Southern Health Network Demands Payment By Dr. Gilbert NMO Morris During the same weeks in which the UK is fighting to take over responsibility for the ailing Turks and Caicos economy, another can of worms is being opened across the sea in Miami. Southern Health Network Inc., the Miami based company that was responsi-

ble for providing transportation and medical services for Turks Islanders sent abroad up until March of this year, is suing the Turks and Caicos government for non-payment in the sum of almost $17 million US Dollars. Henry Givens, Director of Southern Health Network, gave a candid account of

the actions leading up to this aggressive action by the company and why it had to come to this to fp Editor-in-Chief, Dr. Gilbert Morris. SHN took over management of the TCI overseas health care in 2006, a subcontractor consisting of a group of companies headed by Mr. Delroy Howell of Cayman Islands. According to statements made by Hon. Floyd Hall, Southern Health Network was chosen to manage the system based on their experience and the fact that they offered the most comprehensive services at that time. SHN was responsible for negotiating with all international providers for health services

H.E. Gordon Wetherell

Following a whirlwind visit by Mr. Colin Roberts, Director of the Overseas Territories Directorate in the Foreign Commonwealth Office, H.E. Governor Gordon Wetherell has brought into effect the most recent Amendment Order, which gives him the ability to take over the reigns of the country whenever he sees fit. In a statement released to the press, Governor Wetherell said, “I am today making a proclamation which brings into force The Turks and Caicos Islands Constitution (Interim Amendment) (Amendment) Order 2009. This enables me to bring into force different provisions of The Turks and Caicos Islands Constitution (Interim Amendment) Order 2009 made on 18 March, 2009, which will suspend parts of the Constitution of the Turks and Caicos Islands, at different times.” During his visit, Mr. Roberts made it abundantly clear that the UK has every intention of taking control of the local government and imposing the March 18th Order in Council to suspend parts of the Turks and Caicos

Constitution. At the local Provo Chamber of Commerce meeting, he even went so far as to say that although several alternatives had been presented to him to work with the current local government, the UK Government was not prepared to do this in any form. At a press conference on his last day in the TCI, Mr. Roberts responded to direct questions by the ‘fp’ in regards to when the British expect to take over the government, by stating that this will happen as soon as the legal process brought on in the UK by former Premier Mr. Michael Misick had come to a conclusion. While the original date was set for October 2009, it has been moved up to late August, placing the date for the eventuality of Suspension closer. However, this was not soon enough for the UK government and their local director, Governor Gordon Wetherell. In a move putting them one step closer to power over the Turks and Caicos, the Governor has brought into course this Order, which al-

Digicel CEO Saunders is Going Mad Last week, local telecommunications company, Digicel celebrated its 3rd anniversary doing business in the Turks and Caicos. Digicel TCI CEO E. Jay Saunders is celebrating this momentous occasion by giving away $50,000 to one lucky Digicel customer. Saunders calls the promotion ‘Mad Money’. “Over the last three years, TCI’s Bigger, Better Network has consistently delivered the best value to our customers through a wide range of innovative products and services” Saunders said, “’Mad Money’ is another example of a truly competitive offer that is unbeaten in the mobile market.” In addition to the ‘Mad Money’ promotion, Digicel has launched a slew of other local promotions to show their customers appreciation. Digicel started the crazy month of promotions with the announcement of the ‘Guess the Number’ text promotion offering a chance to win the much sought after Blackberry Storm.

Digicel has been focusing their promotions on the usage of its local customer’s needs, such as the ‘Free after 3’ or the ‘$15 for 500 minutes’ promotions, offering 500 minutes of calls locally and to the US and Canada for mere $15. For the second promotion focused on local customer needs, Digicel has reduced their rates to any network based in Haiti. On Saturday, Digicel hyped up their ‘Mad Money’ initiative at the Children’s Bight Park where Saunders was on stage giving away free minutes, top ups, t-shirts, fans and much more. The community came out in record numbers to help Saunders celebrate his madness, even dancing on their heads alongside him. NHIP Announces Board of Directors Moving swiftly in preparation for their soft launch in September, the National Health Insurance Board announced their Board of Directors. The purpose of the Board of Directors will be to exercise the powers, rights, authorities and functions conferred upon the Board for the management of the operations of the country’s National Health Insurance Plan (NHIP). As part of the overall plan to ensure transparency and accountability, the Ordinance specifies that members from the community and local stakeholder groups be appointed to the Board of Directors. In keeping with this requirement, the Minister of Finance and Economic Planning, Hon. Royal Robinson sent out letters to key stakeholder groups, requesting nominations for a representative to fill the Board of Directors seat. According to directors of the NHIP, nominations included the qualifications of the person recommended, the process by which the potential member was selected, and the reasons why this individual would be a good candidate for the Board of Directors. Hon. Robinson then reviewed

the nominations and made recommendations to Cabinet to obtain their approval. Mr. John Smith - Chairman of the Board, nominated by the Minister by virtue of his knowledge and experience in matters relating to insurance and financial management Dr. Sam Slattery - nominated by the Turks and Caicos Medical Association, representing private providers of health care in the Turks & Caicos Islands

representing the Opposition The NHI Board of Directors will serve for two years with the exception of the Chairman of the Board who will serve a three-year term. Looking to set a standard with the new health care system in the TCI, Hon. Royal Robinson stated that “The Turks & Caicos National Health Insurance Plan is the first universal National Health Insurance Plan in the English speaking Caribbean, and

we will set the example for others to follow including countries like the United States of America where President Obama is trying to implement a similar plan for the people of his country.” The NHIP will commence with a soft enrollment in September 2009 followed by a full enrollment launched in October 2009. Collections for the NHIP will go into effect on November 1, 2009 with payments due before December 14, 2009.

The People Speak legal process being staged by former Premier Michael Misick, whose appeal in the UK court is holding up the UK’s intention to suspend parts of the TCI Constitution. While Mr. Selver says they are not for the suspension, he says the actions by Mr. Misick and members of his party and government are at the center of attention of the Commission of Inquiry, and “for the sake of the country and our people moving forward, creating a sense of certainty and giving people a sense of stability,” he calls on the Former Premier to call off his legal opposition to what the British are recommending. Cuban Native Species of Lizard Found on TCI A species of lizard, not common to the TCI, was found on the compound of Beaches Resort and Spa in Providenciales. The sighting of the Knight Anole has been reported to the Department of Environment and Coastal Resources (DECR) officers and they indicated that they may have arrived on TCI either as

eggs in soil or as adults in plants. The Knight Anole (Anolis equestris) is a species of lizard in the Polychrotidae family, and the largest species of anole. Other common names include Cuban Night Anole or just Cuban Anole. It is native to Cuba, but has been introduced

The Knight Anole has a bony ridge on its head and large scales. In addition, they have a small dorsal crest. They have special cushions or pads on their five clawed toes that allow them to stick to some surfaces. They have interesting dark makings on their bodies. The eyes of the Knight Anole can move independently. Males and females are easily distinguished, as males have very large dewlaps (also called gular fans). Males are usually larger than females, but a very old female could just as easily reach a maximum length. The Knight Anole does not change colors as dramatically as some of the smaller anoles, but they can be seen to change from green to a light brown with yellow markings. Aggressive to anything that enters its territory, the Knight Anole will face

almost any intruder it perceives to be a threat (from a distance). During its display, a lizard will sit high on all fours, gape menacingly, turn green, and perhaps bob its head. Males will extend their dewlap (a reddish-white flap underneath their chin), and both females and males will "puff themselves up" with air. The Knight Anole is a diurnal predator, though by warming itself on asphalt, rocks, or sidewalks at the end of the day it may be able to remain active for a while into the night. Its diet as a young anole consists mainly of insects. As an adult it eats larger prey like tarantulas, other anoles, geckos, even baby birds

and baby mice. The Knight Anole lives an average 10 years. The DECR encourages the public that if this species or any other alien species is found to call them at 941-5122 or visit their office at Lower Bight, across the Children’s Park.

Tourism School Re-Branded The Turks and Caicos Hotel, Tourism and Training Institute (TCHTTI) has undergone a total re-branding exercise which resulted in a name change. The new name for the institution is The Turks and Caicos Institute of Professional Studies (T.C.I.P.S.). According to Executive Director Wayne Jackson, the name change came as a result of their intensified mission of catering to a wider field; to reach out to as many diverse students as possible. “We are now a global institution because that is an absolute necessity. It is who we are as an institution,” outlines Jackson. “We want the public to be aware that we are more than a hospitality school. In reality, we are offering more than that. The name was changed to reflect what our courses are”, Mr. Jackson added, stressing that the institution is geared towards meeting both the needs of the employers and of the students. According to TCIPS management, the institution is committed to the highest standards of training in the Hospitality and Tourism, Business, Human Resources and Legal Professions. At present, program offerings now include courses

on Hospitality Management, Business Administration, Human Resources Management and Culinary Science. “The institution has pledged to a higher standard of academic excellence and renewal driven by our innovative program offerings that are based on industry feedback, and are congruent with the their needs.” Established in September 2006, The Turks and Caicos Hotel Tourism and Training Institute (TCHTTI) is the first of its kind in the Turks and Caicos islands. The institution grants mostly certificate and associate degrees. Hospitality specializations are granted in conjunction with the American Hotel and Lodging Association Educational Institute and the American Culinary Federation. These programmes are designed specifically for all categories of workers in the hospitality industry. Our courses are available to those already working in the field as well as those desiring a career in the country’s number one industry. The training complex includes classrooms, meeting rooms, a computer lab, a kitchen, a restaurant and a spa treatment

room with a view to offering bachelor degree programmes and operating a full-fledged hotel this year. The institute is embarking aggressively upon

expansion of its programme offerings and physical facilities. The name change takes effect this summer. The school has also recently

moved to its new location – at Butterfield Square atop Western Union and American Airlines Ticketing Office in Downtown, Providenciales.

Swine Flu Cases Slowly Rising in TCI For a second week the Ministry of Health is reporting more confirmed cases of the Influenza A H1N1, commonly known as the Swine Flu. After the first four cases were reported between July July 3rd and July 7th, on Monday July 13, six (6) newly confirmed cases of Influenza A H1N1 were recorded in the Turks and Caicos Islands. Three (3) cases are from Grand Turk and three (3) from Providenciales. To date, a total of ten (10) confirmed cases have been recorded in TCI, three (3) from Grand Turk and seven (7) from Providenciales. It appears the cases are being reported quickly, due to the diligence of the Turks and Caicos Ministry of Health. Upon confirmation of a case of the flu, the department administered Tamiflu to the patients, confined them to their home for (7) days and proceeded to contact and test any persons they had contact to who presented with symptoms. Of the (6) newly confirmed cases, all were apart of the process to isolate the illness. On Grand Turk, all three (3) newly confirmed cases are female, two eighteen (18) years old and one sixteen (16) years old. All three cases were listed as contacts of each other. On Providenciales, two (2) of the three (3) newly confirmed cases are twenty-nine (29) and forty-seven (47) years old males and the third one is a seventeen (17) years old female. She is a known contact of the first case of Influenza A H1N1 recorded in TCI. At the time of press, all persons afflicted by the virus are reported to have responded well to treatment. In fact, across the world, the majority of those who have been infected with the flu have experienced mild symptoms, self-limiting and likened to the regular seasonal influenza. Most persons have recovered without the need for hospitalization or antiviral treatment. While the health department insists there is no need for undue concern and/or panic, they are encouraging any persons with flu-like illness to seek medical attention early to determine whether their illness is due to Influenza A H1N1. To date, the TCI confirmed cases of Influenza A H1N1 reflect the existence of travel –related as well as limited in-country transmission.

H1N1 Facts What are the signs and symptoms of this virus in people? The symptoms of novel H1N1 flu virus in people are similar to the symptoms of seasonal flu and include fever, cough, sore throat, runny or stuffy nose, body aches, headache, chills and fatigue. A significant number of people who have been infected with this virus also have reported diarrhea and vomiting.  Also, like seasonal flu, severe illnesses and death has occurred as a result of illness associated with this virus. How does novel H1N1 virus spread? Spread of novel H1N1 virus is thought to be happening in the same way that seasonal flu spreads. Flu viruses are spread mainly from person to person through coughing or sneezing by people with influenza. Sometimes people may become infected by touching something with flu viruses on it and then touching their mouth or nose. How long can an infected person spread this virus to others? At the current time, CDC believes that this virus has the same properties in terms of spread as seasonal flu viruses. With seasonal flu, studies have shown that people may be contagious from one day before they develop symptoms to up to 7 days after they get sick.  Children, especially younger children, might potentially be contagious for longer periods. Can I get infected with novel H1N1 virus from eating or preparing pork? No. Novel H1N1 viruses are not spread by food. You cannot get infected with novel HIN1 virus from eating pork or pork products. Eating properly handled and cooked pork products is safe. What can I do to protect myself from getting sick? There is no vaccine available right now to protect against novel H1N1 virus. There are everyday actions that can help prevent the spread of germs that cause respiratory illnesses like influenza. Take these everyday steps to protect your health: • Cover your nose and mouth with a tissue when you cough or sneeze. Throw the tissue in the trash after you use it. • Wash your hands often with soap and water, especially after you cough or sneeze. Alcohol-based hand cleaners are also effective. • Avoid touching your eyes, nose or mouth. Germs spread this way. • Try to avoid close contact with sick people. • Stay home if you are sick for 7 days after your symptoms begin or until you have been symptom-free for 24 hours, whichever is longer. This is to keep from infecting others and spreading the virus further. Information provided by the CDC

Israeli President Shimon Peres welcomed Dr. Lionel Fernandez, President of the Dominican Republic, this week as they solidified agreements for in-depth bilateral cooperation on solar energy, technology, agriculture and water conservation. President Fernandez went to Israel for a working visit, accompanied by a delegation of senior ministers in his government, headed by the ministers of export and investments, the minister of infrastructure and the minister of the president’s bureau. They were also joined by some 30 CEOs of leading companies in the Dominican Republic economy in the fields of energy, tourism, industry and real estate. Following the official ceremony, the presidents held a state work meeting at which they discussed relations between Israel and the Dominican Republic, and the geopolitical situation in Latin America, including the sta-

tus of Venezuela and its relations with its neighboring countries. They furthermore spoke of the relations between Israel and its neighbors, and agreed to promote broad cooperation between the states. At the onset of the meeting the Dominican president told

President Peres, “We have fully recognized and been in solidarity with the State of Israel since the year it was established, following the atrocities of the Second World War, at the same time integrating war refugees in the Dominican Republic. I feel you are a symbol of success; and

has been a very good friend of Israel’s since day one when it supported the establishment of the State of Israel in the United Nations.” President Peres instructed his advisors to schedule intensive work meetings for the Head Scientist and officials in the Ministry of Infrastructure, and to start promoting cooperation in the realm of energy already during President Fernandez’s visit in Israel. There are 9,400,000 residents in the Dominican Republic. The GDP in 2008 was $77 billion, and the Dominican Republic’s major export branches are sugar, cotton and textile, cocoa, coffee, gold and silver. Reciprocal trade between Israel and the Dominican Republic stands at $25 million per annum, mainly from exports to Israel. The Israeli activity focuses on infrastructure, agriculture (mainly greenhouses) and security.

Bahamas and Cuba Negotiating Maritime Boundaries The Bahamas and the Republic of Cuba have completed a “successful round” of preliminary negotiations aimed at delimit the maritime boundaries between both countries, the Ministry of Foreign Affairs announced July 8. On June 10, 2009, a delegation of technical experts from various ministries, accompanied by a consultant on maritime delimitations met in Havana, Cuba. They exchanged views and scientific and legal information that will form the framework for the determination of an equitable boundary between the parties in accordance with the relevant principles of international law, stated the Ministry. Although the primary purpose of the negotiations to delimit a boundary, other areas of mutual interest were identified for discussions, many of which are mandated by the 1982 United Nations Convention on the Law of the Sea (UNCLOS) in the context of maritime delimitations, the Ministry said. These include matters such as cooperation in search and rescue, the combating of illegal trafficking in drugs and migrants, technical cooperation in areas

such as hydrography and maritime scientific research, and in the management of trans-boundary resources - fisheries, oil and gas deposits. The recent meeting was the latest in a series of discussions on delimitation between The Bahamas and Cuba that began in the 1990s. A further round is scheduled to take place within months, the Ministry said. “Both parties emphasised the longstanding links of friendship, respect and cooperation that exists between them, and it is within that framework that the parties hope to eventually conclude an agreement that would be mutually beneficial and acceptable,” the Ministry said. The issue of maritime delimitation has taken on new importance for The Bahamas following the proclamation of straight archipelagic baselines in December 2008, the Ministry said. These have been deposited with the United Nations, as required by UNCLOS, and enacted into domestic law by the Archipelagic Waters and Maritime Jurisdiction (Archipelagic Baselines) Order. “This means that the baseline from

which the different maritime zones of The Bahamas are now to be measured is a line encircling all the islands and cays of the Bahamian archipelago, as opposed to the low-water mark around the individual islands,” said the Ministry. “Naturally, where those maritime zones overlap with those of neighbouring states, UNCLOS requires the parties

to agree their boundaries by negotiations or otherwise according to international law.” Other neighbouring states with which The Bahamas will eventually pursue boundary negotiations include the United States, the United Kingdom (on behalf of the Turks & Caicos Islands) and Haiti.

Jamaican Health Department Moves to Contain Mosquito Population According to the Jamaican Ministry of Health, the Hanover Health Department will be carrying out vector control activities, as it moves to contain the increase in the mosquito population, resulting from the high levels of rainfall in the parish since the start of the hurricane season in June. "It is a situation that affects us as a population in different communities", said Acting Medical Officer of Health for Hanover, Dr. Diahann Dale, in a presentation at the monthly meeting of the Hanover Parish Council on July 9 in Lucea. She said the department will begin fogging, using hand held foggers, to contain the adult mosquitoes, and oiling, to target the larvae. She informed that the department is in possession of an ultra low volume (ULV) mosquito fogger, but needs a dedicated vehicle on which to mount the machine. She appealed for the Parish Council's assistance in acquiring such a vehicle. The ULV machine is used for spraying mosquito infested areas, as a means of controlling the adult mosquitoes. It is said to be more effective than the traditional hand-held foggers, as the emissions cover a wider area. The ULV machine is best suited to be mounted on a

dedicated unit for continuous use and for it to be moved from place to place. The working principle of a ULV Fogger is to have a sprayer generating fog droplets by using a high volume of

air at low pressure in which the output is droplets of precise size. ULV fogger sprayers can generate formulations in a concentrated form since less diluent are required. These foggers produce a cloud of microscopic droplets that kill flying mosquitoes upon contact. A larger droplet generated out of ULV fogger will sink or settle faster, keeping your insecticide close to the ground. Smaller droplets tend to float longer in the air for better coverage in wooded areas or areas where mosquitoes are active such as rivers, lakes or ponds. Dr. Dale urged residents to help to reduce the mosquito population in the parish by eliminating breeding sites around the home. This includes emptying water from objects in the yard such as flower pots and pet bowls, and removing debris that can hold rainwater, like old tyres. "As we seek to work together to reduce mosquito breeding in and around our homes and in our communities... persons need to seek to reduce the mosquito population around us," Dr. Dale stated. She also encouraged citizens to guard against mosquito bites.

Stepping out as environmentally conscious leaders in the community, PPC has made their first moves in a long term commitment to the people of the Turks and Caicos and helping all of us to preserve our environment. In a recent announcement PPC informed the public about the appointment of Eustace Musgrove as a new Environmental Office spearheading the program. It is immediately evident when speaking to Mr. Musgrove why PPC selected him for this challenging position. He not only talks the talk of improving our environment, but carries to heart a genuine concern for the beautiful nature which surrounds us in the TCI. Eustace Musgrove was appointed by PPC’s President and CEO, Mr. Eddinton Powell, in June of this year to the position of Environmental and Safety Officer. Mr. Musgrove is responsible for advising and implementing new and existing environmental and safety procedures as part of PPC’s new full-scale environmental program, designed to improve environmental and safety standards at the plant, head office and amongst employees. Mr. Musgrove explained PPC’s motivation to move in a more green direction as apart of the parent company, Fortis’, mandate that all of its utility companies adhere to a sound environmentally friendly culture. Although it is not required by the government of Turks and Caicos, PPC under the direction of Fortis has chosen to work towards achieving the ISO 14,001 standard by 2012, which is the international benchmark on environmental management. While PPC says their current standards are already high, “we realize that we can’t sit on our laurel,” Mr. Musgrove explained. In 2001 PPC commissioned an Environmental Impact Evaluation (EIE) which made a series of recommendations on emissions controls, noise attenuation, and spill management. Since that time the company has been implementing these recommendations. For example, PPC says they do not burn Heavy Fuel oil, which have negative environmental implications, but rather light No. 2 diesel, which is the same fuel diesel vehicles use. However, for the time being, Mr. Musgrove says the primary focus is on the generating plants where steps have been taken to dramatically manage plume emissions, noise level, and ground contamination amongst other things through improved engineering designs, or changes in the way things are done. According to Mr. Musgrove, “The desired result will be in reducing our environmental “carbon footprint.” PPC says their commitment to the Environment is not a new or

taking will lead other local organizations to move in a more environmentally friendly direction. “The Turks & Caicos is not totally environmentally friendly as yet,” Musgrove said, “ Even though considerable efforts have gone into keeping our islands clean, much more improvement can be done in terms of garbage disposal, recycling, littering, and air and water contamination. What Can Hit You After

E

nsuring that your home or business is fully protected during hurricane season is essential. We all know that it’s advisable to have a supply of ply-wood to hand or better still, to have special hurricane shutters installed to protect your windows. But sometimes even a mediocre storm can cause freak damage to your roof or home exterior. A relatively common problem to occur for many, or that comes to light after the passage of a hurricane, is the vast amount of buildings that are underinsured. When a home or business owner insures a building for a lesser amount than the current rebuilding cost, the insurance premium paid is not representative of the actual risk, nor is the premium sufficiently contributing to the insurance premium pool used to help pay for losses. That is underinsurance. People underinsured

are subject to the insurance industries Condition of Average Clause which in essence, reduces the claim according to the percentage of underinsurance, relative to rebuilding costs. Stan Charlton from one of Provo’s leading insurance companies, Fidelity Insurance explains, “For instance, if you only insure your home for 50% of the rebuilding cost, you will only receive 50% of any valid claim made, minus any deductable. So for example, a claim by you of $50,000 would only have the Insurance Company paying 50% of your loss, which is $25,000 minus the policy deductible. You therefore have to foot the bill for the outstanding $25,000 plus the deductable.” Stan Charlton said that the best way to avoid underinsurance is to get a property appraisal every two years and insure for the rebuilding cost as appraised. In between appraisals, he also

advised, increase your sums insured by the inflation factor mentioned in your appraisal and make adjustments for any improvements you have made that add value to your home. Fidelity is currently offering a 50% discount on home rebuilding appraisals with value and appraisal company BCQS to encourage the community to avoid underinsurance. Hurricane insurance does not stop at purchasing your policy. If you suffer a loss during a hurricane, it's important to have a complete list of the belongings in your home. Make an inventory that includes as much detail about your property as possible, including the brand name, price, date of purchase, model, and serial number for each item. Attach sales receipts if you can. If you don't have time to create a comprehensive list of the items in your home, then quickly videotape or photograph every room using a digital or disposable camera. The more detail you include, the easier it will be for your insurance company to evaluate your loss. Make sure to open drawers and closets, and don't forget to take stock of what's in your garage and storage buildings. Mail or e-mail your home inventory, photos and videos to yourself, and to family or friends living out of the hurricane threat. Be sure to store copies of your insurance policies with your home inventory. Make sure to have a copy of your policy declarations page listing all of your coverages, as well as your insurance cards, including your health insurance cards. Also important to know, is that most insurance companies will not issue any new policies as soon as a hurricane threat is issued, so be sure to get insurance policies squared away early. Preparing your home for a hurricane involves many steps and the sooner you get started, the more prepared you will be if and when the time comes.

Did you know?

What’s the difference between a cyclone, a typhoon and a hurricane?

There isn’t any difference. Hurricanes are giant, spiraling tropical storms that can pack wind speeds of over 160 miles (257 kilometers) an hour and unleash more than 2.4 trillion gallons (9 trillion liters) of rain a day. These same tropical storms are known as cyclones in the northern Indian Ocean and Bay of Bengal, and as typhoons in the western Pacific Ocean. What is the statistical peak of the Atlantic hurricane season?

September 10th. This is because of the lag in time that exists between maximum land temperatures and maximum sea temperatures. Remember, in order for a hurricane to form and flourish, sea surface temperatures have to be at least 80 degrees Fahrenheit. What was the most rainfall ever recorded in an Atlantic Hurricane?

Hurricane Mitch in October 1998. Over a three to four day period, the Category Five Hurricane dumped approximately 75 inches of rain over the Central American country of Honduras. Tips for protecting your property during hurricane season: • Review your insurance coverage to make sure it is adequate, and familiarize yourself with any windstorm deductibles • Hurricanes and flooding are not always covered under standard homeowners policies, so ask your agent for further details • If you rent a house or apartment, talk to your professional insurance agent about purchasing a renters insurance policy if you don’t already have one • Make an inventory of your possessions and store it off the premises. If your belongings are damaged, this list will help in filing a claim • If possible, take highly valued items to another, safe location • Secure your property before a storm arrives!

The Healthy Bread Alternative Bread has been getting a bad rap the last few years, being lumped together in the “carbs are bad for you” category, started by the “eat more protein” trend. Although a balanced diet is the message of most nutritionists today, there is something to be said for “bad bread.” Most dietary guidelines suggest that at least half the grains we eat should be whole grains. Research has shown that just three daily servings of whole grains can reduce the risk of heart disease by 25–36%, strokes by 37%, Type II diabetes by 21– 27%, digestive system cancers by 21–43% and hormone-related cancers by 10–40%. Compared to their white counterparts, whole grain products have more fiber, antioxidants, disease-preventing phytochemicals, vitamins and minerals. In addition, white bread also has a very high glycaemic index (GI) when compared to whole wheat. GI is the measure of how fast a food raises one's blood sugar. Foods high in fiber with a lower GI are digested more slowly which decreases hunger and energy intake. So if a bread says “whole grain”, is that good enough?

The process of making bread grind it yourself and use within has changed dramatically over 24 hours. In fact, Food for Life, the producer of Ezekiel Bread, claims that the protein quality is so high, that it’s 84.3% as efficient as the highest recognized source of protein. In all, Ezekiel Bread has 18 amino acids – all from vegetable sources and naturally balanced. Even better, the ingredient list is short, containing only 10 whole, natural ingredients. It contains no chemicals, no preservatives, and no added fat. Also, it has a low glycemic index of 36. Because the spouted bread

does not contain any preservatives, you will find it only in your grocer’s freezer case (both IGA and Graceway Gourmet carry the brand locally). Left in the open air, the bread, which is technically alive, will go bad very quickly. As for the taste, Ezekiel breads are available in a variety of flavors as well as in the form of English muffins and tortilla’s for making tacos and wrap sandwiches, offering something for every palate. So while bread as a whole should be eaten in moderation, experts believe sprouted bread can offer many health benefits which make it a perfect staple of a healthy modern diet.

New studies show that taking vitamins before and after pregnancy could have positive impacts on miscarriage- and C-section rates

In June, researchers at the University of North Carolina-Chapel Hill reported that taking vitamins before and during early pregnancy is associated with reduced risk for miscarriage, although the connection may be related to the healthy lifestyles of vitamin takers, prompting the need for further research. And last December, researchers from Boston University School of Medicine and Boston Medical Center reported that pregnant women who are vitamin D deficient are also at an increased risk for delivering a baby by Caesarean section. The studies reinforce the recommendations of health experts, who say vitamins are important to remember as part of a healthy diet during pregnancy. “Getting the right amount of vitamins and nutrients is essential to a healthy pregnancy,” says Dr. Larissa Hirsch, a medical expert for KidsHealth.org. “And during pregnancy, you require more of the essential nutrients than you did before you became pregnant. Although prenatal vitamins shouldn’t replace a well-balanced diet, taking them can give your body – and your baby – an added boost of vitamins and minerals.” Hirsch says one important vitamin for all pregnant women, and even women planning to conceive, is folic acid, which can help prevent birth defects of the brain and spinal cord. Women in the first three months of pregnancy should take 400 micrograms of folic acid daily. Most prenatal vitamins contain enough, since they usually have 600 to 1000 micrograms of folic acid, Hirsch says. Extra calcium is also needed during pregnancy for your developing baby’s bones. And pregnant women need iron so that they can make enough blood for both themselves and their babies. “Even when women eat a healthy diet, it’s very difficult to reach the daily pregnancy iron quota of 27 mil-

ily, from self to spouse to spawn. Here are some of the most helpful: • Engage fully. “Don’t shy away from things that make you uncomfortable,” Weiskott says. “Jump in fully and be present in the moment. Take advantage of bathing and changing diapers as great bonding opportunities. Use a baby carrier whenever possible – walking around with your baby attached to your chest is probably the closest a man can get to the physical and emotional feeling of being pregnant.” • Understand crying: “Babies do cry – it’s part of their job description,” recent graduate Dilip Barman, Durham, N.C., says. Take your child’s nonverbal cues, ascertain what they mean and determine the best way to soothe your screaming son or daughter. • Keep calm. Yes, your life will change dramatically, but your spouse and child will follow your lead if you remain composed or become flustered. And enjoy the fruits of your – and your wife’s – labor. Your child won’t be a baby for long. “Within two or three months, you might be looking back and laughing at your recent sleep deprivation, spit-up episodes, diaper blow-outs,” Weiskott says. © CTW Features

First-Time Fathers Plenty of support is out there for new moms, but dads often have to learn how to change the diapers on the fly. Here are five tips from a boot camp for dads on what to do about crying, mood swings and the other challenges of being a father By Perry Gattegno CTW Features

I

van Weiskott, Durham, N.C., wasn’t sure he would be able to handle the travails of being a dad for his first child. Between supporting his wife, dealing with sleep loss, working a full-time job and learning how to force his baby to eat mushy peas out of a jar, Weiskott knew he had a real challenge ahead of him. “I just hoped I had the physical and emotional strength to handle those things,” Weiskott says. His

position as an instructor at the popular Boot Camp for New Dads, a program offered by the Women’s Health Information Center at the N.C. Women’s Hospital At UNC Hospitals, Chapel Hill, N.C., proves he did just fine. The program unites dads-to-be in informational sessions that allow them to ask questions, meet other men in the same situation and express fears about fatherhood. The program teaches its students lessons ranging the whole fam-

ligrams,” says Elizabeth M. Ward, a registered dietitian, Reading, Mass., author of “Expect the Best, Your Guide to Healthy Eating Before, During, & After Pregnancy” (Wiley, May 2009). “The CDC recommends that all pregnant women take 30 mg of iron once pregnancy occurs, as an individual supplement or as part of a multivitamin,” she says. Recent studies have found that certain vitamin deficiencies, like vitamin D, can affect both the mother and the baby, Hirsch adds. Michael Holick, a professor of medicine and senior author of the vitamin D study at Boston University, suggests pregnant women already drinking milk and taking a multivitamin should add up to 1,000 units daily of vitamin D. According to the study, the scientists found that women with low blood levels of vitamin D were almost four times as likely to have an emergency C-section as those with normal levels. In addition to reducing the risk of C-section, Holick says there is other evidence that vitamin D also “reduces infants’ risk of wheezing disorder for the first three years, reduces the risk of asthma and improves bone health.” Experts say that any supplements should be taken in consultation with your doctor. Even men can benefit from vitamins. “A future father should take a daily multivitamin with no iron in it,” Ward says. “Men do not need extra iron from supplements, but they do need the zinc, vitamin C, and folic acid to form viable sperm that are able to fertilize an egg.” “While there are no vitamins that can prepare you for becoming a parent, it is important for expectant dads to stay healthy,” says Hirsch. “Eating a balanced diet, taking a daily multivitamin, getting plenty of exercise and seeing the doctor for routine exams, can help make sure a new dad is in good shape before the baby arrives.” © CTW Features

Failure to Communicate Doctors fail to report or document their findings of abnormal medical results in 1-in-14 cases By Perry Gattegno CTW Features atients breathe sighs of relief when the doctor doesn’t call with bad news, but a new study shows that they might not want to relax so quickly. Research shows that physicians fail to report to patients, or to document that they had informed them, abnormal test results one out of every 14 times. Dr. Lawrence P. Casalino, associate professor of public health at Weill Cornell Medical College, New York City, and his national team analyzed 5,434 patient records from 23 physician practices around the country. The failure rate varies from practice to practice, ranging from nearly zero to one in four, but one constant popped up in the data: the simpler the process for managing test results, the better the chances your diagnosis won’t go unreported. What’s more, offices that use electronic medical records often had the same or worse failure-to-inform rates than their paperbound counterparts if their test results management techniques were flawed. “This study demonstrates why health IT hardware alone will not improve care,” says Dr. Mark Smith, president and CEO of the California HealthCare Foundation, which financed the study. “Ensuring that processes are in place to efficiently notify patients of their lab results should be part of the meaningful use of electronic health records.” Dr. Casalino attributes the failure to report or document to physician practices that lack an explicit system for managing test results. And in many cases, physicians and their staff told patients that “no news is good news.” According to Casalino, this is a dangerous assumption. © CTW Features

Dismissing the Stigma Grade Retention Endures By Gale B. Royal-Morris

When we learn that our son or daughter has to repeat a grade, we may want to blame the school, teachers, our children and even ourselves. However, repeating a grade is not the worst thing that can happen to our children academically. It could in fact, be one of the best. There is an unfortunate calamity facing many of our children today. Too many of them are placed wrongly in inappropriate grades simply because of their age. (In The Field of Education, we call this social promotion). Others are promoted even though they have not mastered the fundamentals that will enable them to execute the challenges at the next level. We can rejoice no less, that our children have not fallen privy to this; we can begin planning to ensure their future academic success. There are many ways in which parents may, along with their children correct the errors made in a school year that was less than ideal. For instance, parents should investigate the areas in which their children have fallen short and inquire whether his or her teacher can provide a summer reading list or set of workbooks that will aid in building skills in those areas. Secondly, find out from your child's school if summer programs are an alternative to repeating the grade. If summer school is not available, perhaps the option of working with a tutor during the summer and having him or her reevaluated before the new school year begins would be.

Thirdly, change your child's routine. Do not allow him or her to repeat the same behaviors that contributed to the retention. Perhaps a different home regime, teacher or even a new school is necessary. Fourthly, stay involved and monitor your child’s progress. Speak to teachers about weekly progress reports via e-mail or small notes to remain informed and proactive. Many teachers, when they have evidence of your interest in your child’s education, are inclined to want to work with you and keep you apprised. A great deal of how our children feel about grade retention lies in our hands. If we do not possess an optimistic attitude, our children will have more reason to be embarrassed and resistant. Reassure your child that he or she is not a failure and that if the opportunity of repeating a grade becomes reality, to look at it as just that, an opportunity. Explain that it allows him or her extra time to strengthen the subject areas that he or she does not comprehend fully; ingraining crucial lessons that he or she will need in order to be prepared for years ahead. Many young children cannot understand these long-term rewards and benefits. It is up to us to have their long term academic well being at heart. When children are allowed to enter into the wrong grade, they are being robbed of academic prosperity. Look at your child's grade retention as a positive experience and know that their school was unwilling to pass him or her through the system creating yet another student unfit to graduate.

10 Family Summer Fun Ideas

O

nly a few days into the school summer holidays and already hearing the dreaded words, “I’m bored.”? With the current economic climate not offering many the opportunity to jump a plane to Orlando for some quality time with Mickey, there are plenty fun frugal ideas to have family fun right here in the Turks and Caicos. Listed below are 10 simple ideas that are fun yet inexpensive. Check back each week for more summer fun ideas. 1. Fly a kite or a battery-operated plane. To add to the excitement, you can even build your own. Check out this weeks Kids “fp” for instructions, on page 22.

2. Play catch or Frisbee. Even if you don’t have a Frisbee, a round plastic lid make a wonderful and fun substitute. 3. Plant a flower and/or vegetable garden. Gardening is a fun, healthy, and educational activity for you and your family. Children learn responsibility, and your family saves money on fresh and healthy produce. 4. Play board games or card games at home. Even better, make up your own fun games. 5. Have a family movie night. My children love when they get to pick the film and I pop the popcorn. Together even a night in to watch a DVD can be lots of fun. If you have run out of

films at home, share with friends and neighbours or have a look at old family videos, this can provide an evening full of laughs. 6. Walk, jog, or run as a family. We all have a hard time getting motivated to get out and exercise in this heat, but have a family race or sing along the way and you can have healthy fun for everyone. 7. Surprise the family. Go on a mystery walk. Only you know the destination. Have something special waiting at the end of the walk. 8. Have a scavenger hunt either inside or outside. Children will have fun finding the items listed. A variation of the scavenger hunt

is the nature hike. Look for as many different varieties of a specific item, such as leaves, flowers, rocks, birds, etc. You could look for several items on one walk or look for one specific item only. 9. Have a barbecue or picnic at the beach. Even though none of us live far from the beach, we often find ourselves forgetting to take the time to enjoy it. A family BBQ can be just the thing to remind us of the beauty of raising a family in the TCI. 10. Visit the library. If you have not been to the Provo library, give it a try. After you have the new books in hand, take a blanket and several books outside and read under the shade of a tree.

President Arroyo to meet with US President Obama President Gloria Macapagal-Arroyo’s scheduled meeting with US President Barack Obama in Washington gives recognition and importance not only to the Philippines but the whole of Asia. Gary Olivar, Presidential Spokesperson on Economic Matters said in a media briefing this afternoon that the visit is a great honor for our country and the entire region as the President is the first Southeast Asian leader

to be invited at the White House. Olivar said among the topics up for discussion between the two leaders is the need to continue and coordinate on the war against terrorism in the wake of the recent bombings by suspected terrorists in Mindanao. The interest of millions of Filipinos working in the US and finding solutions to the global recession that include the revitalization of international financing institutions,

are also among the possible issues to be taken up. Olivar said the invitation from Washington reinforces the President’s standing “as a leader of consequence in our part of the world.” Olivar said those who were inclined before to criticize the President for supposedly trying too hard to get into the graces of the new US President should now have second thoughts as the scheduled visit is a US initiative.
