by having your sample re-tested within 48 hours of notification. The competitor will pay for the cost of the re-test. If the test comes back negative, the track will reimburse the cost. If a race is missed during the process, the track will reimburse the average purse for the class for the event missed and credit the average class points for the event to the competitors overall points for the season after the driver pays the missed event entry fee.

FLAG RULES GREEN

START OR RESTART OF A RACE

When the yellow goes off during the parade lap, the flagman is prepared to start the race. All cars must be closed up nose-to-tail and hold their positions until the flag is thrown. NO passing will be allowed on the initial start until the green flag is thrown. Any car(s) jumping positions or holding up the race will be sent to the rear of the pack. If the yellow flag comes out after the green flag has been thrown and the first lap has not been completed, an original restart is required. When taking the initial green and there is a yellow flag, there is a no fault restart policy. No assessment of blame or involvement in a first lap incident or spin will be placed. All cars will be given their original starting position back unless they go to the pit area in which case they forfeit their original starting position and will start in the back upon returning to the track. The lineup at the initial green will be the official starting grid. Rows will be moved forward to fill the empty positions. Exception: If a car is determined to have caused a restart on purpose by spinning itself because of a bad start, it may be placed in last place by track official’s discretion.

BLUE W/DIAGONAL YELLOW STRIPE

MOVE OVER/FASTER TRAFFIC

Only a lapped car will receive this flag, which indicates that faster traffic on the lead lap is overtaking such car. When shown this flag, such car will move to the outside of the track allowing leaders to pass by safely.

YELLOW

CAUTION/SLOW DOWN IMMEDIATELY

NO racing to the yellow flag-no passing allowed, hold your positions. Yellow flag laps will NOT count unless race is in danger of reaching time limit. The restart line up will be determined from the last completed green flag lap. All cars determined to be involved in the cause for bringing out the yellow or red may be sent to the rear of the field at RMR official’s discretion. If the driver determines that they were the cause of the accident, by tapping the roof they will be sent to the back while all other involved competitors return to their position in the field. The leader may be reinstated to their position should the officials determine that the leader was spun from directly behind and beyond their control. The race official will attempt to go yellow whenever the leader is involved. NO ONE from the pits is allowed onto the track or the infield during a yellow flag.

RED

RACE IS STOPPED!!!

The red flag means that the race must be stopped immediately regardless of the position of the cars on the track. All cars will be brought to a complete stop in an area designated by RMR officials. Any car that has not come to a complete stop and remain stopped will be automatically disqualified from the event. Any cars leaving the race surface during a red flag without the direction of the officials or safety teams will automatically be disqualified. NO ONE from the pits is allowed onto the track or infield during a red flag. Safety crews, ambulance personnel and track officials are the only people permitted to assist at the scene of an accident. The track officials may display a combination of yellow and red flags to indicate that the track is now safe for the vehicles that need repair to proceed directly to the pit area only. All other cars must remain completely stopped. NO WORKING ON THE CARS ON THE RACE TRACK. If a car needs any repairs at all, it must go into the pits. Cars that are not ready or prepared to race will be pushed into the pits or infield and not allowed to further compete.

BLACK

REPORT TO PITS IMMEDIATELY

A car receiving the black flag must go immediately to the pits. The black flag will be waived once in warning for unacceptable driving and/or car malfunction(s). Upon the second time black flag is displayed, it will signify the last scored lap for a racecar and if said car does not proceed immediately into the pits, the appropriate fines and/or suspension will be utilized by track officials. Two unassisted spins resulting in yellow flags in any race will result in a black flag.

16

WHITE

START OF THE LAST LAP

Once the white flag is displayed, the checkered must follow. If a caution occurs on the final lap, it is the sole discretion of the Oval Manager to determine order of finish.

CHECKERED

END OF THE RACE

When the checkered flag has been displayed to the lead car, the balance of the field receives the flag on the same lap. Track Officials decisions are final.
