Collaboration is Key to Economic Success Chamber delegation examines winning partnership strategies on CityTrip Chicago Collaboration and partnership were key themes on the Chamber’s recent business development and best practices study trip to Chicago. From economic development, to education reform, to sustainable building and other urban issues, Chicago’s public, private and nonprofit sectors are working together to address citywide problems and advance innovative solutions. One group leveraging the power of collaboration is the Chicago Civic Consulting Alliance (CCCA), a volunteer-driven nonprofit organization that partners with leaders across the civic landscape to address some of the city’s most intractable issues. Started in 1985 by a group of 70 executives, the CCCA has evolved into a sophisticated partnership that has helped the city mine new sources of investment for economic development, create a greener city through sustainability initiatives, and reinvent Chicago’s city college system. “State pension reform, the charter school movement and the community college turn-

around are all accomplishments that have come out of the Chicago Civic Consulting Alliance,” CCCA Principal Alexander Gail Sherman told the Chamber during CityTrip Chicago. Led by a volunteer board and seasoned professional staff, a critical component of the group’s success is its ability to assemble pro bono talent from many of the world’s top firms located in the Chicago region. Its long-term focus, which is applied incrementally, has also helped the organization tackle several enduring problems relevant to San Francisco such as public safety, sustainability and workforce development.

Optimism and Restraint Top of Mind in State Capital Chamber Delegation Urges Support for CEQA Reform, High-Speed Rail and Other Priorities during CityState 2013 Across the Golden State, the economy is improving. Businesses are slowly recovering from the Great Recession. California’s jobless rate recently dropped to 9 percent. And for the first time in a decade, the state has a balanced budget, with a projected surplus starting next year. The questions of how and where to spend the state’s expected windfall is now dominating discussions in the capital. The Chamber and a delegation of business leaders heard firsthand from top law makers on the budget and what’s next for California during CityState May 21 and 22, the Chamber’s annual legislative trip to Sacramento. “California needs to build up a surplus to deal with the known unknowns and the unknown

unknowns,” said Governor Jerry Brown during the CalChamber Legislative Briefing & Host Breakfast in Sacramento attended by the CityState delegation. “Now is the time for fiscal restraint.”

According to Governor Brown’s Executive Secretary Nancy McFadden, the Governor is prioritizing funding to improve the state’s schools and water supply. During its meeting with McFadden, the CityState delegation urged the Governor to support CEQA reforms that will help preserve the law’s intent, while preventing the abuses that are jeopardizing job creation and economic growth across the state.

CityState delegates also urged support for California High-Speed Rail (HSR) and investments to help create a more resilient city following an earthquake or other major disaster. During meetings throughout the trip, the group also encouraged initiatives to help enhance San Francisco’s waterfront and quality of life. “If we are going to achieve our air quality objectives, we need a game changer,” California Secretary of Business, Transportation and Housing Brian Kelly told the delegation during

Dear Members, It has been an exciting quarter in San Francisco. The Warriors gave an extraordinary performance in the NBA playoffs. The Bay Area was selected to host Super Bowl L, the 50th anniversary of the nation’s biggest sporting event. And excitement continues to build for America’s Cup racing, which will begin in July. But it’s not just sports that are electrifying our city. Continued economic growth, private-sector hiring and progress on key development projects such as the Central Subway Extension and Mission Rock are keeping San Francisco on a steady path to economic prosperity. Many more opportunities are still ahead. Soon, the Board of Supervisors will weigh in on CEQA reform, health care liability reform, the Warriors waterfront arena and several other economy-boosting projects. Advocating on behalf of San Francisco business, the Chamber continues to advance our agenda for jobs and economic vitality. Over the past few months, I have had the pleasure of meeting with many of you and getting to know your business. In the months ahead, I hope to meet many more of our members. To help facilitate these introductions, I am hosting a monthly roundtable to connect with members and learn how the Chamber can better serve you.

The Chamber successfully advocated for the Mission Rock development that will create a vibrant new mixed-use community, 20,000 jobs and millions in tax revenues.

The Chamber helped preserve the name of San Francisco International Airport (SFO), which is strongly branded with San Francisco and recognized by travelers and convention planners around the world.

The Chamber successfully helped advocate for the expansion of GoSolarSF, providing more financial incentives for business to install solar panels and create energy efficiency savings.

Connected Members with Top Lawmakers

The Chamber successfully helped advocate for the Mission Rock development term sheet, which was endorsed by the Board of Supervisors in May. The $1.6 billion 27-acre project on Seawall Lot 337 and Pier 48 will create a vibrant new mixed-use community, generate over 20,000 jobs, and deliver hundreds of millions of dollars in new property tax increment revenues to the city.

The Chamber co-chaired 2013 San Francisco Small Business Week, which connected more than 4,000 small business owners and put a spotlight on the entrepreneurs shaping our communities. The Chamber also hosted the 2013 Business Showcase and a District 2 Neighborhood Business Summit, helping to strengthen business ties and boost visibility for hundreds of small businesses powering our economy.

The Chamber connected members with top federal lawmakers including U.S. Senator Dianne Feinstein and U.S Deputy Administrator of the Federal Railroad Administration Karen Hedlund, who both visited the Chamber in April. During CityState 2013, the Chamber also connected members with leading state lawmakers including: Senators Mark Leno, Alex Padilla and Tom Berryhill; Assemblymembers Tom Ammiano and Phil Ting; Secretary of Business, Transportation & Housing Brian Kelly; Secretary, Labor and Workforce Development Marty Morgenstern and many others.

Helped Preserve SFO Airport Name Following vocal opposition led by the Chamber, Supervisor David Campos dropped a proposed Charter Amendment to rename the San Francisco International Airport (SFO) after civil rights leader Harvey Milk. The Chamber opposed the proposal because altering the airport name will dilute the SFO brand, which is strongly associated with San Francisco and recognized by millions of travelers and convention planners around the world. A Chamber supported alternative to rename a possible terminal and/or facility is going forward.

Helped Expand Solar Incentives The Chamber successfully helped advocate for the expansion of GoSolarSF, a key incentive program helping San Francisco businesses and residents install solar panels while creating jobs for local residents. The Chamber-supported program expansion increases funding for financial incentives by $2 million starting July 1 for fiscal year 2013-14.

Helped Create a Resilient City The Chamber successfully helped advocate for the city’s seismic retrofit program signed into law in April and continues to work with city leaders to create financial incentives for property owners. The new program will ensure the retrofitting of thousands of at-risk wood-frame, softstory buildings, and will make our city more resilient following an earthquake.

Marched for Immigration Reform The Chamber joined the virtual March for Innovation in May furthering our advocacy efforts to encourage skilled worker immigration reform as part of the Federal Immigration Reform package. The Chamber continues to urge reforms that create more temporary, skilled worker (H-1B) visas, more permanent resident visas (green cards) for STEM graduates and workers, and new startup visas for immigrant entrepreneurs who launch businesses in the U.S.

Spoke out for eFairness The Chamber spoke out to support the Marketplace Fairness Act, passed by the Senate in May. The federal bill gives states the ability to require large internet-only retailers to collect state mandated sales taxes. This reform will help level the playing field for all businesses, especially small businesses that are creating jobs in our community.

Launched New Member Programs The Chamber launched several new programs exclusively for members including the Chamber President Roundtable, connecting members with Chamber President & CEO Bob Linscheid each month, and a new Business Alliance leads-exchange group that will begin meeting this July. “Getting to know fellow CityTrip delegates was just as valuable as learning about Chicago’s best practices,” said Melinda Yee Franklin, Managing Director of Corporate and Government Affairs, Western Region for United Airlines, a sponsor of CityTrip Chicago.

Another group leveraging the power of collaboration is World Business Chicago (WBC), a nonprofit economic development organization leading Chicago’s business retention, attraction and expansion efforts. Chaired by Chicago Mayor Rahm Emanuel, WBC developed a comprehensive plan for economic growth and jobs that relies on partnerships throughout the metropolitan region and leverages the city’s assets, such as Lake Michigan and the Chicago O’Hare Airport (ORD).

CityTrip Chicago delegates also had the opportunity to network and take a behind-the-scenes tour of the United Center Arena. As San Francisco moves forward with its plans to develop the Warriors waterfront arena, delegates including San Francisco Supervisor London Breed and representatives from San Francisco International Airport (SFO), San Francisco Travel and other civic agencies took special note of the development’s design features and impacts to the surrounding neighborhood.

“Chicago’s growth trajectory is on the rise, and the expansion and relocation numbers in 2012 definitely prove that,” said WBC President Rita Athas. “Of the more than 600 new and expanded companies we’ve tracked, nearly two-thirds are companies that have relocated from outside the region or established a new presence in the metro area – a clear indication that Chicago offers distinct advantages.”

CityTrip delegates also got a preview of the Walgreens flagship store which recently opened in San Francisco Union Square during a tour of the company’s Chicago flagship store with the same high-end retail format.

Over the past decade, WBC has successfully partnered with the city, the Chicagoland Chamber of Commerce and various business and nonprofit organizations to focus on regional public transportation, land use planning and pro-growth tax policies that are now helping to spur job creation and economic growth across the region. WBC’s funding model is also collaborative, with one-third of its operating budget coming from the city.

“The Chamber’s CityTrips are a great opportunity for the interests of business (big and small) city government, and other stakeholders to align around the single objective of understanding the best and most successful practices of other urban centers around the country,” said Chamber Board Chair Greg Cosko, President & CEO of Hathaway Dinwiddie Construction. “This year’s trip provided keen insights into a dynamic city already addressing and solving many of the economic and social issues that we see in San Francisco.”

Chicago’s collaborative approach plays out in many other areas as well. Chicago’s Chamber of Commerce, airport and convention and visitor’s bureau, Choose Chicago, are currently working together to secure more airlines and routes into the region. The city’s Chamber recently coordinated cross-sector efforts to launch the Chicago Entrepreneurial Center, called “1871,” a 55,000 square-foot tech incubator located in the historic Merchandise Mart. The city also collaborated closely with the business community to streamline its licensing process.

Congratulations San Francisco Bay Area – official host of Super Bowl L, the 50th anniversary of the nation’s biggest sporting event! Q&A with San Francisco Board of Supervisor London Breed The San Francisco Chamber of Commerce speaks with elected and appointed officials on issues affecting the business community. This quarter, we speak with San Francisco Board Supervisor London Breed. Elected in November 2012 to represent San Francisco’s District 5, Supervisor Breed serves on the Budget and Finance and Rules Committees. Before joining the Board, Breed was the Executive Director of the African American Art & Culture Complex and served on the San Francisco Redevelopment Agency Commission. San Francisco’s public housing system does not work and needs to be reformed. People should not be concentrated in certain areas. There needs to be more diversification and a focus on middle class housing development. In my opinion, the Housing Authority should be dissolved. We need a new solution for public housing – period. creation of a Housing Commission that is responsible for all housing issues. I’m also looking at a city supplemental to deal with some of the maintenance costs of supplying public housing. This is not an overnight problem, so there won’t be an overnight solution. However, the climate is ripe for change and I’m going to be really aggressive in getting the job done. Discuss the city’s job resources and workforce development programs. Jobs are a topic of discussion everywhere. And there are jobs everywhere. But, San Francisco doesn’t have an effective one stop job center. We need a one-stop-shop for jobs. I am working with Mayor Lee on forming a jobs committee to help make this a reality. And the city needs to partner with civic and community organizations to promote San Francisco as a place to grow businesses and jobs. What can the city do to address the issues of homelessness and aggressive panhandling? We have always had a problem of homelessness and panhandling in San Francisco, but recently it seems to be getting out of control. There are public health and public safety issues we have to address, and the city has to create an expectation of civility by everyone who uses our public spaces. We need a holistic approach involving service providers, treatment, and law enforcement. The problem is significant and we have to do something about it.

Having recently run a successful campaign for Supervisor, what are your thoughts about district elections, Ranked Choice Voting and public financing? District elections give us the opportunity to elect home-grown candidates from the community. I like this idea, and I also like getting results the night of the election (at least when it’s good news). It’s like Churchill’s joke: ‘Democracy is the worst form of government except all the others.’ No runoff system is going to be foolproof, but I think Ranked Choice Voting (RCV) is working better than the others. Generally, I don’t like the idea of using public money for campaigns. But I understand the logic behind creating a more equal playing field. We need to make some changes to preserve the benefits of the system while ensuring we don’t waste money. What else would you like to share San Francisco’s business community?

Supervisor Kim and I sponsored a hearing last month about the jobs training program TechSF, which is preparing San Franciscans for jobs in the tech sector. It’s a great program and its first class of graduates is about to enter the workforce. I want to make sure we are partnering with businesses so our trainees can become their employees. Every San Franciscan should have an opportunity in the city’s burgeoning economy.
