WhatIs and Why Do We Need National Quality Infrastructure?

National Quality Infrastructure comprisesaspects related to metrology, standardization, accreditation, conformity assessment (production compliance with standards), testing and quality management.  Metrology - Metrology includes the aspects related to measurement and measuring instruments;  Standardization–ensures to set rules, principles and general characteristics related to the products and production methods, ensuring adaption of International and Regional European standards as a Georgian standards;  Accreditation– that’s the procedure, with which authorized entity gives the official recognition, that the person or organization is competent to carry out specific tasks.  Conformity Assessment–conformity assessment sets the product compliance with standards and technical regulations. National Quality Infrastructure is significant for the international recognition of product and service and its further competitiveness. Correspondingly, national quality infrastructure issignificant for export.

Metrology

What Activities Does Metrology Comprise?  Calibration of measuring instruments– sets the precise metrological characteristics of measuring instruments(for example: electricity meters and other). Calibration is a voluntary procedure and is carried out at the owner’s request over the measuring instruments that doesn’t necessitate the requirement of compulsory periodical verification;  Metrological verification of measuring instruments– metrological verification of the measuring instrument(the visual examination, monitoring and others), that is used for tax, customsexamination and/or court expertise purposes, as well as for the measurements which 3

pursuant to the Georgian legislation cause administrative penalty in order to comply them with the requirements;  Registration of types of measuring instruments – registration of types of legalmeasuring

Standardization

What Is Standards/Technical Regulations?  Standard -is used for the fulfillment of safety requirements or/and of objectives defined in technical regulation. Standard may concern the concrete procedure, detail or other component. The use of standard is voluntary, that gives the opportunity to entrepreneur or other legal entity to select and use the standard at his option.  Technical Regulation - determines/sets the main safety parameters of products and production process. Technical regulation (the field where it exists) is obligatory for the fulfillment. The types of standards, operating in Georgia: 

Standard of Georgia–a standard registered by the Georgian National Agency for Standards and Metrology which may be adopted on the basis of an international or regional standard as well as by the relevant technical committee;all interested person can use the standard;



Standard of international and regional organization, adopted as a standard of Georgia - a standard adopted by the International Standardization Organization (ISO) or by international regional standards organization;all interested person can use the standard;



Company’s internal standard – a standard developed by an entrepreneur, which covers specific technical requirements met by a product, process or service. Company’s internal standard shall not be deemed as a standard for other persons and shall not need registration. 5

What Kind of Activities does Standardization compromise?

The activity in the field of standardization comprises:  Elaboration or/and registration of standard of Georgia- means the elaboration of the standard based on the appeal of interested person through relevant technical committee and its registration in the unified register of standard. All interested person can use this standard.  Registration (selling) of standards of international and regional organizations adopted as a standard of Georgia –means the registration and dissemination of adopted standards of international and regional organizations on the territory of Georgia, the member of which is the agency. (These standards are standards of ISO, IEC, CEN, CENELEC as well as the standards of intergovernmental organizations, “GOST”).

What activities does the accreditation comprise?

Accreditation comprises the accreditation of the following entities: 

Testing and calibration laboratories;



Verifying organizations of legal measuring instruments;



Bodies of certification of products,personal and management;



Bodies performing audit and certification of management systems;



Inspection bodies;



Vehicle testing centers.
