FORWORD We are now in the 6th year of the 7th programming cycle of the Asia Pacific Programme of Educational Innovation for Development (APEID), whose general theme is “Information and Communication Technology for Educational Innovations”. This year’s theme is on Promotion of ESD-ICT-AV Education Integration and Teacher Training which is relevant and important not only for schools but also for the community in every country in Asia and the Pacific Region. The Seminar-Workshop on Education Technology organized since 1974 is Tokyo Gakugei University’s contribution as an Associated Centre (AC) of the Asia Pacific Programme of Educational Innovation for Development (APEID). The programme launched in 1973 by UNESCO’s General Conference has its Secretariat in UNESCO Bangkok. During those 30 years, the programme has contributed to the developments and sharing of educational innovations especially at the elementary and secondary levels of education in Asia and the Pacific countries. The Tokyo Gakugei University to implement one of the cross-cutting themes of the APEID 7th programme cycle “Using Information and Communication Technologies (ICTs) for Educational Innovations,” as one of its contribution to the United Nations Decade of Education for Sustainable Development (UNDESD).The United Nations General Assembly has designated UNESCO as the ‘lead agency’ for the celebration of the decade. We are grateful for the support provided by the Japanese National Commission for UNESCO, Department of International Cooperation, Ministry of Education Culture Sports Science and Technology (MEXT), Kodaira, Kokubunji, Koganei, and Mitaka municipal education boards (MEBs), Japan Audio-Visual Education Association, Japan Association for Educational Broadcasting, and NHK (Japan Broadcasting Corporation) to ensure the successful implementation of the Tokyo Seminar Workshops on Educational Technology. We also extend our appreciation to the participants, resource persons, and observers for their active participation in this year’s seminar-workshop. Everyone’s contributions, insights and inputs are what we have discussed and developed in this report. EXECUTIVE SUMMARY The Asia and the Pacific Regional Seminar-Workshop on Educational Technology -2007 (Tokyo 2007 Regional Seminar-Workshop) is the 6th in the series of activities agreed upon by participating countries during the “First Seminar-Workshop of the Seventh Programming Cycle of APEID Activities” organized by the Japanese National Commission for UNESCO, Office of Director-General for International Affairs,

Ministry of Education, Culture, Sports, Science and

Technology (MEXT), Tokyo Gakugei University and the Asia Pacific Programme of Educational Innovation for Development (APEID) - Asia and Pacific Regional Bureau for Education, UNESCO Bangkok. The Tokyo 2007 Regional Seminar-Workshop was conducted on 24 October to 31 October 2007, on Promotion of ESD-ICT Integration and Teacher Training from the view of educational innovation for development, brought together 46 experts from national institutions and regional organizations, for the sharing of information and experiences. Discussed were: ESD-ICT-AV integrated teacher training developments as related to context-specific and county perceptions of ESD-ICT-AV integration and teacher training, national policies, curriculums, instructional materials, capacity building such as teacher /school principals training, infrastructure, monitoring, assessment, program evaluation, innovative practices in the integration of ESD, ICT with special emphasis on AV education and technology, national plans of action, suggestions for improving/strengthening existing ESD-ICT-AV strategies which have specific implications to the teaching-learning processes and assessment of learning outcomes; and recommendations and guidelines formulated for follow-up actions and plan for the Tokyo 2008 Regional Seminar-Workshop. The seminar-workshop proceedings are described 7 chapters and annexes. : Chapter I: Introduction - Background and Rationale; Chapter II: Setting the Directions of the Seminar-Workshop; Chapter III: Mapping the Situation of ESD-ICT-AV Education Integrated Teacher Training in the Participating Countries; Chapter IV: Innovative Practices of ESD-ICT-AV Education and Technology Integration in Japan; Chapter V: Translating Policies into Practice; Chapter VI: Recommendations, Strategies and Plan of Actions for Tokyo 2008 Regional Seminar-Workshop, and; Chapter VII: The Organizing Committee and Planning Committee. The direction of the seminar-workshop was provided by four resource reports: “Current Trends and Prospects of the Policies of Promotion of IT and Education in Japan” by Mr.

Yasufumi TSUBAKI, Director, Lifelong Learning Policy Bureau, MEXT, Japan; “Trends and Prospects on ESD” by Mr. Eiichiro HARAKO, Associate Professor, Tokyo Gakugei University, Japan; “International Trends of Teacher Education” by Ms. Li ZHAO, Assistant Director, International Center of Teacher Education, East-China Normal University, China; and “Global and Regional Trends of Teacher Training on ICT and ESD” by Ms. Lay-Cheng TAN, Programme Officer, UNESCO Bangkok. The country papers profiled the situations of ESD-ICT-AV education integrated teacher training in participating countries focusing on national experiences related to: national policies, national ESD-ICT-AV education integrated teacher training curriculums, integration of ESD-ICT-AV education to various learning areas; innovative practices in the integration of ESD-ICT-AV education in teacher training; samples of national plans of action for improving/ strengthening existing ESD-ICT focusing on AV education and technology strategies which have specific implications to pre-service and in-service teacher training. Key observations, issues and concerns were likewise identified and analyzed. In addressing matters on translating policies into practice, and targets for ESD-ICT-AV education integrated teacher training, the seminar-workshop participants were divided into two groups. Each group focused their discussion on: the rationale and basic premises for promoting ESD-ICT-AV education integration and teacher training; identification of existing policies related to ESD-ICT-AV education integrated teacher training and how these policies are translated into practice; development of an ESD-ICT-AV education integrated teacher training curriculum package; and developing ESD-ICT-AV education integrated curriculum exemplars, for making these translations possible. The discussions were based on one of the four cross-cutting themes of the 7th

Programming Cycle of APEID “Using Information and

Communication Technologies (ICT) for Educational Innovations” in preparation for the UN Decade of Education for Sustainable Development (UNDESD), 2004-2015, wherein UNESCO was designated as the lead agency. Education for Sustainable Development (ESD) is one of the strategic areas in APEID’s Framework for Action, 2002 - 2007. Innovative Practices, Videos, Software and Websites on the integration of ESD and ICT with special emphasis on the AV education and technologies were also extensively discussed by the seminar-workshop participants, with particular attention to specific practices in participating countries. A general picture of ESD-ICT-AV integrated teacher training and how they are utilized in various educational activities of participating countries are also described in the report.

Recommendations and follow-up actions are proposed for UNESCO APEID and participating countries and related institutions to consider with regard to policy, curriculum and material development, capacity building, and infrastructure. UNESCO APEID should continue its efforts to support the countries and to mobilize resources for the implementation of programmes and projects. The printed report contains the 6 chapters, and the CD-ROM contains both the information in print and the annexes which include: the list of participants, resource persons, observers and supporting staff; the agenda and schedule of work; the direction and country/institution papers; descriptions of institutions involved in this year’s activity and selected pictures from the regional seminar-workshop.
