THE SCHOOL BROADCAST- SCRIPT AIMS: - familiarizing the students of the school with the subject of European Union, - introducing the phrase Presidency, trio and telling about its tasks, - showing the most important priorities of Polish Presidency and its meaning in further development of Poland.

THE FORM OF AIRING: school radio THE TIME: 10 minutes THE MUSIC: Ludwig Van Bethoveen: ‘Ode to joy’ THE SCRIPT: Dear Schoolmates, On the 1st of July 2011 Poland will hold the Presidency of European Union. It is for our country a real challenge and a great opportunity at the same time for realization a lot of ambitions and ideas. Everyone should be aware of the importance of the task that Poland will fulfilled from 1st of July 2011 to 31st of December 2011. Due to this fact we would like to give you some information about the European Union and Polish Presidency. The European Union (EU) is an economic and political union of 27 democratic member states which are located primarily in Europe. The most important institution of the EU is the Council of the European Union, which with other institutions creates the laws. The Council has six key responsibilities: to pass European laws – jointly with the European Parliament in many policy areas, to co-ordinate the broad economic policies of the member states, to conclude international agreements between the EU and other countries or international organisations, to approve the EU’s budget, jointly with the European Parliament, to develop the EU’s Common Foreign and Security Policy (CFSP), based on guidelines set by the European Council, to co-ordinate co-operation between the national courts and police forces in criminal matters (see the Freedom, security and justice section).

What is the Presidency? The Presidency of the Council of the European Union is the responsibility for the functioning of the Council of the European Union that rotates between the member states of the European Union (EU) every six months. Three successive Council presidencies, known as presidency trios, cooperate for an 18-month period to provide additional continuity by sharing common political programmes. The Council of EU decides about the sequence of holding the Presidency. The countries that include trio prepare the programme of works jointly with the European Commission. The Presidency tasks are focused on the three paramount issues: 1. Conducting the work of the EU Council and its subsidiary bodies (working groups and committees) as well as the European Council 2. Representing the EU Council in its dealings with other EU institutions 3. Representing the UE in international relations (with third countries and international organizations. The primary responsibility of the Presidency is to organise and chair all meetings of the Council, apart from the Foreign Affairs Council which is chaired by the High Representative. So, for instance, the Minister of Agriculture for the state holding the presidency chairs the Agriculture council. This role includes working out compromises capable of resolving difficulties. Each three successive presidencies cooperate on a "triple-shared presidency" work together over a 1.5 year period to accomplish a common agenda by the current president simply continuing the work of the previous "leadpresident" after the end of his/her term This ensures more consistency in comparison to a usual single six month presidency and each three includes a new member state. This allows new member states to hold the presidency sooner and helps old member states pass their experience to the new members. Why is it so important for our country? All important politics from all countries of EU will arrive to our country. At the same time the state holding the Presidency becomes the host of most of the Union's events and plays a key role in all the fields of activity of the European Union. It is responsible for the organization of EU meetings, sets the Union's political direction and ensures its development, integration and security.

The priorities of Polish Presidency are: - setting the proper budget because The Polish Presidency falls on a key moment of the EU budget negotiations. In July, the European Commission will adopt draft Regulations that will determine the manner of implementing funds within the future financial framework, - trying to integrate the countries from the East with the EU, Polish Presidency in numbers: - it will last 184 days - it will cost 430 mln zl - 150 meetings will be held - 1500 people are engaged in preparing the Presidency. Because of the Presidency a lot of concerts, sport events and exhibitions will be organized in our country. The success of Polish Presidency is the best way to promote our country, fight against the stereotypes and enforcing Polish Image in Europe and in the world.
