1.1 Annex x 1 to the Convention C Aviation, Perrsonnel Licennsing, on Internatioonal Civil A specifies the t training required r to ob btain a “fligh ht operations oofficer/flight dispatcher licence”. It inccludes training in n the operatio onal procedurees for the carrriage of freighht and dangerrous goods. T The specific seection states: “4.6

n) operational procedures for the carriage of freight and dangerous goods” 1.2

Part 7;4.1.1 of the Technical Instructions states: “4.1

INFORMATION TO THE PILOT-IN-COMMAND

4.1.1 As early as practicable before departure of the aircraft, but in no case later than when the aircraft moves under its own power, the operator of an aircraft in which dangerous goods are to be carried must:

... b) from 1 January 2014, provide personnel with responsibilities for operational control of the aircraft (e.g. the flight operations officer, flight dispatcher, or designated ground personnel responsible for flight operations) with the same information that is required to be provided to the pilot-in-command (e.g. a copy of the written information provided to the pilot-in-command). Each operator must specify the personnel (job title or function) to be provided this information in their operations manual and/or other appropriate manuals.”

1.3 The flight operations officer/flight dispatcher is assigned duties in the Technical Instructions, however no training curriculum is specified. This creates an inconsistency between Annexes 1 and 18.

RECOMMENDATIONS

2.1 As dangerous goods duties assigned to a flight operations officer/flight dispatcher are similar to those assigned to flight crew members, loadmasters and load planners, we recommend including “Flight operations officer/flight dispatcher” to category 10 of Table 1-4 and to category 10 of Table 1-5 as shown in the appendix of this working paper.
