SAGINAW INTERMEDIATE SCHOOL DISTRICT Annual Web Report Introduction Public Act 413 of 2004 amended the Revised School Code by adding section 620 (MCL380.620), which requires each intermediate school district to post certain information on its website by December 31 of each year beginning in 2006. The SISD Annual Website Report is a welcome opportunity for us to communicate with our community about how we utilize the resources provided to us. Our spending decisions support our mission statement which states: “We provide effective and innovative educational leadership, services, resources and programs that meet or exceed the expectations of our diverse community”. SISD supports school improvement efforts, provides cost effective business solutions to our local school districts, offers programs for students, helps parents, and works within our community to maximize resources for all families. Just like any other business organization we issue paychecks, our staff and board members travel to trainings and conferences, we contract with outside vendors for services, and we incur legal costs. Unlike other business organizations, we are governed by a school board of five members who were elected by our local school districts. Everything we do is subject to public review at any time, by any person or organization. General Information Saginaw ISD serves as a resource and support system for all public, charter and non-public schools that operate within Saginaw Country. There are 56 ISDs or Regional Educational Service Agencies (RESAs) in the state of Michigan. No two are exactly alike. Each intermediate school district bases its priorities on the specific needs of its constituent public school districts. All ISD’s offer (in varying degree) leadership, programs and services in the areas of instruction, career and technical education, special education, technology, and business related functions. Within Saginaw County there are 22 non-public schools, excluding home schools, which have been registered and have met the reporting requirements with the Michigan Department of Education. Also within Saginaw County there are three Section 24 Juvenile Detention Centers.

Head Start and Early Head Start staff to serve Saginaw County as required by the federal grant Early Childhood staff including B-5 programs, Great Start to Quality Resource program, and GSRP staff as required by the grant Teachers, paraprofessionals, medical staff, therapists and office staff for the Transitions Center who serve students between the ages of 16 and 26 to help train the students on life and learning skills Millet Learning Center school teachers, paraprofessionals, medical staff, therapists, and other specialists who serve students who have severe physical, cognitive, and multiple impairments Teacher consultants, social workers, speech therapists and special education supervisors who provide support for our staff and to our local districts Substitute teachers and paraprofessionals for the Millet Learning Center and the Transitions Center Staff in the Instructional Services department who serve students and educators in Saginaw, Midland, Bay and Tuscola counties Pupil accounting, personnel, special education, technology, and business staff who provide leadership, services, resources and programs for our local school districts Instructional and support staff who provide learning opportunities for our Hartley Outdoor Education Center Great Lakes Bay Early College staff who provide high school and college courses for our 13 local schools districts, districts from Bay Arenac ISD and Midland ESA

2012-13 Total Dollars Distributed For the 2012-13 school year, SISD dispersed to local schools districts and other governmental agencies a total of $12,523,938. The funding was from a variety of local, state, and federal sources. Appendix A outlines the Schedule of Intergovernmental Expenditures for the General Fund in the amount of $1,914,165. Appendix B outlines the Schedule of Intergovernmental Expenditures for the Special Education Fund in the amount of $10,609,773.

2012-13 Revenues Revenues are generated through a variety of resources, including, but not limited to: federal and state grants, state aid, property taxes, and fees for services, local foundations, and transfers from other entities, including local school districts. For the 2012-13 fiscal year SISD recorded revenues in the amount of $57,355,583. The revenues are for all governmental funds combined (General Fund, Special Education Fund, and Nonmajor Governmental Funds). 2012-13 Expenditures Expenditures support continued operations for special education services, Birth to Five services, head start programs, instructional services and business services. Support services to local districts are provided for centralized accounting, student records, educational/training, Great Lakes Bay early college, consulting, and special education. SISD operates Hartley Outdoor Education Center, Murphy Farm Learning Center, Saginaw County Head Start and Early Head Start, Great Start Regional Resource Center, Millet Learning Center, REMC 3/5/9, Regional Educational Service Center, Transportation and the Transitions Center. For the 2012-13 fiscal year SISD recorded expenditures in the amount of $58,710,486. The expenditures are for all governmental funds combined (General Fund, Special Education Fund, and Nonmajor Governmental Funds).

SAGINAW INTERMEDIATE SCHOOL DISTRICT Annual Web Report 2. Travel Information SISD’s mission is to provide leadership, programs, resources and services. This requires the SISD Board of Education and staff to seek out best practices, gain state and national educational perspectives and gather knowledge and skill levels that reflect the latest trends, innovations, and challenges. This requires more travel to conferences and trainings than would typically be experienced in a K-12 school district. We ensure accountability by requiring our superintendent or one of our directors to review and approve all out of state or overnight travel. All travel requests must state how the request will support our Mission Statement. The 2012-13 threshold for ISD travel expenditures was $3,662.00. There were three board members or administrator (as defined by Public Act 413 of 2004 amended the Revised School Code) expenditures for ISD travel above this limit.

Contract Information SISD Guidelines for Competitive Bids: Each year the State of Michigan Department of Education defines what expenditures for remodeling, procurement of supplies, materials, and equipment must be competitively bid by school districts. Sections 623a, 1267, and 1274 of the Revised School Code establish a base above which competitive bids must be obtained and provide for an increase in the base that corresponds with increases in the Consumer Price Index. For the 2012-13 fiscal year, all expenditures covered by Section 1267 that exceeded $22,386 and all expenditures covered under Sections 623a and 1274 that exceeded $22,386 were required to be competitively bid (See Appendix C-Department of Education notice). How Competitive Bids Work: When an item is competitively bid, a Request for Proposal is created that includes detailed bid specifications and a deadline to submit a proposal. Proposal request forms are available in the SISD School District Business Office or by accessing our web page at www.sisd.cc. A notice of Solicitation to Bid is advertised in the local newspaper. Bids are opened on the due date of the Request for Proposal. If the total amount of the bid is over the bid threshold (the dollar amounts noted above), the request to accept the bid is submitted to the SISD Board of Education. The SISD policy for purchases under the limits set by the State of Michigan Department of Education is as follows: For purchases expected to cost less than $5,000, SISD administrative staff exercises diligence in attempting to locate the best available value from at least three vendors. Purchases expected to exceed $5,000, but less than the state limit, are based upon quotations obtained from at least three vendors. Whenever possible, local vendors are given an opportunity to provide a price quotation.

SAGINAW INTERMEDIATE SCHOOL DISTRICT Annual Web Report 5. Salary, Expense Account, and Supplemental Compensation Information ISD employees are typically categorized by classification. All classifications are normally established according to demands of the position, level of responsibility, job functions performed, credentials and skills required, etc. Salaries are based on such factors as seniority in positions or in similar positions, comparison to similar jobs elsewhere in the community, cost of living factors, etc. In addition, some positions require travel inside and outside of the ISD, attendance at meetings, and attendance at workshops and conferences. Expenses for these activities are strictly limited in a budget approved annually by the SISD Board of Education. The column entitled Expense Account represents funds provided to the employee for a variety of expenses other than direct monetary compensation. These expenses include reportable income for the cost of life insurance premiums for coverage in excess of $50,000, and the value of non-business use of an automobile.

Supplemental Compensation

SAGINAW INTEMREDIATE SCHOOL DISTRICT Annual Web Report 6. Fiber Optic and Cable Equipment SISD completed the SAGINET Fiber Network in 2000. The Network is a benefit to our students and the community in providing virtual field trips, distance learning opportunities, professional development for staff members, etc. This high capacity broadband network interconnects twelve local school districts in Saginaw County, improves the delivery of Internet, instruction, and administrative resources while reducing over all costs. During the 2006-2007 Saginet II was implemented. This allowed the twelve local districts to upgrade their data electronic equipment for distance learning. SAGINET is also a member of the Multi-County Consortium. This membership allows our local school districts to connect to Genesee ISD, Lapeer County ISD, St. Clair ISD and Shiawassee RESC via an interactive fiber optic network. During the 2009-2010 fiscal year the connection between SAGINET and Midland ESA fiber become active. This allows the students in the Multi-County Consortium greater access to distance learning classes and more shared resources.

Public Relations, Polling, Lobbying, and Legal Services The 56 intermediate school districts (ISDs) or regional educational service agencies (RESAs) were created by the legislature in 1962 to bring about quality and equitable educational opportunities for students and schools throughout the state. Because the SISD is publicly funded, it is responsible for communicating its programs and services to the schools and community. The guiding principle for all activities of this nature is to advocate for the children we serve. SISD relies on existing staff to perform our public relations initiatives. Like any other ISD, RESA or school district, SISD retains attorneys for legal services. The services include contract negotiations, contract management, preparation of borrowing documents, research for special education issues, etc. The ISD also contracts for legislative services. SAGINAW INTERMEDIATE SCHOOL DISTRICT Annual Web Report 9. Specific ISD Expenditures Administration Every organization requires leadership. SISD and other ISDs within the State of Michigan have been charged by the Governor and the State of Michigan Department of Education to communicate, train, support, and lead educational initiatives defined by the state and federal government. Most recently these include but are not limited to the following: No Child Left Behind, newly formed high school graduation requirements, the Michigan School Improvement Framework, and the new Grade Level Content Expectations for the core subjects. ISDs are required by law to meet the individual and specialized needs of students within our region including the areas of Title I, Special Education, and Career and Technical Education. In 2012-13 SISD spent $912,122.68 on administration which is 1.55% of our total budget. Public Relations, Polling, Lobbying, and Legal Services The 56 intermediate school districts (ISDs) or regional educational service agencies (RESAs) were created by the legislature in 1962 to bring about quality and equitable educational opportunities for students and schools throughout the state. Motor Vehicle Information SISD serves numerous districts, sometimes covering large geographic areas; therefore, certain vehicles might be provided for specific transportation needs. These vehicles are used to transport low income families to special activities and trainings required by the federal grant. Head Start staff use the minivans to travel to approximately eighteen sites within Saginaw County for required program monitoring and support. The program also uses the cargo vans to transport meals (breakfast, lunch and snacks) to our Head Start sites. The REMC 3/5/9 department has a fleet of one (1) vehicle. The vehicle is as follows: 1. 2003 Ford Econoline Van. The Ford Van is used to provide courier service to school buildings and our REMC 3/5/9 consortium members to help save our public schools postage and handling charges. Our post secondary program and STEP program, which consist of students ranging in ages of 16 to 26 located in our Transitions Center, provides employability skills to the students. The students are transported to work sites in our community where they perform services for our local businesses and then returning to the Transitions Center for classroom instruction. At our Millet Learning Center there are two 2000 Dodge Caravans. These vans are used to transport out students to various work sites in our community. The SISD maintenance department has two trucks (a 2009 Ford Pick up and a 2012 Ford Pick up). The pickups are used to transport equipment, cleaning supplies, etc. to our six sites and also used to provide snow plowing service to our Millet Learning Center. The transportation center has a 1993 Ford Econoline van and a 2003 Chevrolet Truck that are used to pick up parts and to assist our bus fleet if they should encounter difficulty while on the road. The Hartley Outdoor Education Center has a 1997 Chevrolet Van and a 2000 Cube Van used to transport staff and instructional materials to our local school districts for presentations on the activities that are offered at the Outdoor Education Center and Murphy Farm Learning Center. SISD leases one vehicle. The vehicle is a 2013 Buick LaCrosse and is used to meet the travel needs of our superintendent.
