About CIRC

The course participants will be given printed modules. Pedagogical methods and resource materials will include lectures, discussions, case studies, exercises and presentations by the participants. Classes will be held during weekends at suitable place/s, depending on the feasibility.

CIRC was operationalized in January 2009. It is an initiative towards creating an intellectual and knowledge base on competition policy & law and economic regulation with focus on public-private partnerships. It is governed by a 20 member Governing Council, chaired by C. Rangarajan, Chairman Economic Advisory Council to the Prime Minister of India. It includes several eminent economists, judges and government officials. CIRC has conducted many programmes on Competition Policy and Law in India and abroad. ( More at www.circ.in)

Duration Certificate Course: A six-month course, containing four modules, is a foundation course for beginners on competition policy and law. The modules are further divided in to various units. Diploma Course: A twelve-month course for advanced learners, containing eight modules, is an add-on course to the certificate course.

Rationale A good competition law, along with a sound competition policy, helps in fostering competition, economic efficiency, consumer welfare and freedom of doing business. India enacted its Competition Act in 2002 (amended in 2007, referred to here as CA02) to deal with competition issues in a more liberalized market economy. This law is a successor to the Monopolies & Restrictive Trade Practices Act, 1969. The Competition Commission of India (CCI), set up under the CA02, is fully operational now. The enforcement of competition law and its pervasive presence across the sectors and business functions is creating a high demand for competition professionals. Thus, the courses, specially designed to inculcate necessary knowledge and skills, among the participants to deal with the issues relating to anti-competitive agreements, abuse of dominance & regulation of combinations (M&As), IPRs etc, would greatly enhance the career opportunities and provide early-mover advantage to the participants There is an urgent need to fill the gap between the current knowledge and the knowledge required while the CA02 is implemented. The Courses offered by the CUTS Institute for Regulation & Competition (CIRC) and National Law University(NLU), Delhi aim to fill this gap.
