1. Teacher Issues in Indonesia

Three big issues about teachers in Indonesia: a. Competence Issue b.Qualification Issue c. Mismatch Teachers

a. Competence Issue Research found that Indonesian teacher competence is still low In a competence test, some teachers got very low score on the subject of their expertise (Jalal, 2004)

c. Mismatch Teachers Some teachers in Indonesia have been teaching for subjects other than their Expertise (especially in Elementary School). e.g. Social Science teachers teach Math, Physics, Biology, and probably English.

3. Teacher Education Models in Indonesia All higher education have the similar models, they are: a. Pre-Service Teacher b. In-Service Teacher

Pre-Service and In-Service Programs • The pre-service program It is the program for fresh-graduates senior high school, it is also well known as the regular program/bachelor education degree. • The in-service program. It is the program specifically designed for active teachers who wants to increase their qualification.

Pre-service Program • All Semarang State University teacher education courses are undergraduate-level programs. • Currently all faculties in Semarang State University but the Faculty Law offer pre-service teacher education courses. • In total currently there are 37 educational courses are offered at Semarang State University. • Until last year the total students enrolled in the educational courses was 19,064, and those enrolled in the non-educational courses was 7,146 (UPT Humas Unnes, 2012).

In-Service Program The in-service teacher education program in Higher Education: • Teacher Qualification Improvement (Program Peningkatan Kualifikasi Guru, PKG). • Professional Remedial Training (Pendidikan dan Latihan Profesi Guru, PLPG)

Concluding Remarks • All of higher education institutions in Indonesia which focus on education program have similar models, i.e. Pre-Service and InService Programs • Semarang State University does not only offer Pre-service and In-service Models but also integrate the programs with its vision as a Conservation University.
